I m telling you, there is something darker here. The CO didn t write an adverse fitrep. When Mike read his report, the comments were all very positive and the marks seemed to be pretty good. Tex cut in, I m following you now, Dusty. The CO probably sat Mike down, or maybe even didn t, and never leveled with him that his marks were actually below his rating profile average. The comments were probably pleasant, but not outstanding. And not derogatory either. Just vanilla. Then his marks relative value is a mystery to Mike until after the report is processed and displayed on his master brief sheet as below the CO s average. Exactly! said Dusty. Pretty dirty pool if you ask me. That sucks, I muttered, and not even the courtesy to tell the guy he s below average. I ll bet Mike figured it out after either he or the CO PCS d so the chance to discuss it wasn t there. Gutless, said Tex, I ve heard this called the velvet knife a report that isn t an adverse one that provides you with the recourse to contest it, but still bad enough to end your career. I whistled through my teeth, I guess I ve led a sheltered life. I ve never heard of this, though it s clearly possible. I ve always had a clear channel of communications with my reporting seniors and have never been surprised by what I ve seen on my fitreps.... the velvet knife a report that isn t an adverse one that provides you with the recourse to contest it, but still bad enough to end your career. Tex leaned back in his chair, pushed his Stetson back and said, Well, Cinderella, welcome to the dark realization that there are reporting seniors out there who lack the moral courage to tell you to your face that you are below average. It s a system loophole that allows some reporting seniors to slide through and avoid the uncomfortable circumstance of actually counseling a subordinate. I was upset. This velvet knife thing is terrible. Objects not intended to bleed must be kept within the live area. Ads that do not meet specified dimensions may be modified to fit. Live area: 7.25 x 10 Line screen: 150 Method of printing: Web offset, four-color process Method of binding: Saddle-stitched Printed and furnished inserts/outserts: Pieces supplied must include 3 percent spoilage. Printer will need to review based on postal regulations. If the piece is four pages and the full size of the publication, allow 1/8 head, foot, face trim and a 3/8 binding flap at the face on pages 3 and 4. The binding flap will be on the high folio (pages 3 and 4) due to each publication being jogged to the head. Less than full size will need to be reviewed based on request to tip or bind in. All outserts in a polybag will need to be reviewed for placement in the bag based on co-mailing operations and postal regulations for periodicals-class mail.
