5 DISTRICT PROFILE Coimbatore District lies between 0 0o and 30 o Northern latitude and o Eastern longitude within an area of sq.km. It is situated in the western corner of Tamil Nadu.This District borders Palakkad district of Kerala in the west, Nilgiris district in the North, Erode district in the northeast and Tirupur District east, Idduki district of kerala in the south and Dindigul district in the south east. The Western Ghats occupies the western part of the District and forms as natural boundary for Tamil Nadu and Kerala State. The south western and northern parts are hilly parts of the Western Ghats and enjoys pleasant climate throughout the year. The rest of the district lies in the rain shadow region of the western Ghats and experience salubrious climate in most of the parts of the year.it is situated at a distance of 494 Kms South West of the State Headquarter,Chennai and at an elevation of 480 feet above the Sea level. Coimbatore District itself is a rain shadow area. Only during heavy cyclone warning period, Coimbatore gets more rainfall. Since part of this district is covered by hills such as Valparai, Anaimalai, Vellingiri and Anaikatty etc. in the Western Ghat, flash floods are likely to cause damages in October-December every year. The mean and maximum temperature for Coimbatore city during summer and winter vary between 35degree celcius to 8 degree celcius. The major rivers flowing through the districts are Bhavani, Noyyal, Amaravathi and Aliyar. The Siruvani dam, Pillor dam, Amaravathy dam are the main source of drinking water in the district. The third largest city of the state, Coimbatore, is one of the most industrialized Cities in Tamil Nadu, known as the Textile capital of South India or the Manchester of the South. The city is situated on the banks of the river Noyyal. In the rain shadow region of the Western Ghats, Coimbatore enjoys a very pleasant climate all the year round, aided by the fresh breeze that flows through the 5 kms along the Palakkad pass. The rich black soil of the region has contributed to Coimbatore s flourishing agriculture industry and, it is in fact the successful growth of cotton that served as a foundation for the establishment of its famous Textile Industries. The first Textile Mill was established as early as 888, now there are more than hundred mills. The result has been a strong economy and a reputation as one of the greatest industrial cities in South India. There are more than 5,000 small, medium, large scale industries and Textile Mills in Coimbatore District and also famous for the manufacture of Motor Pump Sets and varied Engineering Goods. The development of Hydro Electricity from the Pykara Falls in the 930 led to a cotton boom in Coimbatore. Coimbatore serves as an entry and exit point to neighbouring Kerala and the ever popular hill station of Udhagamandalam (Ooty). It is the disembarking point for those who want to take the Mountain train that runs from Mettupalayam, just 35 kms from Coimbatore. There are also regular bus services from Coimbatore to Ooty.

9 DISTRICT ADMINISTRATION Coimbatore District is one of the biggest Districts in Tamil Nadu. It is divided into two Revenue Divisions and Ten Taluks consisting of 95 Revenue villages. 75 OBJECTS OF DISASTER MANAGEMENT: GENERAL: The Disaster Management Plan is prepared to assess the vulnerability of District to various major hazards so that mitigatory steps can be taken to constrain the damages before and during disaster and to provide relief and to take reconstruction measures at the shortest possible time delay. OBJECTIVES OF DISTRICT DISASTER MANAGEMENT PLAN: Following are the broad objectives of disaster management plan I. To identify the major disasters to which the district is vulnerable II. To identify the locations prone to major disasters, to assess capability and strength and to take resources available for disaster management. III. To define the institutional arrangements and organizational structure for disaster management IV. To define the role and responsibilities of the stockholders in disaster management, with emphasis inter departmental co-ordination. V. To outline the mitigation in pre-disaster period and relief and re-construction measure in post disaster period. POSSIBILITY OF FLOOD DAMAGES-DURING NORTH EAST MONSOON: If heavy down pour occurs in Velliayangiri hills the Sanganoor Pallam will be flooded. Since it passes through the town villages, the inhabitancy on either side will be affected. A number of agricultural lands vested on the side of the Pallam will also be flooded damaging the crops and dwelling houses. The same is the situation in Pollachi Taluk,if the Amaravathi river and Upper rivers are flooded. Regarding Coimbatore (South) and (North) Taluks, there are number of tanks, adjacent to the City and connected with one another. Most of the tank beds and its en route to the others are now encroached by the people by constructing thatched sheds and as a routine course these inhabitants are marooned during the rainy season. 77 FORMATION OF DISTRICT LEVEL COMMITTEE In order to meet out eventualities due to floods, the District Level Monitoring Committee has already been constituted under the chairmanship of the Collector. Arrangements have been made in such a way that staff are availabe in Collector s Office, Divisional Offices and Taluk Offices, around the clock. The rain forecast news obtained from forecast center will be immediately communicated to the general Public through Dailies, Media, Local Channels, Radio Stations and Tom Tom Method. For this, the District has been divided in to several Sections like Corporation area, Municipal area, Taluk level areas, Panchayat level areas, etc., and separate staff have been deputed to each section to look after the work then and there. Collector s Office, Divisional Offices and Taluk Offices are functioning as information centers to the Public. Almost all State Government officials i.e from Revenue, PWD, Highways, Panchayat Development, Medical, Police and Corporation are included in the Committee. They are entrusted with separate work and are ordered to be in station round the clock. The same system will be continued at Taluk level with the help of Panchayat Union President and other Officers. Frequent meetings will be conducted by the Collector to analyse the situation and instruct the officers properly. A study of the precedence and also the previous years conditions before convening a meeting would be done. The officers are instructed to stay very nearer to such spot out areas and to pass on news immediately. They will be advised to pass news to the public and clear away their fear if any, and also let the public know that the administration is always at their disposal. Trigger Mechanism and Operational Directions: The entire disaster management operations are designed in such a way that disaster control and mitigation operation starts immediately after the information of disaster striking the district is received. In other words the entire system at all the levels is self activated without requiring any directions from the district authorities to act. For this the, role and responsibility of each of the officer at various levels of district administration has to be unambiguous, and the system should be in the state of alert during the normal flood and Cyclone period.

78 Trigger Mechanism: The Trigger mechanism envisages that on receiving signals of a Disaster happening or likely to happen, all activities required for the mitigation process are energized and activated simultaneously without loss of any time, and the management of the event is visible on the ground. The primary objective of trigger mechanism is to under take immediate rescue and relief operations and stabilize the mitigation process as quickly as possible. The trigger mechanism in fact is a preparedness plan in which all the participating officers and agencies knows in advance the task assigned to them and the manner in which they have to be prepared themselves to respond. As such the organization and planning has already been taken care of the resources are identified including manpower, material and equipment. The performers should have adequate delegation of financial and administrative powers and have the mandate for accomplishing the task. The success of the trigger mechanism depends on the vision and preparation of the planners. They are required to anticipate the likely activities with reference to the nature of the Disaster and its impact. In fact the trigger mechanism can also be called the operating standard procedures where the implementation of the efforts on ground is well laid down. Generally, the activities will include evacuation, search and rescue, temporary shelter, food, drinking water, clothing, health and sanitation, communication accessibility and public information. All these major activities, which are common in all types of disasters, will require sub-division and preparation of sub-action plans by each specified authority. They will be required to list all requirements and their availability within the prescribed response time. To sum up, the trigger mechanism is all emergency quick response mechanism like ignition switch, when energized, spontaneously sets the Vehicle of management into motion on the road of Disaster mitigation. The District Collector as the chairman of the District Advisory Committee activates the trigger mechanism in the district. Immediately on receipt of the warning message he starts issuing and receiving information to and from all the departments which each department is expected to pass on. The District Coordination Committee meeting with the officials of the all line departments, voluntary organizations, elected representatives of the local bodies is held before every monsoon season to review the state of preparedness and also initiate necessary action for effective response from all concern to effectively manage any eventuality arising out of any natural calamity. The views elicited in the meeting about the precautionary steps to be taken and new points/ techniques / experiences emerged from the meeting are also incorporated in the District Disaster Management Plan.

93 Coimbatore Corporation Corporation authorities should take necessary stepts to desilt the water channels for free flow of rain water. Similarly the drainage channels should also be kept free from obstructions. Desiel engines fitted with water pumps should be kept ready in each zone to bale out water from low lying areas in circumstances where rain water flood low lying areas. Temporary toilet and drinking water facilities should be provided to the public who have been evacuated and placed in relief camps during the times of flood. Food should be cooked and distributed to the flood affected persons accommodated in the relief centres. Medical facilities should also be provided in the relief centres.necessary electrification work should be undertaken in important relief centres even before the onset of monsoon. Generator, oil engines and sand bags, power driven saws to cut and remove the fallen trees should always be kept ready. 121 Public Works Department Public Works Department authorities should inspect the school buildings, community Halls, which are in the vulnerable area that are normally used for accommodating people who are evacuated from low lying areas during heavy floods and ensure proper power and water supply in those buildings. All public buildings should be inspected to check for possible clogging of storm water pipes.pwd, WRD authorities should also give prior intimateion in case of release of excess water from the reservoirs to the local authorities sa as to enable them to take necessary precautionary measures like moving the people in the low lying areas to safer places. During such instances public should also be informed about such releases will in advance by way of press release/scrolls in the local TV etc. The Public Works Department authorities should also take steps to remove encroachments in the water courses particularly in the low lying areas. 166 TANGEDCO Precautionary measures to be taken by TANGEDCO:. Premonsoon inspection and special line patrol of all EHT, HT and LT lines should be carried out to rectify the defects such as improperly connected conductors,earthing systems etc thoroughly and rectification works required based on the inspection should be carried out meticulously. All the structures should be inspected thoroughly, loose jumpers and clamps tightened and lightning arrester connections checked up. Providing guarding in all HT/LT Road crossings. 4. In all cyclone prone areas, the distribution lines may be strengthened by providing additional stays. Tall trees may be cleared to avoid falling on the lines. 5. All the roof bushings of KV and 33 KV breaker may be inspected by taking total shut down and leakage of rain water prevented by changing the bushing gasket, wherever they are weak or deteriorated. 6. Damaged pillar boxes in low lying areas should be identified, then and there to be replaced. 7. Aged and deteriorated conductors should be identified and replaced. 8. Officers at all levels should be vigilant all through the monsoon period to gather information regarding monsoon through all available sources of media, such as Radio, TV etc. 9. The O/H lines may be kept out of service in the areas likely to be affected by flood, to avoid damage due to snapping of conductors, electrocution etc., 0. Sub station operators may be instructed not to recharge the lines before the fault is cleared. They should charge the feeders only after ensuring safety of the public after patrolling the feeders.. In all outdoor sub- stations, where there is likelihood of floods entering the sub station, arrangements may be made to provide strong retaining wall or otherwise to prevent possible damages to the sub station. In case, flood enters the sub station, it should be arranged to be pumped out quickly to safeguard electrical equipments. The MRT and Special Maintenance wing may be kept alert so as to attend emergency works. The EEs may be instructed to gather all required materials to attend to emergencies and breakdowns and also diesel pumps for draining flood water from the sub stations which are located in low lying areas.

167 4. Materials like meters and other electrical items may be stored in an elevated place to the extent possible. In stores, where there is likelihood of flood waters entering arrangements should be made to move the materials like cement etc. to a safer place at shot notice. Stores officer may be suitably instructed in this regard. 5. Men, materials, T&P and vehicle should be kept in a ready position,so as to attend the break downs immediately and restore the supply. 6. During flood and Cyclone season, granting of permission, casual leave, medical leave, earned leave etc., has to be discouraged. Check for sewage and water lines damage. If you suspect lines are damaged, avoid using the toilets and call a plumber. If water pipes are damaged, contact the PHE/Municipality and avoid using water from the tap. You can also obtain safe water by melting ice cubes.

Always remember their phone numbers or you may indicate it in a calendar or on wall where all the family members can see. Never allow children to handle match box/lighter Don t run if your dress catches fire. Roll on the floor and try to put out the fire. Don t wear synthetic dress/sarees while cooking Don t dry twigs, hay, kerosene, etc. by the hearth/dpei/chankol Put the hearth completely out when cooking is done. Cling to the floor to escape from smoke and fire. Don t throw a burning cigarette/biri here and there Rescue team must know where to get buckets, water, sand, long bamboo, etc. to extinguish fire. Switch off the cylinder valve when not in use and/or follow all instructions for using gas cylinder/stove.

184 General Awareness :. All the electrical works to be done only by licensed electrical contractors. Use only ISI marked electrical appliances, cables and wires. Switch off the supply before inserting and removing the plug socket outlets. 4. Electricity supply for Refrigerator, Wet grinder and other home appliances should be availed through 3 pin plug sockets with earthing provision. 5. Use ELCB the L)FE SAVER at the consumer s main supply point. 6. Replace damaged electrical components like switches, plug sockets etc., immediately when noticed. 7. While installing the T.V. antennas: a. Don t install them nearer to the O( electrical lines b. Don t tie the stay wires of T.V. antenna poles to the structures of electrical installations (eg. service poles, lamp fittings etc) c. Don t carry the cable T.V. wires nearer to the O( electrical lines. d. Provide and maintain earth electrodes to earth the conducting body of electrical appliances. 8. Install switches, plug sockets etc., at an inaccessible height and away from the approach of children. 9. Periodically test the electrical installation for insulation strength and replace if required. 0. Avoid using stay wires and electrical fixtures as poles / supports to tie wires/ ropes to dry wet clothes.. Do not install switches inside bathrooms, toilets & other wet places. Do not nail on the wall where concealed PVC conduit wiring are done. Make sure that extension cords of portable / hand held appliances are free from cutes (breaks) improper insulation patched up insulation, kinks or joints. 4. Do not secure poultries / domestic animals to the electric poles or the stay wires. 5. Don t use electric poles as support to pandals or displaying advertisement, boards. 6. Don t go near or touch the transformers, pillar boxes, electrical poles, stay wires, fencing etc., 7. )f any snapped electricity conductor is noticed, inform the TANGEDCO officials don t touch or go near them.

185 8. Don t construct buildings near the electricity lines, consult TANGEDCO officials before planning for such construction. 9. Don t go near the fencing of electrical transformers / structure yard on streets for nature s call. 0. Approach TANGEDCO officials to trim the tree branches touching the OH lines. Make sure that there is easy access to switch off the supply source quickly in case of an emergency. Switch off electrical appliances when not in use. (i) Do not use fire extinguisher on electrical equipment unless it is clearly marked for that purpose. Use sand and blanket instead. (ii)never attempt to extinguish electrical fire with water. 4. In case of short circuit fault or a fire, switch off the Mains immediately. 5. Never over load an electrical point, while replacing electrical gadgets, replace with the same rating. 6. If there is thunder or lightning, seek shelter immediately. (a) Move to a large sturdy building or to metal topped vehicle such as car or bus (b) Do not take shelter under isolated trees or isolated huts, tents etc., 7. Stay away from water or water logged areas. 8. If no shelter is nearby, find a low spot away from trees, Power lines and poles and metal fences. 9. Do not use electrical appliances and phones during lightning or thunder. 30. Do not stand near open windows or doors during thunder or lightning.
