1 Athenree Community Response Plan This Plan was developed by the Athenree Community Response Team in conjunction with the Western Bay of Plenty District Council and Civil Defence on behalf of the Athenree community for use during a civil emergency. June 2015

4 Introduction Purpose of Plan The Athenree area is vulnerable as it can be isolated in the event of a disaster due to the single access road in and out of the peninsula, the numerous river bridges within the area, and the possibility of road access via the State Highway between Katikati and Waihi being disrupted. During a Civil Defence Emergency communities can become isolated from outside help and resources. This plan outlines what is available within the Athenree community to respond to an emergency and sustain life until outside help arrives. Planning is based on supporting the community for at least three days. Review of Plan Annually and within six months of WBOPDC local body elections. Activation of Plan This plan can be activated by any member of the Community Response Team (CRT) upon receipt of a Civil Defence warning from the WBOPDC, or following an emergency that has occurred without warning. Area covered by Plan This plan covers the Athenree Peninsula and Athenree Gorge area, bounded by Bridgeman Lane to the South, and Emerton Road and Athenree Gorge to the North. Risks to the area Events that could cause a civil defence situation and isolation of the Athenree area include: Earthquake. Tsunami. Volcanic eruption. Severe Weather Event. Flood. Any of these events could also bring loss of water supply, electrical supply and telephone contact, including cell phone. A disaster like a major pandemic outbreak could see 20% to 60% of the population affected within a week and this would lead to the area being isolated as a quarantine site. Events such as utilities failures could also result in the need for a response by the CRT to assist vulnerable community members. 4
5 Notifying & alerting the community While it is the primary responsibility of local Civil Defence to advise the community of any emergency event, the Athenree CRT will support and assist Civil Defence in this activity. The Athenree community will be notified of a state of local emergency by the Civil Defence Emergency Management Officer or Emergency Operations Centre (if operating). This notification may be by , phone or text to the Community Board representative. It will then be the responsibility of the Community Board representative and CRT to ensure the community is made aware of a potential emergency situation. This can be done using telephone communications, , texting, online, continuous fire siren, door to door knocking or use of car horns. 6 Athenree Community : an overview Athenree is coastal community connected to Hauraki plains via Waihi town to the north west, and south via Katikati, to Tauranga and the southern Bay of Plenty. It is accessed by one road in, and the same road out, and bordered on one side by an estuary. Flooding renders the community inaccessible by road. Almost all people work outside the area and all rely on their own means of transport in and out of the area with no public transport services available. As of the 2013 Census, 672 people live in the area: 339 male and 233 female. There are 267 permanent residents and 102 holiday homes. There is the Athenree Rest Home and Hospital on the foreshore and an Athenree Hot Springs and Holiday Park. There is a Athenree Volunteer Fire Brigade which is the key means of emergency support in the event of a disaster. The population during summer period swells. The visitors could be unfamiliar with the locality and risks. As holiday makers they may be less prepared for an emergency event away from their home supplies and resources. If there is a disaster elsewhere many property owners may self-evacuate to their houses. The median age of the population is 55% with 31.% aged 65 years and over and 13.8% under 15 years. There is 9.8% unemployment rate. 74.7% of households have access to the Internet and 89.2 % households have access to a cell phone, compared with 85.0 percent of households for Western Bay of Plenty District. Roles & Responsibilities of CRT CRT Leader and Deputies The CRT Leader is responsible for the overall co-ordination of the community response during an emergency. This involves ensuring that the community is notified and the CRT members are available to take responsibility for different aspects of the response, as directed by the Civil Defence Controller. They may also allocate and deploy community resources as agreed with the Controller of the Emergency Operations Centre. They are also responsible for maintaining the Community Response Plan. The CRT Leader is the only person authorised to make public statements. This is done in consultation with the Civil Defence Controller or Public Information Manager. Personnel Team Leader(s) The Personnel Officer is responsible for ensuring that there are the required numbers of personnel available to assist the responders with tasks (e.g. cooking food, assisting with sandbagging, door to door knocking). They will also arrange relief for Team members who require a rest. Resource Officer(s) The Resource Officer is responsible for obtaining resources as requested by the Team Leader and liaising with the owners of the equipment to ensure it is used in the correct place and in a safe and appropriate manner. 6
7 They are also responsible for maintaining the list of available resources on an annual basis. Welfare Team Leader(s) The Welfare Officer is responsible for ensuring: evacuation centres are setup and staffed/resourced correctly. members of the public who arrive at the center are registered and these details passed on to the CRT Leader/WBOPDC. This role should be established in consultation with the district Welfare Coordinator and Emergency Management Officer to ensure there is no duplication of effort and the chosen person/s receives the appropriate training. Communication Officer(s) The Communication Officer is responsible for manning the Civil Defence Radio located in the area. They are the main liaison point between the council and the community and will act as the main point for passing information from the EOC in the event other methods of communication are unavailable. Team Member(s) Team Members will be responsible for assisting and carrying out tasks as required by the Team Leader. They will also be responsible for ensuring that the wider community has been notified of an emergency. Community Response Co-ordination Centre The Primary response co-ordination centre is Rapleys Coolstore with alternates being Athenree Fire Station and Athenree Homestead. Primary Welfare Centre Rapleys Coolstore, 129 Athenree Road. 7
8 CRT Considerations for Particular Emergencies In all cases send one member of the CRT to the evacuation centre to be used to provide community liaison. 1. Flood/Severe Weather Event Activate CRT. Assess the area for slips, check Athenree road bridges for access etc Assess immediate needs. Contact local Civil Defence Authority to advise outcomes of above assessment. Determine needs for Community care and welfare. 2. Earthquake Activate CRT. Assess the area for damage, integrity of power and water supplies and communication networks. Assess immediate needs. Contact local Civil Defence Authority to advise the outcomes from above assessment. Determine needs for community care and welfare. 3. Tsunami Activate CRT. Community Notification Tree to advise community of event and for them to listen to the radio and TV for further advice. Move medical supplies to higher ground if they are threatened and time permits. 4. Volcanic Eruption Activate CRT. Community Notification Tree to advise community of event and to advise them to stay indoors and to listen to the radio and TV for further advice. 5. Pandemic Lead Agency is Ministry of Health Activate CRT. Community Notification Tree to advise community of event and to promote Ministry of Health bulletins. Contact BOP District Health Board. Provide security for medical supplies at Athenree Rest Home and Hospital, if threatened. Establish welfare centre at Athenree Rest Home and Hospital if directed by Ministry of Health 8
9 Community Resources A more complete list of resources, including confidential contact details, is available to The Community Response Team. Evacuation Centres Below is a list of potential evacuation centres that will be utilized in the case of an emergency: Evacuation Centre Location Resources Available Athenree Fire Station Roretana Drive Toilets, kitchen, resources Rapleys Shed 129 Athenree Road Covered and large open space Athenree Homestead Athenree Road Toilets, kitchen Equipment CRT members hold a list of equipment available for use during an emergency. Transportation The CRT members hold a list of Transportation options within the community that can be used during an emergency. This could include: 4x4 vehicles Quad bikes Off road motorcycles Tractors Boats Helicopters Light Aircraft First Aid First Aid may be required during and following an emergency situation. The CRT members hold a list of people who could provide First Aid and/or medical assistance. The CRT members hold a list of first aid kits and/or supplies that can be used during an emergency. Cooking Equipment The CRT members hold a list of cooking equipment (including barbecues) available during an emergency. Bedding & Sleeping Equipment Many residents will come to evacuation centres with their own sleeping equipment. However, some may not have any available to them, in that situation the community will need to be approached for assistance. 9
10 Athenree Community Response Plan February 2015 Water Supplies Water supplies may be interrupted or damaged during an emergency. Alternatives available in the area could be: large rain water storage tanks, swimming pools etc. Please note swimming pools and ground water from bores need to be checked for quality before being used for drinking purposes.
