3 Operation Muddy Waters Start Exercise ALL Image During this exercise it will be important to remember and comply with the following statements: It is important NOT to jump ahead in the exercise scenario. In other words don t focus on what might happen, focus on the Common Operating Picture that is presented during the exercise to make informed decisions. In any exercise a number of assumptions and artificialities may be necessary to complete play in the time allotted. During this exercise, the following apply: 1. The scenario is plausible, and events occur as they are presented. 2. There is no hidden agenda, nor any trick questions. Exercise Basics: 1. The exercise is self-paced and it should take approximately three hours to complete. However, based on the time spent on each scenario and inject the exercise may be completed in under three hours or it may take much longer than three hours to complete the exercise. 2. There is a scheduled 15 minute break approximately half way through the exercise. 3. All videos embedded within this exercise can be enlarged to FULL SCREEN by simply clicking on the full screen icon in the lower right hand corner of the video. 4. Thoroughly review all scenarios and injects as they are presented during the exercise. 5. Identify one individual to be responsible for inputting responses to the exercise injects. At the end of the exercise you will need to complete an evaluation (Hotwash) on how your team performed during the exercise. The Hotwash will consist of your team providing comments on three areas in which it performed well (Thumbs Up) and three areas your team will need to improve upon (Thumbs Down) to enhance its preparedness, response and recovery capability. Found below are Hotwash examples: Thumbs Up During the exercise our team consulted our disaster plans and procedures and found them to be complete. Thumbs Down During the exercise our team consulted our disaster plans and procedures and found portions of the plans and procedures that need to be revised. After the exercise each registered participant who took part in the exercise will receive an to log into the ONX System to complete their Individual Hotwash to access their Certificate of Participation. 4 Operation Muddy Waters Inject # 001 ALL Image Tuesday Earthquake Minus 1 Day Residing in a community that is Disaster Ready is the first step in being able to respond to and recover from any disaster or emergency. Is your organization involved in assisting community residents in preparing themselves, their families and their homes for an earthquake and other disasters or emergencies that could strike the region? If the above answer is yes. List in detail the various disaster preparedness and / or mitigation activities that your organization undertakes to assist with community preparedness. (Example: Our web site contains an entire section regarding disaster preparedness and mitigation.) If the above answer is no. 6 Operation Muddy Waters Inject # 003 ALL Image of Management Structure Wednesday 10:23AM Day 1 As your organization initiates its response to the earthquake will it utilized the Incident Command System (ICS) or Hospital Incident Command System (HICS) to effectively and efficiently manage it response activities? If the above answer is yes. Identify the individuals by name and title that will be responsible for fulfilling the various ICS or HICS roles and briefly describe the responsibility for each identified position. (Example: Logistics Section Chief John Harper Responsible for ensuring that equipment and consumable supplies that will be needed during the response are available and properly inventoried.) If the above answer is no. 7 Operation Muddy Waters Inject # 004 ALL Image of IAP Wednesday 10:54AM Day 1 Based on your organization s Emergency Operations Plan (EOP) and current information regarding the earthquake prepare a prioritized action plan (Incident Action Plan) that focuses on the IMMEDIATE RESPONSE activities your organization will undertake during the next 24 hours. In preparing the Incident Action Plan (IAP) list any resources that will be needed to undertake the action as well as develop a timeline for completing the identified action. (Examples) (For Hospitals: Action Activate the Hospital Command Center (HCC). / Required Resources HCC Response Kit. / Timeline 1 Hour.) 8 Operation Muddy Waters Inject # 005 ALL Image of Partners Responding to an earthquake, as with any disaster, takes the collaboration of numerous government agencies, community and faith based organizations and private sector businesses. Identify the name and point of contact (Phone Number) for the agencies, organizations and private sector partners your organization will coordinate with under the current conditions. Make contact with at least one of the identified agencies or organizations, other than those that are participating in the exercise, and ask the following questions: What are your agency s / organization s roles and responsibilities in responding to an earthquake? Do you have the current capability and capacity to fulfill your agreed upon roles and responsibilities? Begin and end all calls with THIS IS AN EXERCISE. Did the agency / organization contacted indicate that they are fully aware of their roles and responsibilities and have the appropriate capacity to respond? If the above answer is no. 9 Operation Muddy Waters Inject # 006 ALL Image of Communication Resources Wednesday 1:43PM Day 1 The region has been rather lucky, very little damage and only minor injuries have been reported. However the earthquake has disrupted much of the region s landline and mobile phone communication systems. In an effort to maintain communications with various response agencies your organization has decided to activate part of its back-up communications assets. (te: This is the region wide Communications Drill component of the exercise. The Communications Drill Guidelines provides information on the agency to be contacted and the communications system to be used.) Once the guidelines have been accessed follow the instructions and establish contact with the identified agency. Begin and end all radio messages and phone calls with THIS IS AN EXERCISE. 10 Operation Muddy Waters Scenario # 007 ALL Image of Standing Water Thursday 8:37AM Day 2 Emergency response agencies and organizations can be found working throughout the region as they continue to meet the earthquake caused needs of local communities and their residents. Due to recent prolonged storms that have moved through the area over the past week soil conditions are nearly saturated. Another slow moving storm system continues to strengthen and is expected to move through the area over the next 72 hours bringing a serious threat for excessive rainfall. A Flood Watch has been issued by the local forecast office of the National Weather Service through 5:00PM Saturday. Issued Thursday 1:37PM Flood Watch Expires Saturday 5:00PM NOAA Weather Radios throughout the area sound their alarm due to the Flood Watch. CLICK ON POD CAST TO PLAY POD Cast Library # 14 NOAA Weather Radio Alert Persistent bands of heavy rainfall are forecast within the Flood Watch area off and on today through Saturday, with rainfall totals expected to reach 10 to 15 inches. 12 Operation Muddy Waters Inject # 008 ALL Image Earthquake Response With a Flood Watch being issued for the region would your organization adjust its operations plan as it pertains to its earthquake response activities? If the above answer is yes. Briefly describe the adjustments that would be made. If the above answer is no. 13 Operation Muddy Waters Scenario # 009 ALL Image of Flood Warning Friday 9:12AM Day 3 Rain totals due to the storm have already reached 10 to 15 inches across portions of the region with isolated totals as high as 19 inches in several areas. Abundant moisture will remain across the region through Saturday with a nearly stationary storm system causing bands of torrential rain to persist and further aggravate flooding which has already become serious in some areas. Flash Flood Warning Issued Friday 10:14AM Once again NOAA Weather Radios throughout the area sound their alarm. CLICK ON VIDEO TO PLAY Video Library # 03 Flooded Home The Flash Flood Warning which was issued by the local forecast office of the National Weather Service remains in effect and may need to be extended into Sunday. An additional 5 to 10 inches of rain is likely to produce a total of between 15 to 25 inches of rain over a wide swatch of the region. These rainfall accumulations will produce areas of serious to catastrophic flooding within the Flash Flood Warning area with at least several feet of standing water in many areas. 15 Operation Muddy Waters Inject # 011 ALL Image Saturday 10:44AM Day 4 By late morning the rains have stopped and the low pressure system that had stalled over the region has moved off to the southeast. As the rain stops area residents begin to emerge from their homes to inspect the damage and destruction caused by the flooding. CLICK ON VIDEO TO PLAY Video Library # 05 Flooded Neighborhood In the hours following the flood, local television is filled with images of damaged homes and commercial buildings along with roads and bridges. 16 Operation Muddy Waters Inject # 012 ALL Image of Flood Response Saturday 2:32PM Day 4 With the rains having stopped and flash flooding conditions beginning to recede in some portions of the region will your organization begin to shift its operational priorities? If the above answer is yes. Briefly describe the change in priorities based on your organization s Emergency Operations Plan (EOP) and current conditions. If the above answer is no. 17 Operation Muddy Waters Scenario # 013 ALL Image of Flooding Sunday 9:07AM Day 5 As flood waters continue to recede in some areas the full extent of the combined earthquake and flooding damage becomes apparent. Preliminary Damage Assessment Essential Services Many of the local municipal water systems have either sustained damage due to the earthquake or have been inundated with flood water. Many of the region s residents that have private water wells and live close to or in flood prone areas also had their wells submerged by flood water. Local electrical utility providers have shut off power to residences in most of the areas affected by flooding. Landline phones are not operating in many areas as floodwaters have inundated several phone junction boxes. Mobile phone service still has spotty coverage across the region due to earthquake damage. Preliminary Damage Assessment Residences Almost 40% of the homes within your community s known flood prone areas have been damaged or destroyed due to the flooding. Level of Damage Percentage of Homes Damaged Minor 27% Major 8% Destroyed 3% With numerous roads and bridges damaged during the flooding many areas of the region remains un-accessible. While some of the areas are lightly populated there are areas that are now isolated which have a large number of residents. Evacuations / Rescues Injuries / Deaths MSEL Functional Exercise 17 Disaster Resistant Communities Group

18 During the flooding local fire departments along with Search and Rescue (SAR) organizations were busy responding to the need of local residents who needed to be evacuated. Several swift water rescues were made with all but two individuals being rescued. These two individuals are un-accounted for and are presumed to have drowned. 19 Operation Muddy Waters Inject # 014 ALL Image of Downsizing Friday 10:53AM Day 10 Conditions throughout the region have continued to improve on a daily basis. The region s counties have received Presidential Disaster Declarations for both Individual Assistance and Public Assistance. FEMA, Washington EMD and local agencies / organizations are working together as the region transitions from response activities to recovery activities. Does your organization have a role in short and long term recovery operations? If the above answer is yes. Briefly describe your organization s role in supporting the region s short and long term recovery to the earthquake and flooding. If the above answer is no. Would your organization demobilize as the response activities transition to recovery activities? If the above answer is yes. 20 Operation Muddy Waters Inject # PH 001 Public Health Image of Damaged Water System Numerous public and private water systems were damaged during the earthquake or inundated by flood water. In addition, residential septic tanks have been flooded and a least one wastewater treatment plant has been damaged and is spilling raw sewage into the environment. Flood waters in many parts of the region smell like untreated human waste. Will your organization have a role in ensuring residents have a safe drinking water supply? (te: At this point you have placed your Epidemiology / Environmental Health (EPI / EH) Strike Team on standby; however the decision to mobilize the team has not been made.) If the above answer is yes. Briefly describe how this will be accomplished. If the above answer is no. Briefly explain why this would not be a concern for your organization. Besides ensuring residents have a safe water supply, identify and briefly describe the other roles and responsibilities your organization would have in regards to damaged water and sewage systems. 15 Minutes MSEL Functional Exercise 20 Disaster Resistant Communities Group

21 Operation Muddy Waters Inject # PH 002 Public Health Image of Media Based on the knowledge that drinking water throughout the region may be contaminated and the fact that flood waters contain untreated human waste, would your organization initiate a public health awareness campaign? If the above answer is yes. Describe in detail how this campaign will be implemented. Identify partner agencies and / or organizations that you would work with to ensure consistency of the campaign s messages and that all responders are communicating the same information. Take the time to actually prepare the language that would be contained in a Press Release that would be sent to local media outlets (TV, Radio, Newspaper, etc.). Would your organization integrate social media (Facebook, Twitter, YouTube, etc.) into this campaign? If the above answer is yes. Briefly describe how social media would be utilized. If the above answer is no. Briefly explain why social media would not be utilized. 22 Operation Muddy Waters Inject # PH 003 Public Health Image of Surveillance Local physicians, urgent care centers, tribal health centers and hospitals are reporting a high number of instances of patients complaining of high fever and diarrhea. Would your organization mobilize its EPI / EH Strike Team based on your organization s EOP and current conditions? (te: The focus of this inject is on mobilization and management of the team and not on the activities that will be undertaken by the team once it is mobilized. The team s activities will be addressed in a future inject.) If the above answer is yes. Briefly describe how the team will be mobilized and the incident management structure that will be utilized upon mobilization. If the above answer is no. Would your organization have a role in responding to this health emergency? If the above answer is yes. Briefly describe the roles and responsibilities your organization would have during this health emergency. If the above answer is no. 30 Operation Muddy Waters Inject # H 001 Healthcare Image of Damaged Water System Numerous public and private water systems were damaged during the earthquake or inundated by flood water. In addition, residential septic tanks have been flooded and a least one wastewater treatment plant has been damaged and is spilling raw sewage into the environment. Flood waters in many parts of the region smell like untreated human waste. Your facility was not damaged during the earthquake however the water and sewage system that support your facility are currently not operating due to earthquake damage. Identify the immediate concerns that your organization will have based on the current situation. 31 Operation Muddy Waters Inject # H 002 Healthcare Image of Emergency Department A large number of residents have been arriving at your facility complaining of high fever and diarrhea. While the staff is working to care for these patients the sheer volume of patients begins to overwhelm your organization s capacity to care for everyone. Would your organization activate its Medical Surge Plan? If the above answer is yes. Briefly describe how the plan will be implemented. If the above answer is no. 32 Operation Muddy Waters Inject # H 003 Healthcare Image of Health Department Based on the high number of residents presenting with diarrhea and a high fever would your organization contact the health department? If the above answer is yes. Briefly explain why the health department would be contacted. If the above answer is no. 33 Operation Muddy Waters Inject # ARC 001 American Red Cross Image of Shelter Would the American Red Cross open and manage Evacuation Centers / Shelters following a 6.1 earthquake? If the above answer is yes. Identify the facilities that would be used along with a point of contact for each identified facility. (Example: Facility: Sunshine Elementary School 1319 Linda Ann Dr Forks / Point of Contact: Harold Jones Principal ) Upon identifying the facilities that could be used as shelters, use the point of contact information to call one of the facilities to ask if it they are aware that their facility is designated as a Shelter. 34 Operation Muddy Waters Inject # HM 001 Harrison Medical Image of Broken Water Main While damage throughout the region is relatively minor, the water main serving the Harrison Medical Center Bremerton Campus was severed and the Bremerton Campus is currently without its primary water supply. City of Bremerton Water Department personnel are not available to respond to the broken water main due to their response activities at Casad Dam. Based on the current understanding that the Bremerton Campus is without water and that the city s Water Department personnel are stretched beyond their capacity to respond describe in detail the actions that will need to be taken by hospital staff. 35 Operation Muddy Waters Inject # HM 002 Harrison Medical Image of Damaged Reservoir In addition to the lack of water at the Bremerton Campus, two of the reservoirs serving the Silverdale Water District have been damaged. This has caused a water shortage at the Silverdale Campus of Harrison Medical Center. Based on the current understanding that the Silverdale Campus is suffering from a water shortage describe in detail the actions that will need to be taken by hospital staff. 36 Operation Muddy Waters Inject # CC 001 Clallam County Image of Amateur Radio Clallam County Division of Emergency Management (DEM) is asking that Clallam County ARES (CCARES) mobilize its amateur radio operators to support emergency communications throughout the county. (te: The actions contained in this inject are in addition to the expected actions to be accomplished during the exercise Communications Drill.)
