Sub: Promotion of JTOs to the grade of SDE (Telecom) in BSNL Under competitive quota (25%) on the basis of LDCE held on15/07/07. reg. **** In pursuance of BSNL office order number 1-14(Postings)/2008- Pers-II dated 03/11/2008, the following JTOs promoted in the grade of SDE (Telecom) in the IDA pay scale of Rs and allotted to TN Circle, are posted to various SSAs as detailed therein, provided that they have been absorbed in BSNL on permanent basis no disciplinary/vigilance case is pending against him/her and VC is withheld in terms of instructions contained in Government of India DOP&T OM No.22011/4/91-Estt (A) dated the currency of any penalty against the officer is over or the officer is not on deputation to TCIL or any other organization. 2.This office will decide such cases on receipt of information from the concerned SSAs/Units. Information in this regard may be brought to the notice of this office immediately and the concerned officer should not be promoted or relieved for posting without specific order from this office. 3. JTOs in the annexure who have opted for DOT or who have not given any option for their absorption may not be promoted. Such cases may also be reported to this office. 4. The officers are required to join their promotional assignments, within a period of 40 days (including the joining time) from the date of issue of BSNL ND order. All heads of SSAs/Units may ensure that the promotion and station of posting orders in respect of officers found eligible after fulfilling the above conditions, is issued in time to join their promotional assignment and the officer is relieved within the prescribed time limit of 40 days from the date of issue of BSNL ND order. 5. In case any officer failed to join the promotional assignment within the period of 40 days he or she should not be allowed to be relieved or joined the post thereafter. In such a case the promotion order shall become inoperative and the matter shall be reported to this office for further action. No request for modification of promotion orders shall be entertained after the expiry of 40 days period. 2/

The heads of SSAs/Units concerned are further directed that the pending request of the officer for modification of the promotion/posting order cannot be taken as ground for holding up of the implementation of the promotion order in respect of the officer. 7. The leave, if any, requested by any of the officer who has been posted on promotion to different SSA/Unit should not be allowed. If any officer desires leave he/she can apply for leave to the competent authority under whom he/she has been posted only after joining the new posting and the competent authority will sanction leave if it is considered justified in the normal course. 8. The date on which the above order is given effect to may be intimated and a consolidated report of the officers, who have been relieved/have joined their new postings may also be sent immediately on expiry of 40 days, from the date of issue of BSNL ND order. 9.This promotion order may be treated as provisional and is subject to the outcome of final decision in any law suits pending before any courts regarding the regulation of seniority / promotion. 10.The date on which the above orders are given effect to may be intimated and necessary charge report may be submitted to all concerned. 11.The particulars of the officers may also be updated in the HRMS as soon as they join as SDE(T). 12.JTOs at Sl.Nos 1,24,55,65,80,97,who are presently working as faculty members are allowed to continue up to the completion of the TENURE period of 5 years from the date on which they assumed charges as JTO Faculty at RGM TTC, Chennai. -2- Copy of this memo is issued to: -Sd/- [M.KANAKASAI] Assistant Director (Staff-I) For CGM, BSNL, TN Telecom Circle, Chennai Officers concerned through the controlling officers. 2. Sub: Promotion of JTOs to the grade of SDE (Telecom) in BSNL Under competitive quota (25%) on the basis of LDCE held on reg. In pursuance of BSNL office order number 1-14(Postings)/2008- Pers-II dated 03/11/2008, the JTOs of TN Circle mentioned in the ANNEXURE who are here by promoted in the grade of SDE (Telecom) in the IDA pay scale of Rs and allotted to BSNL C.O/T&D Circle/A&N/ASSAM/QA. They are hereby relieved from the rolls of TN Circle so as to join their promotional assignments. The seniority of the officers promoted in this order shall be determined in accordance with the rules in force and will be issued separately by BSNL Corporate Office. 1. In case any disciplinary /vigilance case is pending against him/her and VC is withheld in terms of instructions contained in Government of India DOP&T OM No.22011/4/91-Estt (A) dated ,the fact should be reported to this office immediately and the officer concerned should not be promoted or relieved for posting without specific orders from this office. 2. All the SSA/UNIT heads may ensure that the promotion /posting order in respect of the officers found eligible after fulfilling the above condition are issued in time to enable the officers to join their promotional assignments and the officer is relieved within the prescribed time limit of 40 days (including Joining time) from the date of issue of BSNL ND order. The date on which the above order is given effect to may be intimated and the copies of charge report may be marked to all concerned. -2

Compliance report regarding their relief / joining may be sent to this office along with the charge reports. 5.
