12 Multi Mitigation Council Findings: December 2005 FEMA spent about $3.5 billion on mitigation grants between 1993 and Those grants will generate benefits (over 50 years): $14 billion in losses avoided, saving more than 200 lives and avoiding more than 4,500 injuries Savings to Federal Treasury $1 dollar spent from the federal treasury on mitigation grants potentially saves it about $3.65 in avoided postdisaster relief costs and increased federal tax revenues. 15
