2 A Note from the Flotilla Commander mail to: Joe Livingston Four and counting. That s how many times Flotilla 12-1 has participated in the United States Army s 360 th CA BDE (Civil Affairs Brigade) Lake Murray parachute drop. On September 6, your flotilla provided two facilities, two coxswains, and four boat crew for this multi-agency operation. Also participating and providing assets were: the United States Army who, of course, planned and mounted the operation; the United States Coast Guard, who provide surface operations command and control; several Coast Guard Auxiliary Division 12 Flotillas, who contributed facilities, personnel and performed all paratrooper retrieval for the operation and provided on shore support; the SCDNR (South Carolina Department of Natural Resources), who, along with Richland and Lexington county facilities and personnel, provided drop zone perimeter security; and the United States Marine Corps, who provided the C-130 aircraft that the paratroopers jumped from. A big Bravo Zulu is warranted for our sister Flotilla 12-3 (Lake Murray) who provided the base of operations for the event and coordinated the surface operations for the event. As usual, the event was a great success and an excellent example of how your Auxiliary can integrate with multiple other Federal, State, and local agencies to achieve a mutual objective. In addition to the Parachute Drop, we have provided support to the DNR for the Labor Day weekend Barge Party in Potato Creek, and for the Great Portage Race on Lake Murray. We have also mounted a VE blitz at Scarborough s Landing in Wyboo and have another planned, and we are also continuing the ramp painting project that we started during NSBW. On behalf of the Flotilla, thank you for all that each of you do. Let s keep up the momentum and finish strong in Semper Paratus! COAST GUARD FLORIDA New U.S. Coast Guard TV Show to start October 10, 2012 ATLANTA March 12, 2012 The Weather Channel Companies (TWCC) announced today it has greenlit the new original docu-series Coast Guard Florida, produced by Al Roker Entertainment (ARE). The series will premiere on The Weather Channel in October 2012 and will feature 13x 60-minute episodes. Al Roker and C. Russell Muth will serve as co-executive producers. This original concept will take full advantage of the significant audience The Weather Channel brand has on television, web, mobile and tablet. 2 (Cont d on page 3)

3 A Note from Vice Commander mail to: John Owen Thanks to all for your assistance with supporting the mission of the US Coast Guard and assisting our boating community. We had a VE and PA event on Lake Marion last month which helped maintain our presence. Congratulations to Dick Phillips on his 15 years service and to Ron Cunningham on his 30 years service. Sue Hastings, Division 12 SO-IS, will be assisting our flotilla by entering our individual hours into AUXDATA. The 7029 form is already set up for her to receive the data when you submit. If you need assistance, please let me know. I thank Ellen Newman for stepping up and filling in for the FSO-PE and to Bob Young for stepping in to fill the FSO-IS position. This shows we have many members who are willing to raise up and provide needed support for us to continue as a flotilla and be an active part of Team Coast Guard. I wish Don and Sue Carty the best on their new adventures. I will personally miss them (and their laughter). COAST GUARD FLORIDA TV SHOW- Cont d from page 2 Coast Guard Florida will follow the men and women of the 7th Coast Guard District who are charged with keeping America's ports secure and waterways safe, stemming the flow of illegal narcotics, securing the southeast border, protecting the environment, enforcing maritime laws and treaties and saving those in peril on the sea. The danger, drama and excitement will grow out of the assignments coming from three bustling Coast Guard Bases located in Clearwater, the Keys and Miami/Everglades. The 7th Coast Guard District area of responsibility (AOR) spans 1.8 million square miles with more than 9,500 miles of shoreline, and borders 34 nations or independent territories. There is a fleet of approximately 2,000 commercial vessels that are inspected by the U.S. Coast Guard within the 7 th District AOR, and there are about two million recreational boats within the AOR. The 7 th District Commander has 39 cutters, 190 boats and 36 aircraft at his disposal to accomplish the U.S. Coast Guard missions in this dynamic AOR. While both series have Coast Guard in the title, that s almost where the similarities end, said Michael Dingley, senior vice president, content and development for The Weather Channel. Viewers will be amazed at how different Coast Guard Florida will be from its Alaskan predecessor. Not only do they face completely different weather conditions, which can have a huge impact on their missions, but the missions themselves will reveal to viewers a different set of skills these Coast Guardsmen and women must employ, and a new range of risks and challenges they face on a daily basis. 3

5 OTHER FLOTILLA NEWS: FLOTILLA ELECTIONS AT OCTOBER 17 MEETING: Elections for the 2013 FC (Flotilla Commander )and VFC (Vice Flotilla Commander) will be held at this coming flotilla meeting on October 17. Please plan on attending this important meeting. Your vote is needed and also to support the incoming officers to help 2013 get off to a great start. ANNUAL FLOTILLA 12-1 COW (CHANGE OF WATCH) AND DINNER: This annual event replaces the monthly December flotilla meeting and is open to flotilla members and their spouse or guest. This year it will be on December 5 at Clark s Inn in Santee. It is always a fun event and, of course, also includes great food. More information and when to make your reservations to follow. 7 FLOTILLA MEETING - Cont d From left: Bob Young and Sep Harvin putting their heads together to get their knot right William Hayes after having completed his know THREE STUMP ISLAND BARGE PARTY - SEPTEMBER 2, 2012 On September 2, at the request of SCDNR, we patrolled the Three Stump Island Barge Party in Potato Creek, Lake Marion from 1:00 p.m. to 6:30 p.m. on a very hot, muggy and still day. Assisting coxswain Perry Moses on the Miss Ally were crewmen Larry Odom and Bob Young. During this patrol we maintained a safety zone near the congregated boats numbering around 300 as they listened to live music and consumed adult beverages while most waded in the shallow water around Three Stump Island. No instances required our action other than cautioning several boats and a PWC to slow down while navigating near this large congregation of vessels. Your support contributed to the success we had today. The 360th CA BDE (A) looks forward to continuing this relationship and look forward to next if we are able to do this again. BDE Operations Officer 1st ARTICLE - COMO JAY DAHLGREN The above was received by the many who participated in what has become an annual U.S. Army parachute drop and USCG Auxiliary recovery exercise on Lake Murray, SC. This year the exercise was conducted on 6 September Flotilla 12-1 was well represented offering for use the facilities REEL THRILL and MASTER CHIEF crewed by Joe Livingston, Perry Moses, Bob Young, William Hayes, Larry Odom and COMO Jay Dahlgren. 9 PARACHUTE JUMP - Cont d (COMO Jay Dahlgren s article- cont d) I lost count at over 60 participants including the Army, Coast Guard, Auxiliary, DNR, Sheriff s departments, etc. This is truly the largest military training activity conducted on Lake Murray each year. Although we were cautioned to bring our own lunch (brown bag), the Army did cook and supply the fried chicken lunch for all at the conclusion of all activities. Be sure to check the photos of the paratroopers bailing out of the C-130 and successfully landing in the lake on target. Ann Graham, Flotilla 12-6, aboard MASTER CHIEF, took these photos. The designated six recovery vessels, each with an Army Swimmer aboard (for retrieval assistance), was to retrieve two troopers on each drop and return them to the dock at Flotilla Island. There were four such drops and all ended in successful, safe pickups and return to the island. No injuries and/or mishaps were reported throughout the day culminating in a first class exercise. Bravo Zulu to all and especially the cadre of Flotilla 12-1 members who, although not as familiar with Lake Murray, continue to present a truly professional front. What a way to start the day when Commodore Jay Dahlgren arrives on the scene and says: Here I am you lucky people! Above: Paratrooper landing in Lake Murray after a successful jump. 2nd ARTICLE - PERRY MOSES 10 As a participant in this event for the past three years, each year the competency of the Auxiliary members has increased and the ease of helping the 360 th Civil Affairs Brigade is easily seen in how smoothly everything went. This is one of those opportunities that I think we all look forward to. It is great to feel we are doing something to help keep our great military trained and ready for any eventual duty they may be called to undertake. 11 PARACHUTE JUMP - Cont d (Perry Moses article cont d) It is also great to see the Auxiliarists from around the Division come together for an event where we demonstrate our skills of boat handling and organization. It is also good to be able to work closely with other agencies charged with maintaining safety on the waterways of South Carolina such as the Richland and Lexington County marine officers and, of course, the SCDNR (South Carolina Department of Natural Resources). Several passes were made before the green light for the drop was made due to low clouds. 25 Coast Guard boat from Charleston was one of the many crews that assisted in recovering the Army paratroopers participating in the parachute jump. GREAT PORTAGE RACE, LAKE MURRAY - SEPTEMBER 15, 2012 Article and photos by Barbara Burchfield FL 12-6, SLO, BC-BSS On September 15, a unique teenage water sports event, comprised of 20 Naval Sea Cadets ranging from years from Charleston and Columbia, was held at Lake Murray. Two Auxiliary OPFACs and their crews escorted the canoes during that race; Flotilla 12-1 Lake Marion with COMO Jay Dahlgren s facility, Master Chief, and Flotilla 12-6 East Cooper with Festus and Barbara Burchfield s facility, Voyager. The following pages include an article, a Post Event Report by Barbara Burchfield, photos and a thank you message from R/ Thomas J Brown, CAPT, USN, Ret who was the Chairman of the Great Portage Race Chairman. I particularly wish to single out your efforts in keeping track of our last canoe team. They were our youngest and least experienced. Shortly after their launch at the start, I became concerned when not hearing a report from Point "B", the first check in point not far from the start. Your boat in the area quickly picked up our concern. They made an outstanding first report by assuring us that the last boat has not crossed over into deep water and was somewhere in the cove. I thought with such a small area how could I not see them? Your boat, still sensing the concern, entered the cove, and commenced a search of the shoreline. I was most appreciative when they confirmed sighting them safe at the wrong landing point. Finally, my deep appreciation at the USCG Auxiliary for keeping with that canoe team till they entered the final bay area and made shore. My race coordinator later said to me that the sight of the canoe rounding the point with the USCG Boat's lights ablaze and rotating made such a spectacular site that the entire crowd ashore roared a cheer. I heard it from my command post position all the way on the other side of the race course. Again, many thanks and Well Done! 13

The course had four land portages and three waterborne paddle sections, testing the knowledge and canoe skills of the Cadets. Ages ranged from 10 to 18 years old with a wide range of ability, and for some Cadets it was their first time to navigate the course. Two U.S. Coast Guard Auxiliary vessels supported the event by providing a marine safety zone and communications with Race Control. USCG Sector Charleston provided Radio Communications Guard for the Auxiliary OPFACS. As there were no other sponsor vessels, the Auxiliary assisted to locate, identify, and track the Cadets and provide course location sites to the Cadets in some cases. Lead Coxswain Burchfield attended the GPR teleconferences prior to race day. The Auxiliarists who supported this event came from 5 flotillas, 3 Divisions, and 2 Districts. 14

15 ******** STAFF OFFICER REPORTS ******** REMINDER FROM JOHN OWEN VFC: To all Flotilla Staff Officers - It is very important to provide monthly reports to your Division Staff Officers (SO) and our Flotilla Commander. The information is vital for us to report any and all activities, etc., on up the ladder. Even though you may not receive a request from your Division SO, please be responsive yourselves. I also want to thank you for being informative to me at the meetings or sending s when you are not present. We have heard that many times and have had several visitors to our meetings. I know it is tough to give up time to new adventures, but it is worthwhile to provide assistance and time to such a worthy cause. I will continue to re-connect with those who have attended meetings and whom I have spoken with. While you are speaking to someone who may be interested, please refer them to the new web site This site has enormous information for the first time visitor (and for those of us who want to refresh their memories). Also, mention that there is a new expedited process that new members now receive AUX Numbers in about two weeks from the time the application is submitted. 16 Member Training Perry Moses III While at Lake Murray on September 6, we took advantage of having two OPFACs and crew and practiced our two boat tows. The Reel Thrill was first to undertake a stern tow of the Master Chief and then transitioned to a side tow without any problems. The roles were then reversed and all involved benefited from the experience. We also have four crew who have begun classes with the FSO-MT on the road to becoming certified as coxswain. Our first meeting was held on September 10 where we reviewed the information to be covered and asked each participant to come to the next meeting prepared to discuss and demonstrate the required knowledge of weather, trouble shooting engine problems, and boat handling characteristics. We will continue these classes along with on the water training in preparation of having these four crew ready for the coxswain QE in early spring. As we begin the fall and winter season, it is the best time of the year to review all of the training opportunities available and to set your goal to improve your boating skills and knowledge. We can best uphold our primary mission of promoting boating safety by being the most knowledgeable sources of information for the public in our area of operation, all the while demonstrating our skills and knowledge while we are on the water. Navigation Systems - Dick Phillips OPerations Perry Moses III September started off very busy but quickly went into a deep sleep as our fuel allocation money for fiscal year 2012 dried up. We were requested to stand down on all but essential patrols for most of September. On September 2, at the request of SCDNR, we patrolled the Three Stump Island Barge Party in Potato Creek, Lake Marion from 1:00 p.m. to 6:30 p.m. on a very hot, muggy and still day. Assisting Coxswain Perry Moses on the Miss Ally were crewmen Larry Odom and Bob Young. On September 6, six members of Flotilla 12-1, along with two of our OPFACs, assisted Flotilla 12-3 Lake Murray with the Parachute Jump on Lake Murray. Joe Livingston FC and coxswain in his Reel Thrill OPFAC with Perry Moses and Larry Odom as crew and Commodore Jay Dahlgren as coxswain in the Master Chief along with William Hayes as crew represented the two OPFACs from Bob Young was also along and served as crew on an OPFAC from Flotilla Georgetown with their FC, John Murphy, as coxswain. There were a number of Auxiliary OPFACs from across the District together with a strong representation from the law enforcement community around Lake Murray including a 25 Coast Guard vessel from Charleston. The Auxiliary OPFACs served as the pickup boats and PATCOM while the law enforcement boats maintained a safety zone around the drop zone. (Cont d) 16

17 OPerations Perry Moses III - Cont d Only 27 parachutists participated this year. The weather was somewhat overcast to begin the day with low clouds preventing the drop to begin on schedule. These low clouds soon dissipated and the drop came off without a hitch. The Army served all who participated a good lunch consisting of baked chicken and two sides. On September 15, COMO Jay Dahlgren along with William Hayes aboard the Master Chief assisted Flotilla 12-3 in maintaining a safety zone around a kayak event, The Great Portage Race, on Lake Murray. Public Affairs Joseph Newman Newspapers on both sides of Lake Marion now carry announcements about our monthly meeting in Manning. PA events this past month include: the Parachute Jump on September 6, Sep Harvin and Bob Young painting stencils at John C. Land and Ron Cunningham s VE Blitzes at Scarborough Landing. We intend to extend the momentum from National Safe Boating Week by continuing to stencil all of the major public boat ramps on Lake Marion. We have received appropriate authorization from Santee Cooper and Orangeburg County. PuBlications Sue Carty Both my September FSO-PB report and the October newsletter will be my last submissions as Publications Officer and Editor of this new newsletter. Vessel Examiner Ron Cunningham For the month of September, we had three VE blitzes and two PA events. Two of the VE stations were at Scarborough s Landing along with two PA events. We checked about 20 boats and talked to about fifty boaters or boating guests. The third blitz was at Alex Harvin Landing. No VE checks were completed but had the opportunity to talk to about 10 boating fishermen. We are unofficially finished for this boating season. 17

A great deal of learning and comradery was had by all whom attended.
