Please remember that all crew and coxswains must complete the new Risk Management Training course before you can participate in on-water activity. At this time of year we tend to spend a good deal of time discussing preparation and training for our patrol season, but those of you who are not crewmembers should not feel left out. As the boating public prepares for another season on the water, it is also an ideal time for vessel safety checks and other public-education activities. Most boat operators welcome our efforts to improve their knowledge and skills required for safe and enjoyable boating activities, so let s maintain visibility on the water, at launching ramps, with visits to marinas and boating supply shops, and with public-education classes throughout the boating season. Tom Marchisello called the meeting to order at 1900 followed by the Pledge of Allegiance and a Moment of Silence for those who have crossed the bar and those in harm's way. Welcome Guests: Tom Wiggins, Prospective members Lee Foresman and Ken Barefoot, Sea Scout leaders Sondra Moritz, Casey Moritz, and Myles Moritz. FC/VFC Comments: Tom Marchisello discussed the Washington Marine Market (27 April) and National Safe Boating Week and our locations. Awards/Presentations: Andy Anderson Annual Service Performance for 60 OPs hours in Tom Blount Annual Service Performance for 200 OPs hours in Dale Benson ATON Certification. Tom Marchisello Annual Service Performance for 60 VSC hours in 2018, AUX-12 (PA) Certification, SO-PA appointment. Minutes: Motion to approve March minutes seconded approved. FSO Reports/Additions FSO-FN: Brenda Yert reported a balance of $2, Motion to accept, seconded and passed unanimously. FSO-HR: Don Lindberg reported that two prospective members gave our FC their 7001s tonight. FSO-MT: Dale Benson reported on the district training in February and the division training in March. He. recommended 1st Aid and CPR training for our members. FSO-OP: Andy Anderson plans to have patrols on Tuesdays, Thursdays, Saturdays, and Sundays. He asked facility owners and coxswains to let him know their availability dates. He also said he would send Station Hobucken's Navigation Standards to all on-water personnel. Some discussion followed with the Sea Scout representatives on how we can incorporate the scouts into our programs perhaps even into our VSC program. FSO-PA: Tom Marchisello discussed the Washington Marine Market (27 APR ) and NSBW and our presence at the various campgrounds and launch ramps. FSO-PE: Andy Anderson mentioned our Local Knowledge course 24 April and perhaps at the Estuarium during the Marine Market. FSO-PV: Tom Marchisello announced five PVs to date. FSO-VE: Dave Silberstein discussed paddle craft inspections and the new federal requirement for kill switches on some new boats. Old Business: Elected officers will update standing rules. New Business: Members and three Sea Scout representatives from Ship 1117 discussed requirements and possible interactions between the flotilla and the Sea Scouts. Members must have taken the BSA Youth Protection Policy course to work with the scouts in this new pilot program. Member Comments: Tom Marchisello discussed EBAY's selling of non-uscg-approved inflatables. Adjourned Time: 2007.

3 Report Your Hours It is essential for the good of the Auxiliary and for the good of the USCG as well, for all members to report their hours and missions. Only half of our members file their 7029s regularly. Aside from the flotilla records and the addition to the USCG budget that those hours represent, the mileage as recorded in the Annual Member Letter is usually deductible on income tax. Please file your 7029s regularly everyone benefits. Recruitment Now is a good time to make 2019 a record-setting year for new members. Bring a friend to a meeting discuss the Auxiliary with neighbors get the word out that we exist, do very useful services, and enjoy ourselves in the process. One excellent way to get our message out is to address local service clubs (Rotary, Lions, Elks, Ruritans, VFW, etc.). Our PE classes and PA events are other great sources of new members. AUXSCOUT Corner Greetings all. Flotilla s Auxiliary Sea Scout support program is underway. In 2018 the Coast Guard Auxiliary and the Boy Scouts of America (BSA) established a Memorandum of Agreement (MOA) to enhance their common goals of promoting recreational boating safety. Key elements of the MOA afford Sea Scouts and other BSA members seamanship and other types of training opportunities provided by members of the Auxiliary aboard Auxiliary operational facilities and at installations operated by the Auxiliary, the U. S. Coast Guard, and other agencies of the United States. This is a new and unique Auxiliary initiative working directly with our most important natural resource our youth. I served with the Sea Scouts in the 1950s and can attest to the program s value for youth development. Divisions and flotillas in D5SR are piloting this new initiative. To help ensure success and the safety of the scouts, flotilla members working directly with them are required to complete their BSA Youth Protection and Safety Afloat training. Five of our members have completed the BSA training recently. I hope more will. We are working with Sea Scout Ship 1117 in Washington NC, skippered by Myles Moritz. They sail a 32 Charlie Morgan sloop, Virginia Lee, berthed at McCotters Marina. A leader and scout from the Ship attended our 1 April flotilla meeting, met some of our members, and learned a bit about our activities. As soon as the logistics are worked out, we plan to invite Sea Scouts and their leaders to participate in underway missions, shore-side training, vessel examinations, and public affairs events. I will keep you posted as the program grows. Please grow with us. Consider taking the BSA online training and joining our scout-partnered activities. The training is neither long nor difficult (about 90 min. each) just very important, Please contact me by at ricknriver@gmail.com and I ll provide you with the online information. 4 Operations Leau Priority at Mason's Landing NC Wildlife Ramp Flotilla began our patrol season on 11 April aboard Leau Priority with coxswain Andy Anderson and crewmembers Don Lindberg and Tom Marchisello. This was a shakedown for the facility and for the crew new to her. We were able to find better places to stow fenders and lines (more readily available) and work out towing methods on this facility. Member training Andy Anderson and Tony LoPinto watch the OPs PowerPoint Workshop 2019 On 10 April, Flotilla held the 2019 OPs Workshop for those who couldn't attend the division training. Andy, Tony, and Don Lindberg were present in person. David Silberstein, Colin Strickland, and Rick Zablocki attended via Gotomeeting. Electronic attendance allows members to avoid hours of driving. In this case, the distances included from Wilson, NC and from Florida. Photographers wanted: Bring a camera to all flotilla activities. SHOW is always better clearer and more concise than TELL.
