1 C h a i r m a n s Le t t e r Ta b l e of Con t e n t s President s Report...2 Why Invest...3 Permanent Endowment Donors...4 Permanent Endowment s...4 Retiring Board Members...15 Donors Partners in Giving...26 Unrestricted Grants...28 Grants...29 Financial Information...35 Tom Olsen Chairman The South Dakota Community reached another milestone in A steady recovery in the equities market, along with generous gifts from donors across South Dakota, allowed SDCF to achieve a goal of having $100 million in assets under management in This figure will continue to grow as we receive gifts, some of which are a surprise to us. These surprise gifts indicate that the good work that SDCF is doing is becoming well known. People are finding out that the SDCF is a very reputable organization that operates on a very low administrative budget. Donors very much appreciate the fact that more of their giving goes to support the charities that are important to them. It is very encouraging to learn on a regular basis that Community Savings Accounts (CSA s) are being formed, especially in smaller communities across South Dakota. These CSA s are finding support, not only from local donors, but from those individuals that reside beyond the borders of our state. Non-residents with former ties to South Dakota are finding unique ways to transfer assets to the SDCF. These funds can provide an income stream to the donor throughout his or her lifetime, and then will support charitable programs in perpetuity. Please share the opportunity that exists with others who could take advantage of programs such as this. South Dakota Community 1

2 P r e si de n t s R e p or t Bob Sutton President Leadership in times of crisis can manifest itself in a variety of ways. Some personalities emerge as public figures, with silver tongues and a message that is often both believable and impossible. Others shy away, shrink from public view, and hunker down, simply waiting until things turn better again. Finally, there are leaders who understand that decisions must not be made hastily and that continuing to move forward through the struggle can make all the difference when emerging on the other side of the crisis. In 2009, the South Dakota Community, like many nonprofit organizations, found itself on the backside of a tremendous market correction, dealing with individuals who had little confidence in the financial markets, and encountering donors who had experienced extraordinary drops in net worth. Yet, through it all, the leadership demonstrated by the South Dakota Community s board of directors once again proved that the model of endowment management for philanthropic purposes can and does thrive in South Dakota. The recognition that the funds endowed at the South Dakota Community are here for perpetuity certainly affects the decision-making process. If the board members were making decisions for funding college tuition payments or retirement benefits, which both have finite horizons; the strategies would be considerably different. While there were some anxious moments in the year, a strong line of communication with our fund partners and grant partners made all the difference. It was a time for concern, but not for panic. The need for philanthropy grows during these times, it does not decline. We were compelled to stay the course. By the time the year closed, we were pleased to see that contributions for the year were over $9 million and the investment portfolio saw a return of more than 25 percent. Administratively, in 2009 the South Dakota Community invested in a full online grantmaking application process that has received rave reviews from our grant partners and our tireless committee members responsible for evaluating the applications. In addition, staff time was invested in developing online access for all funds, which rolled out at the beginning of Finally, the South Dakota Community worked with the Bush in St. Paul, MN and several strong nonprofit partners across the state to increase the capacity of nonprofit organizations in South Dakota. Through a $2 million grant program, over 1,000 nonprofit organizations were touched by the South Dakota Nonprofit Enhancement Project in 2009, and there is still one year remaining in the program. Without the vision of our board of directors, and the tremendous SDCF staff, these successes would not have been possible. On a personal note, I had the honor and privilege of delivering the commencement address at the Piya Wiconi campus of Oglala Lakota College near Kyle, SD in June of Removing the barriers to post-secondary education is a key component to economic growth and sustainability in rural South Dakota. The graduates of all institutions of higher learning, including Oglala Lakota College, are the future nonprofit leaders and philanthropists in South Dakota. It was a career highlight to play a small role in a very special day. Thank you for your continued support, and I look forward to visiting with many of you during the next year. 2 Planting the Seeds that Grow in Giving!

15 R e t i r i ng Boa r d M e m be r s r e f l e c t on t i m e of se rv ic e Four retiring members of the South Dakota Community Board of Directors say the progress seen over the past nine years has been nothing short of remarkable. The four Dan Kirby, Sioux Falls; Doug Petersen, Lemmon; Bob Jostad, Brookings, and Charlie Thompson, Pierre came onto the SDCF board together and played key roles in moving the foundation forward. During nearly a decade of service, the foundation more than doubled in size and now has more than $100 million in investment assets. It grants nearly $5 million annually to worthy projects across the state, and if the outlook presented by the retiring board members is correct, an even brighter future awaits the foundation. Jostad said that watching the foundation itself grow and just become more encompassing was really special. He also pointed to the development of the community savings accounts, saying it is an area of much promise and a way to better meet a broad spectrum of the population in South Dakota. That really has enabled us to be in touch in a much more Robert Jostad meaningful way, an active relationship, not a passive one. And it s really an enabling thing in the sense that it helps provide leadership to further stimulate what needs to go on in those communities and what is going on all the time. It does fit the vision, Jostad said. He said he treasured the opportunity to serve with others on the board, and cited the investment and grantmaking committees, where he served a number of years. Jostad, as well as the other retiring board members, witnessed a dramatic technological change during his tenure. The technological change was a big deal, very helpful. It is a group effort, but led by a very strong leader, it helped this go from the original $10 million 23 years ago to $110 today and I think the potential for growth is huge -- almost unlimited. Charlie Thompson Thompson, in looking back on his years of service, said that helping other people was the most gratifying aspect. Not just to help communities maintain the status quo but giving them the opportunity to better themselves. The challenge grants were really rewarding, he said. In the Pierre/Fort Pierre area, Thompson mentioned the Boys and Girls Clubs and the Casey Tibbs as two examples of helping communities in meaningful ways. Thompson also reflected on other changes he has seen in close to a decade of service. The board itself is far more diverse than when I got on. And I think that s good because the diversity of the board gives you some guidance in terms of areas that the board should concentrate on in gifts and fundraising, quite frankly. One example is Tom Shortbull, and Luke Yellow Robe before him, which brought attention to an area that some perhaps would not think about, he said. And a greater representation of women, too, so there is diversity in almost every area. It is one of the strengths of the board, he said. Thompson said the outlook for the SDCF was bright. I think it s going to be bigger and better every year in its existence. We have created a critical mass in terms of visibility, the fund itself. And, people knowing we are there and that grants are available. People also know this is an entity that I can leave some of my wealth to that after a lifetime of effort of making a little money so that I can leave a better community behind than when I started. Doug Petersen said he enjoyed every aspect of his board service. I appreciated the whole thing. It was fun to watch it grow, fun to watch the staff grow. It was an honor to me, so I was honored to serve. Petersen served on the audit and investment committees, which gave him a special vantage point in the midst of financial turmoil, as he put it. With all the turmoil, it Doug Petersen was refreshing to see how this organization paid attention to detail. It made my job a lot easier and also the ability to work with some really talented people. As an Investment Committee member, he acknowledged that it was tough, watching those funds drop as they did. But hopefully, it will get back -- and it has to a degree -- and comes back to where it needs to be. One thing about the investment committee, you learn a lot. Petersen sees the future of the SDCF as positive and one of continued growth. The more we get the word out to South Dakotans and the more we accomplish, the greater the foundation will grow. We were fortunate to be on the early stages and see the way the staff has blossomed and taken it out to citizens of South Dakota. It makes me think we have a tremendously bright future for everyone in the state. Dan Kirby enjoyed seeing the growth of the South Dakota Community, on a number of fronts. I got to watch the growth of philanthropy, the growth of our funds from much smaller amounts to much more significant amounts and I got to the watch the grants increase from not much to much more significant amounts across the state. We ve Dan Kirby got critical mass, now. We re in people s minds now around the state. I think when we get to our quarter century that will be important. Reaching $100 million was an important milestone it s really marketing from this point on. Kirby said one of the advantages of becoming a larger foundation is that it allows us to get more bang for the buck. On the investment side, I ve seen us begin a study of whether active management is better than indexing. That s a study that will go on for several more years; that s a potential major change. Kirby praised the SDCF staff by saying it continues to become more professional. They are totally devoted and their expertise increases every year. As for the future, Kirby says he will continue to spread the word about the SDCF. I look forward to telling them we are endowment central for all smaller communities and all non-profits... and I think the word will spread that we re big enough and good enough at this now that we re everybody s home base. It was an honor and a privilege and I am jealous of those who will be there for the 25 th anniversary celebration. I hope I m invited. 26 Planting the Seeds that Grow! Pa rt n e r s i n Gi v i ng C om m u n i t y Sav i n g s Ac c o u n t The Centerville Area originated at a local Rotary Club luncheon in the spring of The Centerville Rotary has always provided a local high school youth scholarship and a discussion began on how we could raise the dollar amount we give each year. Craig Steensland, the former editor of the Centerville Journal and Beresford Republic newspapers mentioned that we should consider joining the South Dakota Community. Centerville s Rotarians were very interested and it was decided to invite Bernie Christenson to our Club to explain how the process worked. Mr. Christenson attended a luncheon, explained what a difference a Community Savings Account could make in a small town like Centerville, and offered Centerville a Challenge Grant of $25,000 if we raised $75,000. With the encouragement of the Centerville Rotary club, in July, 2001, the Centerville Area was officially organized, and has continued to create a presence in our rural town. Since 2001, our fund, although small compared with many of the larger community s funds, has enabled us to gift back over $20,000 to organizations and community needs. Because of this fund, we have been able to develop a daycare facility, gift two high school scholarships annually, help our American Legion fund a new facility, bring the Missoula Children s Theater to town with the local arts council, host the Dental Dental bus, providing muchneeded dental care to children, make an annual contribution to the Development and numerous smaller donations that have all made a difference to the community. In addition, because of the motivation of the Area, a positive, can-do attitude has been developed, and continued to gain strength. Our city leaders developed a community slogan several years ago. Centerville, Where YOU Make the Difference! One of the greatest pleasures of being involved in the Centerville Area has been the ability to truly make a difference! Susan Overgaard, Board Member Centerville D onor A dv i se d F u n d Fred grew up in Martin; Luella grew up on a farm in Iowa. After Air Force service in World War II, Fred was going to Law School at USD, and Luella had graduated from Morningside College and was attending USD to get her Master s Degree; that is where they met, and in the course of time were married. They established their law practice in Fred s home town of Martin, South Dakota, in Fred was the lawyer and Luella the secretary, and that is how it has been since they began. They have a long relationship with the South Dakota Community. They started their relationship in 1997, when they were involved in helping to establish the Martin Community with the SDCF. Their next contact was in 2002, when they transferred some scholarship funds they had set up through the local high school to the SDCF. In 2005 they established the Fred and Luella Cozad Donor Advised to support charities they recommend. They say that they are enthusiastic supporters of the South Dakota Community because it provides citizens of South Dakota with an effective, efficient, and uncomplicated way to make charitable gifts while they are living, and to continue making charitable gifts after they pass on. Fred & Luella Cozad, Martin, SD 26 Planting the Seeds that Grow in Giving!

27 Age nc y En d ow m e n t F u n d Abbott House is much more than a place to live... it s a place where the girls are treated as family. When I first came here, I was pleasantly surprised to learn the girls are treated in a setting that promotes a sense of autonomy. They work with staff to make decisions about their treatment and their needs. The girls eat family style in the dining room... receive their schooling in our specialized on campus school get homework help from their teachers... and receive hugs & smiles for every achievement! This positive rewarding environment is one of the reasons Abbott House is so successful today. Another reason Abbott House is so successful is because of people like you, and so many other generous friends across the country, who give what they can to help needy and abused girls find their way in life. Abbott House and the South Dakota Community have formed a wonderful relationship over the years. Our relationship has grown from a donor starting a fund for Abbott House with the to a wonderful partnership managing some grant funds that were recently awarded to Abbott House for an expansion. The funds that Abbott House has invested help with our operational costs and will in perpetuity. The expertise of the employees at the SDCF has also been one of the things that we have enjoyed very much. They are always willing to give advice and listen to problems to help communities and organizations like Abbott House find a solid solution. All of us here at Abbott House would like to thank the many donors that make up the SDCF, the staff and the Board of Directors for the SDCF as well. Please continue to support such a wonderful organization that helps everyone in South Dakota. Eric Klooz, Executive Director - Abbott House B u s h Fo u n dat ion South Dakota Nonprofit Enhancement Project In early 2009, the South Dakota Community announced a statewide program specifically designed to benefit nonprofit organizations across the state. ed through a $2 million partnership with the Bush of St. Paul, MN, the South Dakota Community provided training and financial resources to increase nonprofit capacity, improve nonprofit boards of directors, increase nonprofit revenues, and strengthen the nonprofit sector as a whole. The success of the project was due in large part to the tremendous leadership of a statewide advisory council made up of nonprofit leaders from across South Dakota. The two-year program takes a multi-faceted approach to building capacity and improving the technical foundations for nonprofit organizations. While the work will continue throughout 2010, a strong base was established in 2009, with over 1,000 nonprofit organizations engaging in one or more of the various programs offered. The South Dakota Nonprofit Enhancement Project s 2009 work included: Two, separate grantmaking programs that provided over $700,000 in assistance to nonprofit organizations ranging in budget size from a few thousand dollars to multi-million dollar operations. The intermediary grant program reached out to partners who were able to develop regional capacity building opportunities in the state. The capacity building grant program provided an opportunity for nonprofit organizations to apply directly for financial assistance necessary to improve the structure of the nonprofit organization. Assisting with the re-launch of the South Dakota Nonprofit Association. This organization will ideally be responsible for carrying out additional training opportunities for nonprofit organizations in the future. The organization has a full-time executive director, and has started providing training and resource opportunities for South Dakota s nonprofit sector. South Dakota Community Staff The construction of a nonprofit database and the development of a survey sent to thousands of nonprofit organizations operating in South Dakota. Six, day-long educational workshops held across the state to address issues specifically identified in the survey responses for that particular region of South Dakota. Over 600 nonprofit representatives attended these workshops, and all sessions and meal functions were provided free of charge. South Dakota Community 27
