3 What is a Community Foundation? A community foundation is a collection of individual funds and resources, usually given by local citizens, to maintain and enhance the quality of life in a community. Community Foundations work primarily with endowments. An endowed gift is a gift that is intended to be kept permanently, while being invested to provide interest income for a charitable organization or cause. The actual gift itself is never spent; instead, it remains intact for future principal growth. The earnings from the endowment are distributed to schools, local government agencies and nonprofit organizations according to the donor s wishes as stated on the endowment fund agreement. Western Kansas Giving for Western Kansas Causes Contributions to community foundations can take the form of a onetime donation to a giver s chosen cause or it can be used to create new endowed funds, which will generate interest for the donor s preferred charities for many years to come. The larger the endowment grows, the more it will be able to do to help meet your community s ever-changing needs. What is the Western Kansas Alliance of Community Foundations? The Western Kansas Alliance is an informal group of community foundation board and staff from Western Kansas that communicates among each other on ways to improve their communities individually and as a region, as well as work together to promote endowment for Western Kansas causes. This group works in partnership with the state organization, Kansas Association of Community Foundations.

4 Goals of a Community Foundation: To promote philanthropy and serve as a catalyst for local giving to our schools, churches, and other local nonprofit agencies and organizations. To multiply the present and long-term impact of charitable donations in the community, by providing donors with significant financial advantages, including tax benefits and professional money management. Donations can be acknowledged or made anonymously whichever the donor prefers. To lead the way in improving and maintaining the quality of life for all community residents by providing a full-range of donor services and community grants. By doing so, community foundations will help meet the needs of this constantly changing community, far into the future. To work with your trusted professional advisors to devise a way to save taxes for yourself and your family, while maximizing your giving power to the community that you ve spent your life in. And much more community foundations are not a place give money, it s a way to give money to your favorite charities to benefit your families, friends and neighbors, now and into the future..

5 Community Foundations have several types of funds you can choose from to carry out your charitable wishes: Unrestricted Fund: Donor makes an irrevocable gift. Most flexible permanent gift made to the Foundation. The Board of Directors is given the discretion to make grants from the annual earnings to meet a broad range of needs. May be named for the donor or become a part of a larger pool of unrestricted, permanent gifts. Field of Interest Fund: Donor makes an irrevocable gift. Donor specifies the program area in which they prefer grants be made. The Foundation or its committee chooses the specific applicants that meet the criteria for that field of interest. The fund can be named for or by the donor or become part of a larger pool of funds also designated for that field of interest. Examples of common ones: o Arts, Humanities, Music, Drama, etc o Beautification/Historic Preservation o Education o Health o Youth o Others are possible Donor Advised Fund: Donor makes an irrevocable gift. Donor actively participates by making recommendations regarding the distribution of annual earnings. Recommendations must be advisory only and are subject to the approval of the Foundation s Board of Directors. The fund can be named for or by the donor.

6 Types of Funds (continued): Donor Designated Fund: Donor makes an irrevocable gift. Donor designates an agency or organization to receive grants from the annual earnings forever. The Foundation owns the fund and retains variance power. The fund can be named for or by the donor. A donor who wishes others to add to the fund usually names it for the agency or organization. Scholarship Fund: Donor makes an irrevocable gift. Donor may assist in establishing the criteria for merit, need, or academic-based scholarship awards. The Foundation owns the fund and retains variance power. The fund can be named for or by the donor. The donor or the donor s family may be on the scholarship selection committee, as long as they are the minority of the committee. Agency Fund: The donor of agency funds is the actual agency or nonprofit itself, with the fund benefitting that same agency. Donor makes an irrevocable gift. The Foundation owns the fund and retains variance power. Some foundations allow for the agency to draw out of the principal. Please check with your local community foundation for more details.

7 An Opportunity for Kansas: A Transfer of Wealth study commissioned by the Kansas Health Foundation and conducted by the Center for Economic Development and Business Research at Wichita State University estimates the current net worth of Kansas residents to be $545 billion. By the year 2020, $66 billion is expected to pass from one generation to the next. By the year 2060, $598 billion of wealth is expected to transfer. Transfer of Wealth Background Following the Great Depression and World War II, the United States entered a golden age of business growth and personal prosperity. Americans have created, invested and multiplied unprecedented private wealth. Over the next 50 years, this capital a conservative estimate of $41 trillion nationwide will change hands. Most will go to heirs and taxes, but Kansas community foundations are leading an effort to ensure that a portion is preserved and invested in communities across the state. Transfer of Wealth in our Community The goal of community foundations across the state of Kansas is to retain 5% of this transfer of wealth in our counties allowing Kansans to provide for the future of their community in which they worked, raised their children and shared their lives with their friends and neighbors. By designating just 5% of your estate at a community foundation in an endowment, you are providing generation after generation with income for your church, school or charities of your choice.

8 Transfer of Wealth Research If we succeed in this goal, by the year 2020, across Kansas statewide, there will be 3.3 billion in new endowments for Kansas communities. At an assumed 5% payout rate, that means there would be $165 million additional dollars each year available across the state for our schools and community betterment projects! This number would continue to grow over time, providing sustainable resources for many generations to come. Your community foundation has access to these transfer of wealth numbers by county, so for more information specific to your community, please contact your local community foundation representative. Three Ways to Participate We encourage individuals, families and businesses in our community to give together. 1. Designate the community foundation as the beneficiary of your retirement account. 2. Designate the community foundation charity as the beneficiary of a life insurance policy. 3. Ask your professional advisor to add the community foundation to your estate plan. 9 Charitable Instruments Outright Gift. A simple way to impact your community is to make a gift of cash, stocks, bonds, grain, real estate, or other assets to your community foundation. Your charitable gift qualifies for tax advantages under federal law. Bequest by Will. Designate a gift or portion of your estate to your community foundation and, in some cases, receive a substantial reduction in federal gift and estate taxes. Charitable Gift Annuity. This charitable instrument allows you to make a gift of cash or property to your community foundation now, get immediate tax benefits, and ensure that you or a loved one receive fixed quarterly or annual income payments for life. Charitable Remainder Trust. You can place cash or property in a trust that pays annual income to you (or another named beneficiary) for life. After your death, the remainder of the trust transfers to your community foundation and is placed into a charitable fund you have selected. You receive income tax benefits the year you establish your trust. Charitable Lead Trust. Place cash or property into a trust that pays a fixed amount to your community foundation for the number of years you select; once this period ends, the assets held by the trust are transferred to the beneficiaries you name. In some cases, you receive a substantial reduction in federal gift and estate taxes. It should be noted that some community foundations are only capable of offering some of these options. Check with your local organization and financial advisors before making any decisions.

In 2009, realizing the benefits to regionalization, the Bird City Century II Development Foundation created and affiliated with GNWKCF. The hope is that other communities in the region will too become a part of GNWKCF, so that together we can build strong communities by building a strong regional community foundation to support its communities.
