1 Terms of Reference For Project Ending Evaluation Consultant 1. Overview Hagar is a specialist aftercare agency that works primarily with women and children who have survived trafficking and severe abuse in Cambodia, Afghanistan, and Vietnam. Since 2012 Hagar has also been working with refugees and in recent months Hagar has also accepted referrals for male trafficking survivors. Hagar Cambodia receives approx. 1.8 million USD per annum to deliver its suite of operations. The funding for the operations undertaken by this office are sourced both within Cambodia and from six Support Offices around the world. Hagar Cambodia employs a small number of expatriates (paid and volunteers), and aims to have a ratio of 15 local staff to 1 expatriate. Project Description Hagar has supported vulnerable children with disabilities focusing specifically on intellectual disabilities including autism, Down s Syndrome, and cerebral palsy with residential care services and community based rehabilitation approach and reintegrated the clients to their families through House of Smile (HoS) project. Since the inception of this project we have served more than 116 children and youth with disability through the following specialized services: integrated classrooms in public schools, vocational training, physiotherapy, health care, awareness raising, self-help group, after school family support and residential group home. Most recently Hagar

2 HoS community based workers, volunteer teaching aide and caregivers were accepted as state employees in There were various donors support HoS since start up, included Australia Red Cross, Riverview, MacKillop, Japanese International Food for Hunger (JIFH), Hagar Australia and Hagar Singapore. Coming to the end stage of HoS, Hagar Cambodia has received funding support from Global Development Group (GDG) and TEAR Australia for three implementation projects before handing over our clients to the services of Ministry of Social Affairs, Veteran and Youth Rehabilitation (MoSVY) and Ministry of Education Youth and Sport (MoEYS). Hagar anticipated that all project services including Community-Based Rehabilitation (CBR) and Residential Care will be transferred to government ministries, MoSVY and MoEYS by the end of. The main reasons for this shift are: Hagar Cambodia is realigning our work to better match Hagar International s theory of change, which focuses on the protection and recovery of survivors. The majority of the clients served through HoS are not survivors of extreme human rights abuse. Fulfilling Hagar Cambodia s obligation to hand over the six integrated classrooms to the Cambodian government as agreed upon in the 2009 MOU with the Ministry of Education Youth and Sport. HoS will no longer be funded after 31 st. 2. Purpose The purpose of the role is to: 2.1. Conduct the three year project ending evaluation by reviewing achievements in comparison with original plan; 2.2. Access the sustainability of the project after handing over the clients to MoSVY and MoEYS and technical assistance needs to support these ministries to ensure a smooth handover during the transitional period. 3. Objectives The objectives of this review are as follows: Major Objective 1: Develop a three-year Project Ending Evaluation Report 3.1. Inception report with detailed methodology and work plan for the assignment 3.2. Identify the significant changes of individual Child with Intellectual Disability (CwID) against the project s goal CwID has received a good quality of life and get accepted by their community 3.3. Present preliminary findings to project team and relevant stakeholders for comments to enhance the quality of the report 3.4. Develop and finalize the meaningful three-year project ending evaluation report based on Hagar template.

3 Major Objective 2: Develop a policy brief by highlighting sustainability findings/lesson learnt/approaches which are important to be used during handing over the clients to MoSVY and MoEYS Identify the project s lesson learnt, challenges and recommendations for Hagar to carry on and respective ministries to takeover after transition process. 4. Accountability and Structure The role is accountable to Interim Project Manager, who will provide oversight of the project. The consultancy for the role is also available through regular supervision from Interim Project Manager and/or Deputy Country Director. 6. Duty Station and Travel 6.1. The role is based in the office in Phnom Penh with some travel to project s sites (Phnom Penh). 7. Costs & Payment 7.1. Costs

4 This is a fixed price contract based on outcomes (not on the number of days worked), + reasonable travel and overnight expenses (based on Hagar travel policies). Total costs cannot exceed USD2, Consultants are responsible for paying their own taxation Hagar will not pay local travel costs or insurance or other benefits for this consultancy The consultant will be paid after submitting the achievement of each deliverable submission Payment & Payment Schedule % after satisfactory of the third deliverable (presentation preliminary findings and concept of policy brief) % after satisfactory of the fourth deliverable (submission ending project evaluation) Qualifications Education: Tertiary qualification in Development, Social Science, Education, or Disability Studies Experiences: 5 years experiences in working within the CwDs or Disability Program or Education sector Proven record of conducting Project Ending Evaluation 3 years experiences in Monitoring, Evaluation and Learning Competencies: High level of oral and written communication skills An understanding of and commitment to a sustainability of CwDs for their community Fluency in English essential, strong written and verbal communication skills Experience working cross-culturally and demonstrates cultural competency Language Khmer and English Requirement: Other Requirement N/A (if any): 9.
