2 I. BACKGROUND UNDP is supporting Indonesia in maintaining the country s rich environment in addition to facilitating the development of innovative financing mechanisms. UNDP is working towards creating a sustainable environment and development policies that integrate climate change concerns, and at the same time, reduces poverty and works towards human development. This year provides many opportunities to achieve the above-mentioned objectives while also providing new solutions to some of Indonesia s most pressing environmental concerns in addition to greater institutional support. The Indonesia Government has allocated 12.7 million hectares of forest area in the form of utilization permits, and establishing partnerships with land permit holders thereby recognizing their right to land. The Government has allocated 4.5 million hectares for land distribution of which 4.1 million hectares are allocated to forest areas. This policy is expected to effectively remedy forest management and land ownership disputes between the private sector and local communities. However after two years of implementation, the policy on the allocation of forest resources, the realization of granting licenses for new social forestry has only reached 469,966 hectares or 3.7% (24 November 2016, Directorate of Social Forestry Areas Arrangement), and given recognition to just nine new indigenous forests. The proposed solution to address the challenges identified requires more than a policy aimed at allocating forest resources to local communities. In order to combat this issue, institutions and regulations need to create sustainable and profitable social forestry businesses that are a source of revenue for indigenous, local community, and in particular women and government. While working to reduce poverty through environmental initiatives is important to the development of green economies, it is also crucial that UNDP work closely with local governments to ensure the sustainability of projects. In an effort to provide greater institutional support for environmental initiatives, UNDP is also working with the government of Musi Banyuasin District to establish a Sovereign Wealth Fund. The purpose of this fund is to combat the issue of resource curse by using the district s abundant natural resources for the benefit of future generations (saving for future generations and allocating for special expenditures), and to use the fund to protect revenues derived from natural resources for later use during low revenue periods (stabilization). Despite the local government receiving earnings in the form of tax and non-tax state revenues, such as royalties, and government shares of oil and gas contracts, inequality remains rampant in the region. Moreover, in collaboration with the Government, UNDP has made great strides to strengthen the legal aspects of the environmental sector in Indonesia. In many countries, including Indonesia, law enforcement of environment related crimes have not effectively served as a deterrent to perpetrators. Instead, ineffective law enforcement enables the continuation of illegal activities in forest areas, which includes illegal logging, mining and plantation activities without appropriate forest area conversion or encroachment permits which creates huge negative impact to environment. The lack of effective forest governance has contributed to Indonesia s ranking among countries with the highest deforestation and degradation rates in the world. UNDP Indonesia has systematically supported the Government of Indonesia in tackling environment related crimes since the beginning of reformation era. Lessons learned over the years have pointed out that weak law enforcement in the environment sector is best addressed with the use of a Multi- Door Approach. This approach was launched by the Government in 2012 under the name Multi-Door Approach to address environment related crimes in forest areas and peatlands (hereinafter referred
3 to as the Multi-Door Approach ) and is seen as a major breakthrough in handling environment related crimes in forest areas and peatlands. Although Multi-Door Approach has been launched and implemented, based on the initial assessment conducted by UNDP Indonesia in 2015, the implementation of the joint guideline of Multi-Door Approach is highly dependent on the capacity to coordinate between law enforcement agencies. This includes case handling coordinated by the prosecutor s office as well as coordination among investigators of law enforcement agencies. Lastly, as the world s largest archipelago and one of the most biodiverse regions, Indonesia is quickly becoming a popular destination for tourists. In 2014, the country s tourism industry, directly and indirectly, generated $80 billion USD representing close to 10% of its GDP (World Travel and Tourism Council). Seeing the value of the industry, the central government has increased the budget of the Ministry of Tourism and is making greater efforts to promote the country s brand as a travel destination. It is clear that tourism will only continue to grow in Indonesia and has become part of the government s larger development strategy. In our efforts to achieve sustainable development through innovation, UNDP sees community-based and responsible tourism as an opportunity to challenge environmental degradation in Indonesia, while supporting the economic livelihoods and agency of local communities. Research has shown that this holistic approach to tourism, among other benefits, can ease economic dependence on natural resources, provide a supplemental source of income, and protect local histories and cultures while raising conservation awareness. Moreover, as the on demand economy (tech companies providing immediate goods and services i.e. uber, airbnb etc.) grows, there is great potential to partner with the private sector to enhance the quality and reach of a community-based and responsible tourism project in Indonesia. These contributing factors coupled with the enthusiasm of the local community, makes Wakatobi an ideal pilot location for this project. II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the guidance of Technical Adviser for Natural Resources Governance, the expert is tasked to: Conduct research pertaining to Natural Resources Governance in Indonesia. Prepare TORs and recruit consultants for Peatland Restorations Agency Support Facility & the Sovereign Wealth Fund and Social Forestry Financing projects. Finalize project documents and project proposals for the Sovereign Wealth Fund, Community-Based and Responsible Tourism. Support the monitoring and evaluating of Multi-Door Approach to Counter Natural Resources and Environment Related Crimes and Peatland Restorations Agency Support Facility. Develop innovative project ideas for natural resource governance and economic development and policy analyses for current projects

WORKING ARRANGEMENTS Institutional Arrangement The Consultant will be supervised by and report to the Results Based Management Analyst, Quality Assurance and Results Unit, who will also carry out a performance evaluation at the end of the assignment. These tasks will be delegated by the supervisor who will ensure that these ad hoc tasks do not impede on the incumbent s ability to meet contractual obligations/deliverables. All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of UNDP and are required to be submitted to UNDP Senior Management for archiving.. EALUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodology: Cumulative analysis using weighted scoring method will be applied to evaluate the applicant. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable with reference to TOR, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
