1 TERMS OF REFERENCE WWF-Greater Mekong WWF-Vietnam Position title: Reports to: Supervises: Senior project Officer, Aquaculture Program Coordinator, Aquaculture Local consultants as required Starting Date: 1 July 2012 Duration: Location: One year with possible extension Based in Hanoi with frequent travel to Mekong Delta or based in Can Tho Background WWF has a long established presence in the Mekong region, starting in Vietnam in Since then, WWF operations have grown to four Country offices based in Cambodia (Phnom Penh), Laos (Vientiane), Thailand (Bangkok) & Vietnam (Hanoi), including a regional team in the Hanoi, Vientiane and Bangkok offices. WWF-Greater Mekong was officially formed in November 2005, merging WWF Indochina (Cambodia, Laos, Vietnam) and WWF-Thailand. In order to be relevant to partners at provincial level and deliver conservation results based on ecosystem landscapes, WWF-GM has also developed 20 field offices across the 4 countries covering 6 high priority landscapes. Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional. WWF-Greater Mekong has embarked on new strategic plan FY11-FY15. The new strategic plan outlines changes in the way WWF GMPO operates, both in conservation and operation aspects This position is to support the promotion of sustainable pangasius development in accordance with a Cooperation Agreement signed in December 2010 between WWF, Vietnam Fisheries Society (VINAFIS) and the Vietnam Association of Seafood Exporters and Producers (VASEP). The Agreement is aimed at furthering Vietnam s and WWF's efforts to protect and conserve the country's life-supporting resources by improving the sustainability of pangasius aquaculture and, by ensuring the Vietnamese pangasius industry becomes a global leader in responsible production. Producers are being supported to move towards compliance with international environmental and social sustainability standards through independent, third-party certification, with especial emphasis on Aquaculture Stewardship Council (ASC) certification. I. Major function The Senior Project Officer will provide support to the Program Coordinator, Aquaculture in the planning, management, implementation, monitoring and reporting of WWF-Vietnam s work in promoting sustainable pangasius development and the move towards ASC certification. He/She will work closely with relevant stakeholders including pangasius producers, local and national government agencies and relevant organizations, to ensure the targets set in the December 2010 Cooperation Agreement will be achieved fully, and on time. The Senior Project Officer, 1
2 Aquaculture will also be responsible for providing technical support to the Cooperation Agreement partners in the implementation of the December 2010 agreement. II. Major Responsibilities A. Action Plan and Work-plan Development and Implementation Provide inputs to conservation action plan at landscape level if required. Coordinate to develop the work plan and mobilize adequate resources for implementing the Agreement. B. Project Implementation Develop preparatory activities and seek fund to support the AIP (Aquaculture Improvement Plan) to ensure that this agreement is adequately supported. Provide and/or mobilize the necessary technical support for the implementation of the AIPs and preparatory activities. Support in building the market demand for ASC certified Pangasius Provide updated information to all parties about progress of AIP Support to existing and development of new farmer-buyer partnerships towards ASC implementation Build capacity and raise awareness to support ASC implementation C. Partnership Development and Networking Establish relations and keep regular contact with key partners (multi-sectoral, government and non-government) at local, national and regional levels (for implementation and networking/lessons sharing Meet regularly with Government counterparts, establish and convene regular meetings of the project steering committee Working closely with relevant stakeholders including WWF network and Vietnam to ensure the target set in the Agreement will be achieved timely Be the focal person of WWF to work with the Agreement parties and relevant stakeholders to deliver the Agreement Promote the organisation s image by attendance at meetings and for a in related fields D. Overall Management Provide support to the development of press release/meetings on results of Cooperation Agreement Provide inputs to communications products, materials, and campaigns to ensure accurate information when required E. People Management and Organisation Development Involve in the recruitment and selection, induction and coaching of Project Support Officer upon requirement Provide training to staff to help them understand the activities when required Support the Program Coordinator in the identification of counterpart staff to assist the project JDs 2
3 Assist the Program Coordinator in the development of JDs for consultants and monitoring of the consultants work when required Work with the Program Coordinator and counterpart on the capacity building of key counterparts F. Monitoring and Evaluation, Reporting Coordinate the monitoring of implementation of the Cooperation Agreement work plan, and ensure that monthly monitoring report are submitted by project partners as well as coordination between WWF and partners Assist in the preparation of six-monthly progress reports to monitor all technical, financial and administrative aspects on the utilisation and impact of all resources made available to the project Disseminate the technical report among the public sector institutions and regulatory bodies Review and edit reports made by consultants if required This JD covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs. III. Working Relationships 1. Internal WWF GMPO: Work in close collaboration with project staff, finance team of WWF Viet Nam and other regional staff, other GMPO Country Programmes. Engage with and support WWF Viet Nam staff WWF Network: Work in close collaboration with WWF network for getting support WWF Vietnam staff. 2. External Work closely with government agencies both national and provincial level, the private sector, donors, academic institutions, the media, other NGOs and community organizations as necessary to support delivery of the agreed targets of the Cooperation Agreement. IV.. Requirements 1. Education and Qualification Bachelor s degree in aquaculture, aquatic biology and/or relevant fields Additional academic training or a degree in a conservation and natural resources management field would be a strong asset 2. Knowledge Knowledge of conservation and development issues in Mekong Delta in particular and Vietnam in general. 3
4 Knowledge of the context of Vietnam regarding aquaculture issues, especially pangasius and shrimp farming. Working knowledge of policy/institutional context in related field in Viet Nam Knowledge of the realities of government agencies, development partners, donor institutions, and the not-for-profit sector in the project Knowledge of WWF structure, priorities and procedures as well as WWF's ecoregional approach to conservation Knowledge of M&E methodology, quality assurance 3. Experience 5 years of practical experience as Project Officer, 2 years of which should be in related fields Experience in conducting studies and coordinating research activities Experience of working with Government officials, local communities and/or donors at all levels Proven record in project proposal development, project M&E, and report writing Experience of working INGOs or the United Nations or bilateral development agencies is an advantage 4. General Skill Coaching and supervisory Communications and negotiation Networking and teamwork Planning, organisation, time management, facilitation and coordination Fluency in written and spoken English and local language Proficiency in MS Office 5. Technical Skill Report writing Analysis and research Monitoring and evaluation 6. Ability Travelling to remote locations Working in two or three provinces and working overtime when required Working on own initiative with minimum supervision and staying on task Working well in a multi-cultural team 7.
