BACKGROUND UNODC focuses primarily on supporting the Governments of the region improve capacity to deal with regional drugs and crime challenges that are best addressed through cross-border and intra-regional cooperation. It will complement the assistance offered through UNODC Country Programmes, which will focus on specific national level needs and support requirements. 2. OBJECTIVE, SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the direct supervision of the UNODC Myanmar Country Manager and Programme Manager (Border Management), the incumbent will be assigned the following tasks: Develop an preliminary Myanmar draft drug policy document for the Government of Myanmar to use in a three stage consultation process based on the technical Page 1 of 6

2 consultation document finalised by the Ministry of Home Affairs Central Committee on Drug Abuse Control (CCDAC) titled 'Towards a National Drug Control Policy in Myanmar' (to be supplied to the consultant), and subsequently develop a revised draft and final drug policy document based on the consultation process, and accompanying op-ed or article and press release (consultation starts early September 2017 and the policy is to be completed December 2017) Develop an operational plan for the CCDAC to accompany the drug policy, in draft and final form based on consultation with the CCDAC (consultation with CCDAC starts October 2017 and the plan is to be completed December 2017) Develop a post conference report on border management between Myanmar, Bangladesh and India (conference is October 2017 report to be completed November 2017) Develop a pre-conference roadmap report on improving border management in the ASEAN region based in-part on the report titled 'Protecting Peace and Prosperity in Southeast Asia: Synchronising Economic and Security Agendas' and accompanying communications note and draft op-ed or short article about how border management should evolve and modernise in the ASEAN region (conference is February or March and report to be completed before)' 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education University degree social science, development cooperation, international relations; international law, law enforcement, health in a related field Experience and Skills Minimum 10 years work experience or research in the area of drug control, law enforcement or human security. Field experience in Asia would be an advantage; Knowledge of illicit drug manufacturing, trafficking and use situation; Familiarity with the regional drug control frameworks and prioritization of supporting joint actions and activities; High level proficiency in English writing skills; Experience working in countries in Asia and Pacific preferred. Ability to work independently and in a team. Good written and spoken English. Computer literacy. 4. DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Page 2 of 6

3 Please study the TOR and propose number of work days not exceeding fifty (50) work days over a period of four calendar months, from August to January Home-based with possible travel to Myanmar. Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy. The consultant will work from home, covering his/her own costs. Travel will be required to Myanmar as mentioned above. 5. FINAL PRODUCTS Preliminary Myanmar draft drug policy document Final drug policy document based on the consultation process, and accompanying oped or article and press release (consultation starts early September 2017 and the policy is to be completed December 2017) An operational plan for the CCDAC Post conference report on border management between Myanmar, Bangladesh and India (conference is October 2017 report to be completed November 2017) Pre-conference roadmap report 6. PROVISION OF MONITORING AND PROGRESS CONTROLS The consultant shall be home-based and work under direct supervision of Myanmar Country Manager and Programme Manager (Border Management). The timeline of the assignment will be established by UNODC in discussion with the incumbent, including periodic benchmarks where the progress of the assignment will be reviewed. Indicators to evaluate the incumbent s performance are: Quality of the documents produced; Timeliness of delivery; Achievement of Outputs 7. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. 4 Interested individual consultant must submit the following documents/information to demonstrate your qualifications: 1. Proposal: (i) Explaining why you are the most suitable for the work 2. Financial proposal: Refer to Annex I. 3. P.11 1 and/or personal CV including past experience in similar assignments and the name and contact details of 3 references. 8. FINANCIAL PROPOSAL Lump sum contract The financial proposal shall specify a total lump sum amount, number of work days and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments, timesheet, or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). In general, UNODC will not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wishes to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNODC and Individual Consultant, prior to travel and will be reimbursed. 1 UNODC P.11 Form can be downloaded from Page 4 of 6
