3 What is JCM methodology? JCM methodologies are sets of technical document which are developed to determine: Project s eligibility criteria, Monitoring method, Emission reduction measurement method of a JCM project JCM project methodology is design based on the implemented technology, so that a project with the same implemented technology can use the same methodology. 3

5 Who makes the methodology? 6 Process for methodology approval in Cambodia Preparation of Proponent (Project Participant/Government) Prepare a draft methodology (supported by Secretariat) Discussion and review Submission of Proposed Completeness Check Public Comment Prepare a proposed methodology Submit the proposed methodology Notify the receipt of the submission Communicate the result of completeness check Completeness check [7 days] (secretariat) Public comment through JCM website [15 days] (secretariat) Continuous process from preparation to approval: Site visit to assess appropriateness Consultation with local experts Discussion meetings between JC ministries Approval of Proposed Notify the outcome of consideration to methodology proponent Assessment of the proposed methodology [60 days or up to 90 days] Approval of the proposed methodology 6

10 Process for project registration in Cambodia Project Participant Third-Party Entity (supported by Secretariat) Government Development of PDD Validation Validation and verification can be conducted simultaneously or separately. Registration Develop a PDD including a monitoring plan Complete an MoC Submit the validation report, and the validated PDD and MoC Complete a registration request form Submit the PDD and MoC, and request for validation and public comments Notify the receipt of the submission Validate a project Prepare a validation report Request for registration Notify the receipt of the request Notify the conclusion Public comments [30 days] (secretariat) Completeness check [7 days] (secretariat) Continuous process from project development to registration: Confirming the reference data used Confirming environmental impact assessment needs Confirming local stakeholders consultation result Confirming capacity building Confirming project implementation Notify the registration Registration Notify the registration 10

11 Key Considerations on JCM Project Registration in Cambodia Positive conclusion of overall validation opinion by Third-Party Entity (TPE). TPE team who conducted validation include Cambodian personnel (JCM Guidelines for Designation of a TPE). Project meets all requirement determined by the relevant methodology. Project meets the national requirement for conducting environmental impact assessment. Positive opinion from local stakeholder consultation conducted with appropriate representatives. Required capacity building are conducted. Project implementation is confirmed (by site visit, project meeting). Consistency and accuracy of data, information, and evidence. Understanding of JCM and its responsibilities by all parties involved in the project. 11
