Background of the expertise mission The Regional Artemisinin Initiative (RAI) was identified as an early applicant grant under the Global Fund New Funding Model. The initiative s goal is to eliminate falciparum malaria from the areas with proven artemisinin resistance and the surrounding areas at risk in the following five countries of the Greater Mekong sub-region: Myanmar, Cambodia, Vietnam, Thailand and Laos. A regional body (Regional Steering Committee RSC) has been formed to act as a regional coordinating mechanism for this Global Fund grant. The RSC includes members of the following constituencies: Asian Development Bank, ASEAN, development partners, WHO, five RAI countries, academia, civil society, private sector, China and Gates Foundation. The program consists of a country component and a regional component, also called the intercountry component (ICC). Both components have recently been approved by the GFATM, and preparations are now being made for fast implementation of the program to counter the emergency of emerging artemisinin resistance in falciparum malaria in the region. 2 The process of selection of the implementation partners is owned by the RSC as stated in the governance architecture of the RAI. However, the secretariat for the RSC has not yet been established. UNOPS has been identified as the Principal Recipient (PR) of the grant, but is also not in the position to take on this additional task in such short period of time. Given the very short period to review the applications (1 week), the RSC seeks additional independent expertise to assist the panel and the lead consultant. III. Objective and expected results 1) General objective of the expertise mission The overall objective of the assignment is to assist the lead consultant (as Chair of the review panel) to screen and assess relevance of the applicants to the Inter-Country Component of the Regional Artemisinin Initiative, ensuring transparency and quality in the selection process. 2) Specific objectives: To support the Chair of the panel to develop the selection; and to review the proposals in a neutral manner. 3) Expected results As member of the panel review, the consultant support should enable the other panelists to properly implement the SR selection process in a transparent and timely manner - on March 28, 2014 at the latest. Given the fact that other members will work remotely, the consultant will focus on facilitating the process. IV. Description of the expertise mission 1) Description of tasks The expert will support the lead consultant to implement the following activities: Process : - Prepare the templates to be filled, - Draft appropriate guidelines/notes for easy use, - Dispatch the proposals to the members and ensure timely feedbacks, - Ensure QA/QC on feedbacks, - Document the process, - Compile feed-back and prepare the presentation for the RSC meeting of the 28th March. Content : - Ensure criteria selected are used by applicants so proposals comply with the selected specialized services (specific expertise, profile, implementation capacities, etc), - Analyze the exact service packages needed for the ICC to be implemented. 3 2) Expected deliverables - Assessment templates and guidelines; - Documentation of the selection process; - One synthetic report of the outcome of the review; - One PowerPoint presentation (to be presented to the RSC). 3) Coordination The expertise will be coordinated by Prof. Dr. Arjen Dondorp, chair of the Regional Steering Committee and FEI. The expert will work under the lead of the principal consultant. V. Expertise and profiles 1) Number of experts : 1 2) Expert Profile: Expert in public health with understanding and experience in access to health services, equity issues and health care program implementation Qualifications and skills: - Advanced university degree in public health, epidemiology or infectious diseases. - Excellent skills in communication and team player. - Excellent interpersonal, co-ordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment. - Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations. - Good knowledge of national health systems specificities and constraints. - Knowledge of Global Fund processes and requirements. - Excellent planning, organisation and problem solving skills. - Excellent command of the English language; verbal and oral. 4 - Computer literate including knowledge of Word, Excel, PowerPoint & Access. Professional Experience: - Demonstrated experience at international level in the area of malaria prevention, treatment, care and support, including program design and implementation, research and policy development. - Experience in working with national malaria programs in developing countries, and with CSOs and communities. VII. Mission Report In addition to the deliverables, a short mission report is due at the end of the mission, within 30 days of the return from the mission. Practical Information The expert will be based in Bangkok.
