1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT KHMR UN Youth Volunteer in Nutrition The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. The rainy season lasts from May to October and the hot, dry season from November until April. Houses and apartments are available to suit most budgets and preferences. House hunt-ing is not difficult in Phnom Penh. The usual means of locating suitable accommodation is through estate agents/realtors. International UN Volunteers are required to follow the UN residential security requirements as per the local Residential Security Measures (RSM) when choosing their accommodation. 18 Oct 2018 Page 1 of 8

2 There are few taxi operators in Phnom Penh, so for daily transportation the cheapest, fastest and most frequent mode of travel is by a tuk-tuk (a motor-powered rickshaw) or motodop (you sit behind a driver of a motorbike). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a pushbike. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, motodops or bicycling. In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally, in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore. Assignment Details Assignment Title UN Youth Volunteer in Nutrition Organizational Context & Project Description While considerable efforts have been made in recent years to improve access to important public health interventions across Cambodia, significant disparities (i.e. equity gaps, income, provinces) persist among maternal, newborn, and child health and nutrition (MNCH&N) outcomes. Considerable improvement has been made in reducing infant and under-5 mortality rates. Yet Cambodia is among the least performing countries in the world on child malnutrition. The Cambodian burden of under-nutrition among children is enormous with 32% of children under age 5 stunted in 2014, 10% wasted and 24% underweight. Malnutrition is implicated in more than 4,000 child deaths annually, and child malnutrition has health and economic consequences that will affect Cambodia for generations to come. Continuing Improving the health and nutritional status of children is therefore a development priority. These challenges call for effective coordination and demographic targeting of interventions to improve access among rural, poor and vulnerable groups from UNICEF Nutrition team. UNICEF s work in Cambodia follows a lifecycle approach to achieve most impact during the 1,000-days window of opportunity. As such, UNICEF invests in maternal, infant and young child nutrition as well as in adequate nutritional intake during adolescence so to best prepare young women to become strong mothers themselves as the right nutrition can have a profound impact on a child s cognitive development and physical growth. Even if in Cambodia, less than 3% of the 266 million USD in annual economic burden is associated with acute malnutrition requiring in-patient or out-patient clinical life-saving medical care, it is essential to continue the efforts to treat those affected children. 3 negatively affect linear growth and, therefore, undermine child growth and development. During a workshop in 2014, experts agreed that wasting and stunting share many common risk factors and therefore clearer policy directives are needed to encourage and facilitate practical links for more integrated programming Through its country and zone offices, UNICEF has a unique organizational structure that allows to support all levels from up-stream to down-stream allowing information from target populations to reach policy makers and vice versa. At the national level UNICEF works in close collaboration with several ministries. UNICEF already plays an important role in priority setting and in strengthening the overall policy environment for maternal and child health and nutrition. At the same time, presence at the subnational level helps UNICEF to closely collaborate with services providers and gather evidence of what works best. In close collaboration with local government authorities and civil society, UNICEF supports provincial and district health departments, in the planning, implementation, and monitoring of nutrition activities. Sustainable Development Goals 2. Zero Hunger UNV Focus Area Task description Securing access to basic social services The large number of severely wasted Cambodian children who are not receiving treatment adds to the burden of morbidity and mortality in the under-five population. Since 2011, UNICEF technical assistance has ensured that treatment of child wasting is included in the Cambodia Ministry of Health National Nutrition Strategy. Further, along with supporting the scale up of severe and acute malnutrition treatment to 36 hospitals countrywide, UNICEF enabled the re-introduction of commodities for SAM treatment (F75, F100, RUTF) within the Cambodian Essential drug list which has allowed the government to invest public funding to purchase these in 2016 and the coming years. In the coming years, UNICEF will support Volunteer Health Support Group to perform on-going screen the children of their communities, the increase of health facilities providing the services, the treatment and the monitoring. The goal is to reach 10,000 SAM children being treated in Under the direct supervision of the Nutrition specialist, the UN Volunteer will undertake the following tasks: Support the implementation of the scaling up on the treatment of severe acute malnutrition Monitor the quality of the training session implemented in 2019 Support the capacity building of Volunteer Health Support Group to improve screening, identification and treatment of malnourished children during any contacts Support the nutrition officers in i) the collection of evidence-based data, ii) the development of Human Interest Stories and case studies. 4 Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN Youth Volunteer include the development of: Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer s assignment. The host agency will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel. 6 Self-Management Working in Teams Conditions of Service and other information Condition of Service Conditions of Service: Click here to view Conditions of Service The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,282. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment. 7 Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
