1 ENVIROSMART TM - A RESOURCE EFFICIENCY PROGRAMME FOR NZ BUSINESSES Author: Kevin Crutchley, North Shore City Council, Private Bag 93500, Takapuna, North Shore City, Phone: Introduction The EnviroSmart TM programme concept was developed by North Shore City Council in The programme focused on assisting businesses to improve their environmental performance and achieve recognised environmental certification. Member businesses sign up to achieving environmental programme commitments over a two-year period. Seven businesses participated in this first pilot programme. In 2003 North Shore City Council expanded and developed this programme concept into a regional pilot programme and together with other councils in the Auckland region, Landcare Research and the Ministry for the Environment and with the assistance of these multiple funding sponsors* the programme is now operating regionally. Recruitment for this programme has been completed with 61 businesses currently participating in the programme. An essential element of the programme is the assistance and support that participating businesses receive. This includes site visits by specialist EnviroSmart TM consultants and a series of workshops that assist businesses to achieve agreed sustainable environmental objectives. Businesses also receive assistance to gain certification with Enviro-Mark NZ a five level, third-party audited health, safety, and environmental management system. In particular, the programme assists participating businesses to: use resources such as energy, water and raw materials efficiently avoid or reduce all forms of waste produce and purchase environmentally sound products and services achieve recognised Enviro-Mark NZ certification to the Gold level. Each participating business joins a two-year programme and formally commit to achieving an agreed set of programme objectives. Programme costs are shared between the business participants and the funding sponsors. The cost to a participating business is now based on the number of Full Time Equivalent (FTE) employees working at their business site. An overview of the EnviroSmart TM programme follows. 2 Methodology The EnviroSmart TM concept is based on formally signing businesses up to achieving a number of environmental objectives as well as getting recognised environmental certification over a two-year timeframe. To reward this environmental commitment by businesses, as well as publicity for their achievements, they get assistance to help them achieve these objectives. Recruitment A number of methods were used in the Auckland regional EnviroSmart TM programme to recruit members. These included: Publicity at conferences and exhibitions Information placed in industry publications Information sent through a Chamber of Commerce direct mail out Tele-marketing using UBD, council and Landcare Research databases A considerable amount of time was used in contacting over 800 businesses by telephone in the recruitment months. Councils and Landcare Research were both involved in telephoning businesses. Selected business contacts on the databases were telephoned. If a business expressed an interest in the programme an appointment was made and they were visited by either a Landcare Research and/or a sponsor council representative. The businesses were assessed at the visit against programme criteria and this assessment was used in the selection process to determine which businesses that apply to join the programme would be accepted. A formal agreement was signed by each business. This outlined the expectations of both the EnviroSmart TM programme and the participating businesses. Future programmes will concentrate on communication methods to target specific industry sectors and will also utilise opportunities where multiple businesses are meeting. Programme Commitments Businesses that were recruited into the EnviroSmart TM regional programme committed to achieving the following agreed objectives within a two-year time frame. To implement resource efficiency, waste reduction and energy efficiency programmes To introduce environmental requirements for their suppliers and contractors To introduce purchasing policies to consider products that are environmentally friendly To adhere to relevant business environmental accords and environmental best practice guidelines and codes of practice To achieve Enviro-Mark NZ Level 3 Gold certification within two years of joining the programme 2

3 Results to Date North Shore City EnviroSmart TM Pilot Programme Seven businesses are participating in the first North Shore City pilot programme, they are: Allied Concrete Albany De Bruin-Judge Furniture Ltd Lowery Supa Cutters Ltd Phonak New Zealand Ltd Sony New Zealand Ltd Troake Group Vertex Pacific Ltd One company has achieved Enviro-Mark NZ Platinum certification, three companies have achieved Enviro-Mark NZ Gold certification, two companies are on target to get Enviro- Mark NZ Gold cerification in 2005 and one company has had to postpone their participation in the programme until 2006 due to business system re-structuring. A range of resource efficiency achievements have been made by these companies. Case studies of these businesses will be published in late Three of the businesses have had additional achievements. Lowery Supa Cutters Ltd set up a new environmental business and won the Enterprise North Shore Excellence in Environmental Management Award in De Bruin-Judge Furniture Ltd won the 2003 and 2005 Enterprise North Shore Workplace Safety Award and Phonak New Zealand Ltd won the 2005 Enterprise North Shore Employer of Choice Award. Auckland Regional EnviroSmart TM Pilot Programme The regional programme has 61 member businesses currently participating. The programme attracted a range of business sizes as shown in Table 1. Some delays in achieving certification have been attributed to businesses needing to get resource consents and a change in the business project champion working in the business. Table 3 shows how many changes in project champions there has been to date with 44% of the businesses having changed the project champion since commencement in The change of staff responsible for environmental management is a real challenge in regards to getting business improvements underway in a timely and consistent manner, however once the environmental management system is embedded into the business new staff can pick up from where the last staff member left off. An operating environmental management system 3

4 will record what was done by the previous staff member and what needs to happen so the previous knowledge and environmental work is not lost. Discussion The two EnviroSmart TM pilot programmes put obligations on both the business and the funding sponsors. The business commits to a number of environmental objectives, their time and money and the funding sponsors commit to assisting business members to achieve the programme objectives and to celebrate their achievements. EnviroSmart TM combines assistance on resource efficiency, implementing an environmental management system and gaining recognised environmental certification. Once in place an externally auditable environmental management system gives a business the framework to put into practice the programme resource efficiency assistance. Also when the two-year programme is completed the programme funding sponsors know that the businesses that have been certified to Enviro-Mark NZ Gold will need to continually improve on their environmental management to retain that certification level. EnviroSmart TM focuses on assisting businesses on achieving a range of environmental objectives and doesn t focus on just one or two environmental outcomes. The programme objectives include waste reduction, energy efficiency and introducing environmental requirements for their suppliers and contractors and introducing purchasing policies to consider products that are environmentally friendly. The supply chain objectives give the programme real potential leverage in influencing other businesses outside the programme 4

5 membership on environmental practices. The programme objectives that are practically worked through with each business require a significant business commitment so the potential business gains have to be clearly communicated during recruitment and during the programme to get and keep business commitment. A significant challenge is keeping businesses within the programme time limits. This can be particularly difficult when there are several project champion changes within a business or other business priorities need to be dealt with. Conclusion The programme concept combines, in a packaged product, resource efficiency advice, a recognised environmental management system, business commitment to achieving environmental objectives and funding sponsors assisting businesses and publicising their achievements. The concept has shown excellent potential as a resource efficiency programme for businesses. To move forward and building on the experience and lessons learnt from these two pilot programmes North Shore City Council is currently developing a national EnviroSmart TM programme.
