1 Meeting Minutes Date of the Meeting: 14h30, Tuesday, 15 May 2014 Venue: OSOCC Grandstand, Tacloban City Participants: Please refer to the attached list. 1. Introduction The meeting was facilitated by Sarah Rossmann, Cluster Coordinator for Early Recovery and Livelihoods (Manila hub). The ERL Cluster Coordinator provided a briefing to the Cluster members on the status of OPARR s master plan for Yolanda recovery and rehabilitation and the technical assistance UNDP and ILO are providing to the Department of Trade and Industry (DTI), as the lead of the Government Cluster on Livelihood, which consists of 13 Government line agencies. A team of technical experts was seconded by UNDP and ILO to assist DTI in the formulation of the livelihood plan for the Yolanda affected communities. The plan will be an integral part of OPARR s masterplan and will be based on inputs received from the different Government line agencies and other partners. The initial deadline for the finalization of the livelihood plan by DTI and presentation to OPARR has just been moved up from 10 June 2014 to 28 May The ERL Cluster Coordinator further explained that the team of technical experts was attending the Cluster meeting as part of their field level consultations in Tacloban and that they would appreciate updates from the Cluster members on their current and planned livelihood activities and projects in order to gain a better understanding of the different types of interventions and remaining livelihood needs. 2. Updates on On- going and Planned Projects, Programmes and Activities (Partner s Assistance) A. Lutheran World Relief (LWR) LWR presented an update of its operations for the period Jan- May 2014, covering Leyte and Cebu, with a combined number of target beneficiaries of 21,300 people or 4,260 households, 87% of which have been reached by their emergency, early recovery and livelihood activities. The budget for this project is US$2.5 million. B. Salvation Army (SA) SA is currently implementing a backyard gardening project providing home grown vegetables and coconut seedlings to communities in Dulag, Leyte. They are exploring options with several LGUs to engage in joint livelihood activities. 1

Action Contre La Faim (ACF) Provided conditional cash grants and is currently implementing livelihood activities in several areas in Leyte, focusing on the potentials offered by the vast coco lumber available in the area, with coconut farmers as its preferred sector of beneficiaries. D. Food for the Hungry (FFH) Operating in the municipalities of Marabut and Basey, both in Western Samar, covering 50 Barangays, and implementing various livelihood activities that include the establishment of savings groups, in collaboration with other CBOs operating in the same area. E. Centre for Family Service International (CFSI) Currently conducting skills assessment in preparation for its planned livelihoods and small- scale business support project, targeting 12 LGUs in Tacloban and Eastern Samar. F. CECI/Concern In partnership with DSWD and Eastern Visayas University, implementing a skills training project focusing on bunkhouse residents. Equipment is being provided as a grant to successful trainees. G. Catholic Relief Services (CRS) Reported that Phase I of their operation ended in February 2014 and that Phase II has started, focusing on affected areas in Eastern Samar, with emphasis on livelihood activities, such as vegetable production, skills training and technology in partnership with TESDA. H. International Labour Organization (ILO) Emergency employment is about to end. Currently providing social protection coverage to its beneficiaries. A potential eco- tourism project with the LGU in Marabut and in partnership with DA, is being explored. I. World Vision (WV) Provided vegetable seeds for communal garden under a cash- for- work (CfW) scheme. Exploring alternative livelihood sources, based on existing skills available in its area of operation, in close coordination with TESDA and DTI. J. United Nations Development Program (UNDP) Partnering with TESDA on a skills and vocational training project. Planning to provide small cash grants to food stalls in the amount of Php5,000, covering select beneficiaries in the LGUs of Tacloban, Palo, Tanauan and Dulag. 2

Update on Government Livelihood Cluster Action Plan The technical experts explained their role and priorities with regard to the DTI/Government Livelihood Cluster Action Plan formulation and facilitated a discussion with Cluster members. The team has been tasked to support DTI in developing a livelihood plan for implementation in the 171 LGUs directly affected by Typhoon Haiyan/Yolanda, which should adhere to the concept of building back better. Part of the strategy is to explore value chains that are environmentally sound and globally competitive. Priorities include addressing primary needs, such as food and income. The team is also looking at the issue of the damaged coco lumber and how improvements in coco- based farming, as well as inter- cropping could reduce vulnerabilities. Other aspects covered include, for example, labour and employment, MSMEs, livestock and fisheries, as well as coastal resource management, such as planting of mangroves as a natural defence for typhoons and other future disasters. 4. Priority Thematic Issues: Discussion on Priority Needs OCHA facilitated a discussion on remaining early recovery and livelihood priority needs, based on a matrix that has previously been consolidated by OCHA with inputs from the different Clusters. Please refer to the matrix, which is attached separately. 5.
