7 RSWMP OBJECTIVES Launched: in January 2003 Beneficiary: Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Palestinian Authority and Tunisia Supported by : European Union/SMAP Main Objective: Promote the adoption of sustainable Integrated Solid Waste Management in the Mediterranean Eastern & Southern Countries Specific Objectives: Assist target countries in designing, developing & applying the main elements of ISWM; Promote regional exchanges of information & experience within the region in the field of SWM; Lay down the foundation and build up the necessary environment and conditions for international and regional financial institutions to invest in MSWM projects in the region

Egypt: (i) assistance/initiating PSP contract for SWM in a secondary city (Mansoura, Dakahlia) Jordan: Developing PSP understanding and awareness in Madaba (prerequisites, options, benefits, contracting tools, monitoring, etc.) Lebanon: (i) Developing bidding documents for union of municipalities; (ii) drafting legal instruments for cost recovery alternatives, taxation and municipal fee collection. Morocco : (i) Preparing general road map for implementation of eco-packaging system; (ii) developing monitoring unit for PS collection and transportation contracts in Casablanca Palestinian Authority: (i) Developing a clear policy for SWM; (ii) drafting a program for public awareness and community participation Syria: (i) Drafting national public awareness program on new cleanliness law; (ii) designing cost unit for Hama city Tunisia: (i) Elaborate implementation program for an inter-municipal SWM Plan for Bizerte; (ii) Costs calculation for transfer stations in Municipalities of Nabeul Governorates.

Establishment of Electronic database on key stakeholders, donors initiatives, applied technologies, regional and cal expertise, etc.

28 Main achievements and impacts to date - Comprehensive suite of Regional Guidance tools (Guidelines and training modules) covering all SWM disciplines have been applied with concrete outputs, and used under capacity building component. - Cluster of experts in the eight beneficiary countries covering all SWM disciplines. - Finalization of National Studies addressing urgent needs with concrete outputs, ready to be disseminated among Beneficiary Countries. - Today beneficiary countries consider solid waste management as one of the priority environmental concerns that requires immediate action. - Enhanced constructive internal dialogue between key stakeholders at Local and National level to tackle key SWM issues - Regional mechanism for information, experience and knowledge dissemination are in place and functioning (website, newsletters, CD Roms, etc.). - The Project is assisting beneficiary countries in preparing / developing sustainable SWM investment projects coupled with innovative financing / revenue streams (Tunisia, Egypt, Morocco, Algeria, etc.).
29 Why its necessary to follow up on the RSWMP some issues remains to be addressed: - Promoting innovative revenue / financing schemes to address solid waste financial and cost recovery issues. - More Private Sector Participation is necessary, but, appropriate environment necessary for PSP success (laws, capacities to negotiate, evaluate, monitor, etc.). - Further strengthening of national and municipal capacities is still needed. - Sustainability of the Regional Center of Expertise and clusters of experts.
30 Establishment of a center of expertise The general objectives of the proposed RSWCE are to increase the capacity of municipal and governmental institutions to effectively tackle their solid waste problems The proposed RSWCE will achieve this objective by: - improving policy and regulatory frameworks at national and municipal levels; - strengthening national and municipal capacity to improve Financing and Cost Recovery and Private Sector Participation frameworks; - developing and/or piloting projects to encourage innovation; and - sharing knowledge, expertise and experiences on ISWM.
31 Key products and services of the center of expertise wide dissemination of National Studies concrete outputs and preparing and disseminating technical papers and case studies from project s outputs. dissemination of, and support for the application of, the RSWMP Outputs including the Regional Guidelines and Manuals on ISWM; development and implementation of capacity development activities and implementation of Distance Learning courses on ISWM; facilitation of partnership for SWM improvement through participation, policy dialogue and advocacy; provision of advisory services to the country/network members including technical assistance, a helpline and provision of clearinghouse function; development of knowledge resources, through the website, staff exchange, thematic working groups, case studies, publications, study tours, training and databases; and development of tools and aids generally identified to be helpful in facilitating implementation of ISWM in the region at the national and sub-national levels. assisting METAP Beneficiary Countries in preparing / developing high quality SWM investment projects coupled with Carbon Finance Mechanism
