Registered Participants: Attachment B. Presentation: Attachment C. Follow-up Actions 1. Participants were requested to add information on assistance provided to the Who- What-Where (3W) data base. The 3W form will be circulated separately. 2. Participants were asked to provide any inputs on the Recovery Cluster draft terms of reference by to C. Kelly (havedisastercallkelly@gmail.com) or Khusrav Sharifov (khusrav.sharifov@undp.org). 3. The Recovery Cluster Advisor will circulate the meeting minutes and other documents to participants. 4. The Recovery Cluster Advisor indicated that another Recovery Cluster meeting would be held when needed, with most communication done using s or by phone. Session Notes Opening and Introductions Mr. Waram and Ms. Vienings opened the meeting followed by an introduction by each participant. Recovery Concept and Application to the Highlands Earthquake A short presentation was made on the early recovery concept (Presentation Slide 4), with examples of how the concept and process applied to the current Highlands Earthquake response. The background of the Framework for Recovery was presented, and the purpose of the Framework summarized. The core purposes of the Framework are to (1) lay out all the elements which need to be included in successful recovery, and (2) provide a checklist for recovery program and project development. Copies of the Framework for Recovery are available from the Disaster Risk Management project (michael.sembenombo@undp.org), and have been circulated to all registered participants. National Emergency Restoration Team Perspectives Mr. Waram noted that the current focus is on relief assistance and that the support of Oil Search, Exxon/Mobile, Australia, New Zealand and other partners were significant and greatly appreciated. Mr. Waram said that water was an immediate need. The Restoration Team was looking at providing water purification machines, Tufa tanks and materials for rainwater harvesting. Australia has also support the Department of Works in the assessment of roads in the disaster-affected area.

2 Page 2 A bill on the establishment of a restoration authority will be tabled on Thursday next week to set up a formal authority. A question was raised on funding. Mr Waram advised that the Controller had received funds from Ok Tedi Mining Limited and from the Chinese Government and used these funds to procure relief items in Port Moresby and have them airlifted to Mendi, Tari and Gomo for distribution. Funds provided through the Controller could be more directly monitored. Coordination Process/Highlands Earthquake Recovery Cluster Terms of Reference The Highlands Earthquake Recovery Cluster Terms of Reference (Presentation Slide 8) were reviewed briefly. Participants were asked to forward any comments to C. Kelly (havedisastercallkelly@gmail.com) or Khusrav Sharifov (khusrav.sharifov@undp.org). Who-What-Where (3W) A short presentation was provided on the Who-What-Where (3W) process and its importance in tracking ongoing assistance and linking planned assistance to work already done. 3W can also generate information on gaps in assistance, and of possible duplications of assistance. The issue of conflict and how it can be mitigated or exacerbated by how aid is provided was raised as a significant factor in planning and delivering assistance. The session then provided participating organizations an opportunity to summarize on-going, planned or possible recovery-related assistance. Key information from these presentations are summarized in Attachment D. Other Issues/Additional Comments Other comments provided at the end of the meeting included: On the part of the Restoration Team, a need to focus on water and agriculture in immediate future. On the part of UNDP, a need to consider the level of damage to government infrastructure as having an impact on effective governance, including relief and recovery, and actions needed to recover this infrastructure, citing the case of Southern Highlands Provincial Office in Mendi. On the part of Oil Search Foundation, the limited experience of many involved in the earthquake response in working on disasters. On the part of OCHA, a need to focus on the delivery of life saving assistance, as sufficient rapid assessments had been done to define the scale of needs. On the part of IOM, a need to use the settlements approach to frame relief and recovery, a need to consider the impact of how assistance is provided on current and potential conflict situations, and a need to follow appropriate principles in relief and recovery assistance.

7 Page 7 Attachment D Summary of 3W Information Provided Oil Search Foundation(OSF) and Oil Search Limited (OSL) The focus is on relief at this stage. Thinking recovery and how they can coordinate well with everybody. Work with DMT, SHP and Hela working with the Provincial Health Authority(PHA) and PDC. Play strong role working with PHA CEO in Hela to address health needs. Working with 15 Health facilities in Moro and communities downstream Kikori River Addressing Women s protection needs together with UN Women in Hela and Hela Family support Centre. Support to PHA on what else can be done. Working through WASH Cluster Priorities as well as Health Cluster to support people in Hela and SHP. There is money set aside for WASH and Health priorities. In the process of working with the partners in the area of WASH and Health in a better coordinated approach to avoid duplication. Sustainable Livelihood focus on supporting communities with seedlings and tools especially in project impact communities. Recovery planning process is at its infant stage. World Bank Can offer support in terms of funding for recovery and reconstruction. Can mobilize assistance on recovery from the Global Facility for Disaster Reduction and Recovery in Singapore. Are considering reprogramming existing funds for road repairs. Asian Development Bank(ADB) Have begun process to provide up to USD 3 million for recovery. Funding pending Government passage of legislation related to the state of emergency. Noted need for an assessment to identify and prioritized needs so that the money can be well spent. United Nations Disaster Assessment and Coordination(UNDAC) Coordinating assessments across agencies. Highlands Humanitarian Hub team has deployed a joint assessment team to Hela and Southern Highlands Province to assess in a more coordinated manner. The results will help the agencies and the Government to plan for further relief and recovery. Initial assessment informs larger recovery assessments and planning. Australian Department of Foreign Affairs and Trade (DFAT) Focus to date has been on relief operations. Planning for draw down of military assets at this stage. Early Recovery will form a large part of work going forward. Have conducted an aerial survey of the Highlands Highway. Engineering support has met with Controller and DOW to see how they could reconstruct. Health has been the focus on relief side in providing medical kits. Health cluster has been more active. FAO/Food Security Cluster Agriculture intervention will be monitored in close consultation with the recovery coordination team. Have plans on what to do, but not sure where. Are attending meetings to understand who is working where so that they can target other communities.

8 Page 8 Papua New Guinea Red Cross and International Federation of Red Cross and Red Crescent ( PNGRCS and IFRC) Rapid assessment conducted last week. Disaster Relief Emergency Fund (DREF) has been launched. Emergency Appeal is likely but need more information. PNGRCS will work on plans for longer term recovery International Organization for Migration (IOM) Estimated 10,000 shelters damaged. Priority needs 3,200 households. Shelter can be a focus at this stage but also looking at Human Settlements Will have an expert arrive next week to help on a Shelter recovery plan and intervention in the affected areas. Noted environmental impact of cutting trees for piles to hold plastic sheeting. Office of the High Commissioner for Human Rights (OHCHR)Protection Cluster Are mobilizing dignity kits. UNWOMEN and UNFPA working on child friendly spaces. Mobilizing experts in psychosocial support, prevention of sexual abuse and genderbased violence. Communicating with communities providing support to people needing trauma counselling etc. Working on a standardized messaging. Education Cluster/UNICEF Education structures engineers assessing schools in and outside of Mendi. Trying to contact local school directors to identify damages and get reports using SMS. Set up of safe spaces that will be transition to safe learning spaces in the 7 most affected LLGs Procurement of school tents and early childhood kits New Zealand Ministry of Foreign Affairs and Trade. Started conversation on Recovery. Are considering humanitarian grants to NGO for recovery activities to support. Participating through the clusters trying to collect more information and how they can work through to support recovery efforts. ##
