2 On November 8, 2013, Typhoon Yolanda (Haiyan) hit the Philippines left a grave number of deaths and an unprecedented record of damages in our country.

5 On December 6, 2013, the President signed Memorandum Order No. 62 (MO62) appointing former Senator Panfilo M. Lacson as the Presidential Assistant for Rehabilitation & Recovery (PARR).
6 PARR s Functions under MO62: Over-all Manager Coordinator Proposes Funding Overseer Call upon government agencies and stakeholders
7 PARR s Limitations PARR did not take-over any government functions PARR does not manage or hold funds PARR must observe existing laws and regulations (e.g., funds disbursement process, PDNA, scope of mandate under MO62)
8 While Typhoon Yolanda caused devastation, PARR also views this event as an opportunity to build back better and to improve lives.

10 BUILD BACK BETTER Principle PARR is guided by this principle which focuses on long-term, sustainable efforts to reduce vulnerabilities and strengthen capacities to cope with future hazard events.
11 BUILD BACK BETTER Principle Build Typhoon Resilient Infrastructure (250kph) Explore Sustainable Industries/SMEs, Typhoon Resilient Crops/Cash Crops, End-to-end value chain Typhoon Resilient Communities/Resettlement Sites Social Protection mechanisms in affected areas

13 CLUSTER FRAMEWORK APPROACH Infrastructure Resettlement Social Services Livelihood Support
14 Phased Implementation Approach Each province will come up with its own Provincial Plan, which will be integrated and vetted by the Cluster Groups. PARR will consolidate the integrated and vetted Provincial Plans, and submit to President Aquino. Implementation of projects in accordance with set standards and in compliance with the "build-backbetter" guidance will proceed after the President s approval.
15 Last May 30, the Provincial and City Rehabilitation Plans of the following provinces and city were vetted and signed by the Cabinet Secretaries/ Heads of Cluster Leads: Cebu Samar Leyte Tacloban City

17 Development Sponsors Keep an eye on the overall strategic plan of rehabilitating each of the 24 Areas of Intervention and Development (AIDS) Assist in Comprehensive Land Use Plans of the municipalities in their respective coverage areas Tasked to coordinate with various partners to manage all efforts in their respective areas with Sector Sponsor partners, local and foreign funding partners, non-government organizations, and local government units

21 Last June 11, PARR oversaw the turn-over of 150 houses built by Ayala Land for Typhoon Yolanda survivors in Estancia, Iloilo. ICTSI donated P250M through its foundation, the Bloomberry Cultural Foundation, to help fund the construction of the new Eastern Visayas Regional Medical Center (EVRMC).
22 Haiyan Multi Donor Fund Created through the Philippine Disaster Recovery Foundation Financial donations for the rehabilitation and recovery efforts of all Yolanda affected areas may be made through the Haiyan Multi-Donor Fund Managed by a 5-member Board of Trustees composed of CEOs from SGV-Ernst & Young Accounting Firm, Globe Telecom, Smart Telecom, ABS-CBN Corporation, and GMA Corporation
23 Multi-Hazard Map Approach Slow Onset Thematic Maps Rainfall Temperature Extreme Events Landslides Erosion Flooding Drought Storm Surge Wind Speed Disaster Geohazard Liquefaction Ground tremor Volcanic eruption Tsunami One Map One Data WHERE WE ARE Geospatial Technology One Map Many Data C L U P LGUs Integrated Map WHAT WE WANT TO ACHIEVE
24 On June 17, 2014 OPARR signed an MOA with the National Mapping and Resource Information Authority (NAMRIA) to provide geospatial information and a unified Multi-Hazard Map for Yolanda rehabilitation and other public uses.
25 PARR s strategy includes empowering local government units by providing maps and data to conduct tactical and strategic plans for informed decision making to be resilient from disasters, and to respond to disasters.
