ALVORD UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION REGULAR MEETING District Office Board Room Keller Avenue, Riverside, CA Thursday, September 19, 2013 M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:03 p.m. by President Kaspereen, in the Board Room of the District Office. A quorum was established with the following Board Members in attendance: Present: Mr. Art Kaspereen, Jr., President Mr. Greg Kraft, Vice President Mrs. Carolyn M. Wilson, Member Mr. José Luis Pérez, Member CALL TO ORDER Quorum Via Teleconference: Mr. Ben Johnson II, Clerk Hearing Session: President Kaspereen extended an invitation to the audience to present matters of concern related to Closed Session items. No one came forward. Presentations: HEARING SESSION Presentation Assembly Bill No Presentation: Dina Harris, Best Best & Krieger, provided an update on Assembly Bill No (Ammiano) Pupil rights: Sexsegregated School Programs and Activities. The PowerPoint presentation covered: 1) the date this law goes into effect; 2) the District s legal obligation under this new law; and, 3) realistic/potential impact to the District, including students, staff, administrators, parents, and relevant school and community members. Ms. Harris clarified information and answered questions. Following discussion, Dr. Salazar requested direction from the Board related to the next steps. The Board suggested that staff start to dialogue with other districts and the California School Boards Association (CSBA) to gather information on how they plan to proceed. The Board requested that staff provide information to the Alvord community and solicit their input. The Board adjourned to Closed Session at 5:44 p.m. and reconvened to Open Session at 7:00 p.m. in the Board Room of the District Office. 2 AUSD Minutes Meeting of September 19, Approve Minutes: The Board unanimously approved the Minutes of the Regular Board Meeting of September 5, 2013, upon a motion made by Carolyn Wilson and seconded by Greg Kraft. 4. Ward 6 Update: Councilman Jim Perry reported on the following current activities and accomplishments within Ward 6: Mayor s Night Out at Arlanza Elementary School on September 11, 2013 High school students from Alvord will partner with the Riverside Art Museum to paint a mural at the Galleria at Tyler Fireball Run with Mayor Bailey, Saturday, September 28, 2013, from 12:00-6:00 p.m. on the Main Street Mall Long Night of Arts & Innovation, October 10, 2013, in the Riverside Auditorium and Events Center Arlanza Health Fair, Saturday, October 5, 2013 Visits to all school sites located within Ward 6 Monthly meetings with Superintendent Salazar Street resurfacing projects Homeless in the community Tribute to K.R. Zack Earp, former Board Member President Kaspereen welcomed and introduced Mr. Frank Arreola, assistant to Councilman Steve Adams. 5. Presentations: 432. Minutes MSC. 108 Ward 6 Update Presentations a. Long Night of Arts & Innovation The Curious Kids Zone: Reyna Harvey, University of California, Riverside, provided a brief presentation on the Long Night of Arts & Innovation to be held on October 10, 2013, at various downtown Riverside venues, from 4:00 9:00 p.m. b. Annual Review of STAR Program Assessment Results and Progress Toward Student Performance Goals: Dr. Salazar, Superintendent, provided the required annual report of student assessments in English language arts and mathematics, clarified information and answered questions. Hearing Session: President Kaspereen extended an invitation to the audience to present matters of concern to the Board. The following individuals came forward: Mary Jo Macias, Alvord Council PTA President, provided an update on the Alvord Council PTA and stated that she is excited about the new things happening this year with a focus on growth and involvement. Ms. Macias reported on a few upcoming events. HEARING SESSION

3 AUSD Minutes Meeting of September 19, 2013 The following individuals came forward to express concerns related to Child Nutrition Services restructuring and lack of communication; La Sierra High School Special Education Assistant schedules; Classified Management Operations Supervisor position; singleton positions approved on September 5, 2013, not being opened, Arizona kitchen inspection and Norte Vista High School s custodians need for working radios: Irma Mendez, President of CSEA Chapter 339 Doris Gale, CSEA Chief Public Relations Officer (CPRO) Tim Webster, Maintenance Specialist Mechanic/Painter Lydia Clouthier, Vice President, CSEA Chapter 339 Debbie Mitchell, La Sierra High School Special Education Assistant I The following individuals came forward to report on separate topics: Lisa Towery, CSEA Labor Relations Representative, reported that she has been reassigned to San Bernardino City Unified School District. Ms Towery thanked the Board of their support of CSEA and the community. Ms. Towery stated that she wanted the Board to be aware that decisions made by the Director in Human Resources Development have been rescinded by his supervisor resulting in an inability to move forward and requested that the Board check into the backlog of unresolved concerns. Leigh Hawkinson, President of AEA, shared good news and recognized Valerie Darrell, Foothill Elementary School Teacher, and Meg Decker, La Sierra High School Teacher, for being selected by CTA to serve on the State Competency Panel for teacher competency. Lindsey Garza- Johansson, School Psychologist, has been sought after by CTA as a State-wide presenter for her expertise in dealing with special psychological needs for students and she is slated for three State-wide conferences. The CTA Lead Reporter will be interviewing several of Alvord s teachers for special articles including Mr. Kaspereen as a former educator. 6. Action Items: 433. Accept Gifts: 1) Advance Research & Data Analysis Center, Inc. donated $ to Wells Middle School for their support and participation in the Read-Aloud Accommodation Study. 2) The Department of Radiation Oncology at Torrance Memorial Medical Clinic donated $ to Norte Vista High School s AVID Program in memory teacher John Weber. 3) Schools First Federal Credit Union donated $1, to the Alvord Unified School District Human Resources Development Department to assist with costs associated with the Pancake Breakfast and Management Retreat.

30 AUSD Minutes Meeting of September 19, 2013 Board/Superintendent Comments: José Luis Pérez ~ I believe that I read in the little newspaper they throw in my driveway that they had a table in there where it shows from other districts then ours and they show the number of students enrolled and the number of students that we pick up from other districts, and the number of students that other districts pick up from us. If I recall this correctly, the number that went from our district to other districts which, was higher by quite a little bit than the number we receive from other districts. When I say higher by quite a little bit I am talking about figures maybe about, and please don t quote me on this because I don t remember the numbers right and I don t know what date that little paper has marked on it, anyway, it has 1900 go out and maybe 12 come in, something to that effect. COMMENTS Carolyn M. Wilson ~ Mrs. Wilson thanked all the schools she has visited and stated that it is a good start to the new school year. Mrs. Wilson is looking forward to Kathy Wright s recognition luncheon tomorrow. Mrs. Wilson thanked Kathy for coming back to assist the District. Art Kaspereen, Jr. ~ Mr. Kaspereen thanked Kathy and congratulated her on her well deserved recognition tomorrow and stated that he is looking forward to attending the luncheon tomorrow. Mr. Kaspereen thanked Lisa Towery for her work on behalf of classified staff and wished her well in her new assignment. Mr. Kaspereen recognized Carmen Sexton Boykin who will be officially retiring in 7 days. Greg Kraft ~ Mr. Kraft thanked Kathy for coming back to help the District and wished Lisa and Carmen well and stated that Carmen has seven days and he has seven months until retirement. Mr. Kraft expressed concerns about the dress code at middle schools and questioned whether or not it is being enforced. Mr. Kraft will not be present at the October 3 rd Board Meeting; however, he hopes to participate via teleconference. Mr. Kraft and his wife will be visiting the New England States. Ben Johnson ~ Absent Dr. Salazar ~ Dr. Salazar congratulated Loma Vista Middle School for receiving a grant from ING USA. They are one of 59 recipients across the United States. Dr. Salazar has been visiting universities and will be visiting the University of California, Riverside, soon. Dr. Salazar was impressed with the President of La Sierra University, Dr. Wisbey who is very energetic and welcoming. Dr. Salazar formally thanked Dr. Kathy Wright for agreeing to come back and stated that she has been a tremendous help and is truly a classy lady.
