2 CONFERENCE OVERVIEW Healthy Watersheds, Healthy Floodplains The 2012 annual conference of the Minnesota Association of Floodplain Managers (MnAFPM) will convene in Rochester, Minnesota on November 14-16, 2012 at The Kahler Grand Hotel. The conference agenda will focus on extreme event analysis, metrological aspect of flooding, recovery programs, flood control projects, stream restorations, case studies and mapping. The conference will again include the Certified Floodplain Manager Review and Exam as well as training and a field tour of area flood control projects, recent flooding and recovery efforts and the dam failure in the City of Oronoco. The conference will also include vendor exhibits and networking opportunities. PLENARY SPEAKERS BRANDON BARNES Water Resource Engineer, Barr Engineering Company Mr. Barnes received his bachelor s degree in civil engineering from the University of Minnesota. In 2006, he joined Barr Engineering s Water Resources Group, specializing in projects requiring hydrologic and hydraulic modeling. In 2009 Brandon began working with a team of consultants, the U.S. Army Corps of Engineers, and Local Sponsors on the Fargo-Moorhead Metropolitan Study to evaluate permanent flood risk reduction measures. TERRY COLGAN, Sutron Corporation Mr. Colgan is Central States Sales Manager for the Sutron Corporation, covering IA, KS, MN, MO, NE, and OK. Sutron is a leading provider of hydrological and meteorological hardware and software. Prior to Sutron, he was a consultant to the Lower Colorado River Authority in Austin, Texas, responsible for the buildout of its Hydromet system. A native of Kansas, Terry has a bachelor's degree from Kansas State and a master's degree from Texas A&M University; both in natural resources. BRETT COLEMAN, P.E., Project Manager, U.S. Army Corps of Engineers - St. Paul District Mr. Coleman has been with the Corps for approximately 3.5 years. Previously, he worked for Natural Resources Conservation Service (NRCS) for 7.5 years on the watershed planning staff as the civil engineer. He has also worked 7 years for the Minnesota Department of Natural Resources, Division of Waters. Brett holds a bachelor degree from the University of Minnesota and is a registered civil engineer in Minnesota. Brett lives with his wife and two children in western Wisconsin. GEOFF GROCHOCINSKI, NOAA Geoff Grochocinski is originally from the Chicago area and developed an interest in weather from his childhood memory of the F5 tornado that destroyed parts of the nearby suburb of Plainfield in Geoff received a bachelor's degree in meteorology at Iowa State University in 2006, and went to work for Chesapeake Energy Corporation in Chicago forecasting tropical cyclones and their potential impact to oil rig operations in the Gulf of Mexico, as well as the weather's impact to global agriculture and U.S. energy demand. An opportunity at Meteorlogix brought him closer to the Twin Cities in late 2006, where he produced hourly temperature and weather forecasts for power companies to help those companies estimate energy demand. Geoff couldn't pass up the offer to join the National Weather Service at the Grand Forks, ND office in late His 4 years of forecasting and service for eastern North Dakota and northwestern Minnesota gave him plenty of flooding experience after working through 3 major consecutive spring thaw Red River Basin floods from He accepted a promotion to the neighboring Duluth office late last year. He is finding enjoyment in forecasting the Northland's weather and the challenging Lake Superior. 2 Healthy Watersheds, Healthy Floodplains

3 PLENARY SPEAKERS JEFF HALL, MnDOT District 1 Mr. Hall is a maintenance operations specialists and Homeland Security Emergency Management (HSEM) liaison for District 1 in north eastern Minnesota. Jeff is currently working towards the State of Minnesota HSEM Certification. Jeff acted as the liaison officer and operations assistant officer during the June 20, 2012 Floods in District 1. He was instrumental in standing up and operating the District 1 Incident Command Center for this event. GREG THOMPSON, P.E., CFM, Houston Engineering Inc. Mr. Thompson received his bachelor s degree. in civil engineering in 2003 from North Dakota State University. He has been employed with Houston Engineering for nine years conducting flood risk management design and analyses. He is a member of several professional engineering organizations and is registered as a professional engineer in North Dakota and Minnesota. Mr. Thompson is also registered as a Certified Floodplain Manager (CFM) from the Association of State Floodplain Managers. LUNCH SPEAKER CHARLES K. HAZAMA, former Mayor, City of Rochester Charles K. "Chuck" Hazama is a Native Hawaiian and a former mayor of Rochester, Minnesota. He served as mayor of Rochester from 1972 to Before he was mayor, he served as the executive director of the Rochester YMCA. Hazama worked to promote Rochester, and his efforts were recognized when Money Magazine named Rochester the number one place to live in He also worked to create a city-wide system for flood control following Rochester's flood of GENERAL INFORMATION Full conference registration includes 2013 membership to MnAFPM, attendance at all the plenary and concurrent sessions, training workshops, entry to exhibits, Wednesday morning continental breakfast, evening hors d oeuvres reception and two beverage tickets, Thursday light breakfast, lunch and all refreshment breaks. The field tour on Wednesday is not included in the full conference registration due to additional food and transportation costs ($25/person). Participants are responsible for their own lodging and travel (see page 4 for lodging information.) If you cannot register online, complete the registration form and fax or to GTS by October 31, For the Certified Floodplain Manager (CFM) Program, ASFPM requires submittal of proof of 16 hours Continuing Education Credits (CECs) within the previous 24 months, with a maximum of 12 CECs earned in any one year. Similar to previous years, CECs will be available for attending the conference, participation in training events and the field tour. This conference is also a great way to earn Professional Development Hour (PDH) credits for your professional registration. A PDH form will be available at the conference to assist with your record keeping needs. However, consult your professional association for its specific rules and requirements. 5 Wednesday, November 14 Training/Field Tour/Events PRELIMINARY PROGRAM 7:00 am - 6:30 pm Registration 7:00 am - 8:00 am Continental Breakfast 7:00 am - 4:30 pm Exhibitor Setup 8:00 am - 4:30 pm Review for Certified Floodplain Managers Exam Ceil Strauss, MDNR The Association of State Floodplain Managers (ASFPM) offers a national certification exam for those with extensive floodplain management knowledge. This exam, offered at this conference from 8:00 - Noon on Friday, November 16, covers the history and regulations of the National Flood Insurance Program (NFIP), natural and beneficial value of floodplains, mitigation, flood map interpretation, Elevation Certificates, and floodplain ordinance administration. To apply to take the exam you must: 1) Fill out the eight-page exam application found on the ASFPM website at under Certification, and 2) Pay the exam registration fee to ASFPM. It is strongly recommended you start the exam application process at least three weeks in advance of the exam date. It is also recommended that those taking the exam attend this one-day review course. Go to for more information and to download the application and FEMA s 10-unit (500-page) manual Managing Floodplain Development through the NFIP for advance review. 8:00 am - 9:45 am Flood Damage Reduction Grant Money and Process Jen Nelson, HSEM & Pat Lynch, MDNR The Flood Damage Reduction Grant Assistance Program (FDR) was created by the Minnesota Legislature in 1987 to provide technical and financial assistance to local government units for reducing the damaging effects of floods. Under this program the state can make cost-share grants to local units of government for up to 50 percent of the total cost of a project. The Hazard Mitigation Grant Program (HMGP) is a FEMA program administered by the State of Minnesota Homeland Security and Emergency Management (HSEM). As a 75% federal cost share program there are many requirements for eligibility. This training session will cover the application process and the coordination needed between the DNR, HSEM and the local jurisdiction. 8:15 am - 9:45 am GIS and Web Applications Jim Lind & Aaron Meilke, Barr Engineering Co. 9:45 am - 10:15 am Break This course will provide an overview of how Geographic Information Systems (GIS) and web-mapping applications can be utilized to collect, organize, review and manage data related to flooding and floodplain management. The use of mobile devices for accessing and editing data and maps in the field using smart phones, tablet computers and other technologies will be covered. In addition, we will discuss the use of web-based mapping applications as a document/data management system used to access and view project related documents, photography, historical aerial photos, existing and proposed flood control features and flood inundation areas. The use of web or desktop based GIS for viewing real-time flood inundation and flood forecasts will also be highlighted. 10:15 am - 12:00 pm New Levee Certification Suzanne Vermeer, FEMA Region V Levee certification is the process that deals specifically with the design and physical condition of the levee, and is the responsibility of the levee owner or community in charge of the levee s operations and maintenance. Certification must be completed for the levee to be eligible for accreditation by the Federal Emergency Management Agency (FEMA). Participants in this session will learn the Certification process, FEMAs role, and the differences between Certification and Accreditation. 10:15 am - 12:00 pm Geotechnical Aspects of Flood Protection Chuck Hubbard, Braun Intertech Earth dams and levees are not typical geotechnical structures. Part 1 of this session, The Hope of Design, will cover the geotechnical processes that govern earth dam and levee stability and performance, field and laboratory testing, seepage, stability and deformation analyses, and design for earth dams, levees, and the temporary structures that facilitate their construction. Part 2, The Truth of Construction, will cover construction equipment, excavations, dewatering, fill placement and compaction procedures, unforeseen conditions, inspections, testing and safety. The session will draw on experiences from four years of design and construction work on the Roads Acting As Dams (RAAD) project on the Spirit Lake Reservation in Devils Lake, North Dakota; on the flood protection work continuing within and expanding out of the Fargo/Moorhead, North Dakota/Minnesota area; and on impoundment structure construction in western North Dakota MnAFPM Annual Conference 5

Between tour stops you will be on a comfortable 45-passenger coach bus with a restroom. Brede, City of Rochester 8:15 am - 9:45 am Plenary Session A: Meteorological Aspects and Impacts of Duluth Flooding Geoffrey Grochocinski, NOAA Jeff Hall, MnDOT Terry Colgan, Sutron Corp. 9:45 am - 10:05 am Break in Exhibit Area Historic heavy rains and flash flooding affected a large part of northern Minnesota and far northwest Wisconsin on June 19-20, Maximum rainfall amounts between 9.50 and inches fell across a large part of the City of Duluth, and adjacent areas of the north shore of Lake Superior near the City of Two Harbors. This presentation will discuss the scientific aspects of heavy rainfall and flash flood processes during this event, and the unique operational and topographic challenges this event encompassed. In addition, this is perhaps the most significant heavy rain/flash flooding event in the continental U.S. to yet be observed by a newly deployed dual-pol capable WSR-88D radar, and we will present a prelim nary analysis of the performance of the KDLH WSR-88D dual-pol data during this event. Members of the Flood Diversion Authority are considering a list of options for changes to the Fargo-Moorhead Area Diversion Project that would save several million dollars in project costs, reduce upstream impacts and reduce risk of summer time project operation. The technical options are a result of value engineering and other studies as part of the U.S. Army Corps of Engineers design process. This three-part presentation will focus on the feasibility analysis of potential impacts from the proposed diversion of the Red River of the North and some North Dakota tributaries as part of the Fargo-Moorhead Metro Flood Risk Management Project. One component of the proposed Fargo-Moorhead diversion channel is a meandering low-flow channel (LFC). However, a meandering LFC introduces the question of whether it is feasible to construct and maintain a LFC that is allowed to meander within a prescribed belt width. The study features the analysis of multiple sediment transport and geomorphologic datasets, including an intensive campaign to measure bedload and sediment transport rates and sediment gradations during the spring flood of A recently completed Extreme Rainfall Analysis related to the Fargo-Moorhead Diversion evaluates three historic events from southern Minnesota and Iowa.
