2 Conference Rationale A package of curriculum reforms is about to unfold beginning school year This includes the K to 12 basic education curriculum, the upgrading of the general education program, and the outcomes- and typology-based quality assurance in higher education. Being concrete forms of educational change, various stakeholders are preparing to manage their implementation and impact. In particular, these reforms will require modifications in all spheres of language teaching: matter, methods, materials, measurement, mentees needs that must be met, and mentors roles to achieve the goal of developing functionally literate citizens equipped with 21 st Century skills capable of meeting the demands of the new digital economy where English is for now the global lingua franca. With these challenges in mind, the Philippine Association for Language Teaching (PALT) Inc. focuses on the theme Managing Change for its 2012 Summer Conference. Objectives After taking part in this conference that focuses on strengthening teachers capabilities in managing change, participants are expected to: 1. affirm their roles as change managers in light of the education reform initiatives that have bearing on the professional discipline of language education; 2. explore potentials of indigenous materials and contexts in developing language skills in one s mother tongue and in the target language in the early years; 3. realize the need for teaching approaches that facilitate the transfer of language skills from one s mother tongue to the target language; 4. articulate implications of a standards-based view of language teaching in basic education, higher education, and technical-vocational education; and 5. formulate a research agenda that will help monitor and evaluate the outcomes of changes in language teaching brought about by state education reforms. 2

10 BY-LAWS Article I: Name and Purpose This organization shall be called The Philippine Association for Language Teaching, Inc., hereinafter referred to as PALT, Inc., with business address at the Department of Language Teaching, College of Education, University of the Philippines System, Diliman, Quezon City, Metro Manila. The aim of PALT, Inc. shall be to help promote better language instruction in the Philippines on all instructional levels, irrespective of the language taught, by encouraging and coordinating efforts at improving instruction in any language through any of the means that the Association may decide to undertake to achieve its goals, such as the following: publication of a journal for language teaching and of books, articles, and instructional materials in applied linguistics; holding of periodic conferences, lectures, and demonstrations in language teaching and other related subjects in linguistics; encouragement and sponsoring of linguistic research and preparation of language teaching materials through grants and contests; evaluation of policies and publications and other materials in language teaching; and undertaking service projects for language instruction such as: a pool of language instructors and consultants on language teaching made available to offices, schools, and universities that may desire and request their services; speech improvement centers for various languages taught in the Philippines, such as Filipino and English; and a main consultant service center accessible to language teachers for consultation on research sources for findings, instructional materials, teaching procedures, etc. promotion of the organization of chapters of PALT in the Philippines and of similar associations in other countries, ultimately to be affiliated into an International Association for Language. 10
11 PALT, Inc. extends its gratitude to the Summer 2012 Conference Host: This 90-year old school is nestled in the heart of La Trinidad, Benguet the strawberry capital of the Philippines. Its history dates back to the time when the Baguio-La Trinidad road was only a rough horse trail in That was the year when the La Trinidad Experiment Station of the Bureau of Agriculture was turned over to the Bureau of Education. By this turn of events, the La Trinidad Farm School was opened with 30 pupils in Grade V. This development trail blazed the school's metamorphosis, as it expanded its services and heightened its prominence in the area. According to earlier reports, the Farm School was planned ultimately to develop into a large normal school, where the best Igorot pupils will be given special training for the service as teachers among their own people with emphasis on agricultural education. The school was renamed La Trinidad National Agricultural School (LTNAS). Four months later, it was nationalized and named the Mountain National Agricultural School (MNAS). It was soon converted into the Mountain National College (MNAC); Mountain Agricultural College ( MAC ); and eventually, the Mountain State Agricultural College (MSAC) in 1969 through RA On January 12, 1986, the College was converted to a state university by virtue of Presidential Decree (PD) No signed by President Ferdinand E. Marcos. Initiatives for this development started in the 70's when former Assemblyman Andres A. Cosalan filed a bill for the elevation of the Mountain State Agricultural College to a University. Later in 1984, the incumbent Congressman, Samuel M. Dangwa refiled the bill with some amendments until PD 2010 was signed. Another local leader responsible for the attainment of university status was former Benguet Governor Ben Palispis. From 1916 until the late forties, the school was headed by Donato Cariño, James A. Wright, J.R. Zollanger, Clayton Abbot, Glen Grisham, Russel Taylor, Clayton C. Douglas, and Luis J. Dangilan. Succeeding heads were Constancio T. Medrana, Julian Mamaril, Amado C. Tolentino, Bruno M. Santos, Pedro Ventura, Antonio G. Dumlao, Lawana T. Batcagan, Fortunato A. Battad, Lucio B. Victor, Cipriano C. Consolacion, Rogelio D. Colting and the incumbent President Ben D. Ladilad. 11
