2 Civil society partners are classified as follows: 1. Individual Host Civil Society Organizations (CSOs) will include a. Non governmental organizations (NGOs) and people s organizations (POs) registered under SEC as nonstock, nonprofit corporations pursuant to the Corporation Code of the Philippines or those duly accredited by PCNC. b. Cooperatives accredited by the Cooperative Development Agency (CDA) as provided for in the Cooperative Law of the Philippines and the Cooperative Development Authority Act. c. Labor Unions, Federations and Workers Associations registered under the Department of Labor and Employment (DOLE) in accordance with the Labor Code of the Philippines. d. Non profit Corporations and Associations performing social work and have obtained a license to operate as Social Welfare and Development Agency (SWDA) from the Department of Social Welfare and Development (DSWD) e. International Development Organizations with local offices and areas of operations. 2. CSO Umbrella Organizations, Coalitions, and Networks a. Umbrella organizations, coalitions, and networks refer to associations that represent a network of organizations, protect their shared interests, and provide them with identity in the sector. b. CSO umbrella organizations, coalitions and networks must play a strong advisory role with its member organizations particularly in upholding accountability, transparency, and adherence to a defined code of ethics and standards. c. CSO umbrella organizations, coalitions and networks must be duly registered with the SEC as nonstock, nonprofit corporations pursuant to the Corporation Code of the Philippines. A. Individual Host CSOs Article II Establishing CHED Civil Society Partnerships 1. Individual host CSOs must submit a fully accomplished organizational profile (Refer to Appendix 1: Partner Profile Form) containing all pertinent details, along with fully accomplished submissions for the engagement postings that the partner will host (Refer to Appendix 2: Engagement Postings Form). 2. Applications shall be screened by a Vetting Panel designated by the Commission which will have a representative from at least one (1) of CHED s partner CSO umbrella organizations, coalitions, and networks for the IRSE Grants. 3. Once approved by the Vetting Panel, individual host CSOs can accommodate IRSE grantees for their engagements. Refer to Appendix 3: Evaluation Criteria for Civil Society Partners and Prospective Engagements. 2
3 B. CSO Umbrella Organizations, Coalitions, and Networks The Commission shall sign a Memorandum of Agreement (MOA) with CSO umbrella organizations, coalitions and networks, following an agreed upon cost sharing mechanism, when applicable, with the prospective partner, or otherwise following a public bidding process to procure such services, to formally establish the partnership under the IRSE Grants. Civil society partners shall: Article III Responsibilities of Civil Society Partners 1. Assign a point person from their full time staff to regularly coordinate with the Commission and/or the regional office in charge; 2. Design and implementation of quality engagements, ensuring the learning and development of the faculty and staff, and subsequent effect on student outcomes 3. Furnish the Commission with a list of all engagements that IRSE grantees may apply for within their CSO, including the available number of slots for each, nature and length of engagement, and all other necessary information prior to the start of the application period Refer to Appendix 2: Engagement Postings Form ; 4. Screen grantees as deemed necessary, with a maximum of one (1) interview or written examination, for as long as these are conducted in a timely manner and within the grant schedule; 5. Have the prerogative to create, negotiate, and enter into individual agreements with the grantees, which may include sections on confidentiality, non disclosure and intellectual property agreements, if deemed necessary, but at the same time ensure that faculty grantees will have sufficient freedom to use acquired field experience for improved classroom instruction; 6. Ensure the provision of facilities, equipment and other resources required for the effective implementation of the grant; 7. Submit performance evaluation reports on each grantee every three (3) months (total of two reports per semester); 8. Maintain an up to date profile and confirm acceptance of grantees for their engagements on the CHED Online Portal, when available; 9. Provide certifications and other relevant documentary proof of completion of CHED grantees admitted; 10. Have the right to recommend termination of the grant for justifiable reasons. CSO umbrella organizations, coalitions, and networks, in addition to the tasks aforementioned, shall: 1. Endorse individual member CSOs to host IRSE grantees; 2. Design mutually agreed upon guidelines with their member CSOs regarding the hosting of grantees; 3. Ensure the quality of the engagements submitted by each individual CSO that they will endorse; and 4. Assign a representative that may form part of the vetting panel for all engagements with civil society partners. 3
4 Article IV Specific Mechanics The delivery of Sectoral Engagements with civil society partners shall be according to the following Specific Mechanics: 1. Intake of Grantees a. Faculty and qualified non teaching staff may qualify for the grant following the application process for IRSE Grants set by the Commission. b. Each civil society partner has the right to screen grantees before accepting them for each particular engagement, including requiring a maximum of 1 interview or examination, for as long as these are conducted in a timely manner and within the grant schedule. 2. Possible Roles for Grantees a. All civil society partners that are approved by the Vetting Panel may open as many engagements as they can accommodate as long as they have the capacity to absorb grantees for the duration of the grant. b. Each civil society partner shall duly inform the Commission of the available engagements, and may include eligibility requirements or preferred skills to inform the application and selection process of grantees. c. Possible roles for grantees must fall under one of the following types: Type of Engagement/Role Community Outreach Officer Trainer Materials Development Specialist Technology Transfer Specialist Operations and Processes Specialist Description Faculty and staff may be involved in the whole project management cycle (planning, organizing, implementing, monitoring and evaluation) Faculty and staff may provide training services to help the organization mainstream their advocacies to target sectors and communities Faculty and staff may be tasked to create syllabi/modules and other learning materials for publication to be distributed to the stakeholders of the organization Faculty and staff may circulate, promote, market and transfer research outputs/technologies to potential users Faculty and staff may provide advisory services and may develop, implement, and transfer systems inclusive of, but not limited to, accounting and bookkeeping, IT management, production, operations, and procurement Researcher Faculty and staff may be commissioned to undertake a research project funded by the partner Refer to Appendix 4: Sample cases for possible activities under each role. 4
5 3. Modes of Engagement a. Each engagement may fall under one of two modes: part time, which will be equivalent to outputs of 20 person hours per week; and full time, equivalent to outputs of 40 person hours per week. b. Each civil society partner may exercise discretion as far as requiring each grantee to be on site for the total number of person hours counted in the grant. 4. Duration of Engagements a. Each engagement shall be for a minimum of one semester (six months, inclusive of two weeks of pre deployment training prior to beginning the engagement and two weeks for integration at the end of the engagement) and a maximum of two academic years (four semesters). b. The duration of the engagements opened by civil society partners shall be in sync with the academic calendar, beginning with pre service training two weeks prior to the start of the semester and with the integration period two weeks thereafter. 5. Funding a. The Commission shall cover the cost of the grant, as specified in the Guidelines of Availing of Instruction, Research and Sectoral Engagement (IRSE) Grants under the K to 12 Transition Program. b. Grantee funding shall be disbursed by the Commission through the use of a prepaid card service provided by a government owned bank duly authorized by the Commission. c. Civil society partners must cover equipment and other costs due to the conduct of projects during the implementation of the grant. d. Civil society partners are not required, but are strongly encouraged, to provide additional funding or allowances for grantees as they deem necessary. e. The amounts herein indicated shall apply to the first year of implementation of the IRSE grants and may be maintained or otherwise adjusted by the Commission in succeeding years as necessary, to adjust for inflation or based on findings and recommendations from the monitoring and evaluation of the grant. Article IV Repealing Clause All CHED Memorandum Orders and other relevant policies and issuances with provisions that are inconsistent with this Memorandum Order are hereby repealed. 5

13 CHED Memorandum Order No. 12, series of 2016 Appendix 3: Evaluation Criteria for Conglomerates or Umbrella Organizations Evaluation Criteria for CSO Umbrella Organizations, Coalitions, and Networks Criteria Inclusiveness and Scale of Operations Indicators Able to provide opportunities in Luzon, Visayas and Mindanao Accommodates a breadth of disciplines and prospective grantees as represented by the diversity of its member organizations, or represents member organizations that specialize in a specific discipline Strong Track Record Must be registered with the Securities and Exchange Commission (SEC) or accredited by the Philippine Council for NGO Certification (PCNC). Must be accredited by the Department of Social Welfare and Development (DSWD) under the COA-DBM-DSWD Joint Resolution No and Joint Resolution Must be able to present an audited financial statement stamped by the Bureau of Internal Revenue (BIR). Have operated for at least three (3) years in the geographic area/s stated and must be accredited or duly recognized by the LGU. Must be able to establish norms within the coalition/network in order to ensure smooth relations among host companies.
14 Evaluation Criteria for Individual host CSOs Criteria Quality of proposed engagements Indicators The proposed engagements must: Be sensitive to the needs, current issues, and problems of society, particularly the identified stakeholders of the host CSO, especially when determining research questions to be asked, services to be developed, information to be collected, or the interpretation of results/findings. Be responsive to the Sustainable Development Goals (SDGs) and shall be supportive of the values upheld by the state. Be able to foster a climate of mutual trust to encourage the free exchange of ideas, and seek to ensure fairness in institutional standards, practices and procedures as well as fairness in interactions between members of the community. Give full disclosure to grantees about the nature of their participation, and must secure their free, prior and informed consent before conducting activities. Protect and uphold intellectual property law and ethics. Have clearly defined deliverables, metrics of success, and a monitoring and evaluation plan. Have a clearly laid out implementation plan, defining all necessary budgetary requirements, preparatory activities, timeline, and implementation schemes. Allow faculty and staff to engage in activities that are appropriate to their teaching discipline or formal function. Allow grantee to be able to get a sense of the role of their own experiences (i.e. project development, research) in civil society practice. Strong track record Sustainability of linkages with academe The CSO must not have any derogatory record. The CSO must be registered with the Securities and Exchange Commission (SEC) or accredited by the Philippine Council for NGO Certification (PCNC). The CSO must have operated for at least three (3) years in the geographic area/s stated and must be duly recognized by the LGU. The CSO must not be involved in the production of cigarettes, distilled spirits, and fermented liquor. The CSO must be open to pursue long-term academe-industry linkages through collaborative research & development, consultancy, faculty-practitioner exchanges, and other activities similar in nature. The CSO must be open to continuously collaborate with the HEI in creating a relevant and responsive curricula.
15 CHED Memorandum Order No. 12, series of 2016 Appendix 4: Sample Cases for possible activities under each role Engagement Type Community Outreach Officer (COO) Trainer (TRN) Materials Development Specialist (MDS) Technology Transfer Specialist (TTS) Operations and Processes Specialist (OPS) Commissioned Research Description An NGO on HIV and AIDS education can organize youth organizations in communities and create Theater for Development performances that can be toured in high-risk communities. Education faculty may be deployed to barangays to hold trainings and seminars on new approaches in positive child discipline, creative home-based learning activities, and other parenting techniques. An NGO on disaster risk management may ask psychology professors to create modules using play therapy as psycho-social intervention for children who are survivors of calamities using Psychological First Aid for Disasters Survivors. An agriculture professor may be deployed to a local farm community to discuss techniques in hydroponics and provide expertise in developing a market-oriented agri-technology service. A community cooperative can take in accounting faculty or staff to audit their accounting processes and create systems as necessary. A faculty member can create an advocacy research manuscript on the plight of the indigenous peoples of Mindanao.
