1 Programme UEM-Sweden Annual Review Meeting April 2018 & Launching of the Program UEM-Sweden , 18 April 2018 TERMS OF REFERENCE A. CONTEXT Swedish support to Mozambique commenced immediately after Independence in With a focus on the development of indigenous research capacity, later broadened to include institutional capacity, Sweden has collaborated with University Eduardo Mondlane (UEM) since Continued training at postgraduate level, both in Mozambique and abroad, research laboratories and libraries consistently equipped, make UEM Mozambique s main centre of higher education and the only university with major research programs at postgraduate level in a larger number of disciplines. The previous phase, which started in March 2011 and will close in 31 st March 2018, produced until December 2017 results such as: 61 PhD students (UEM teaching staff) graduated in Sweden and South Africa; 27 MSc students (UEM teaching staff) graduated in Sweden and South Africa; 23 PhD to graduate in 2018 in Sweden and South Africa; Creation and Refurbishment of laboratories (mainly at Faculties of Engineering, Agronomy & Forestry Engineering, Sciences, Medicine); Revitalization/Rehabilitation of the UEM Marine Biology Station at Inhaca; Support to ongoing creation of the Radiotherapy Training Centre; Creation and support to 4 MSc Programs (run around 3 editions each) and direct support to 1 MSc Program; Support to the Facility Fund; Support to the Research Fund; Support to the scholarships for MSc and PhD courses offered at UEM; and Support to Central Library (subscription of electronic books and offering of printed books). The new phase of the Swedish support to UEM covers the period from November 2017 to December 2022 (Program UEM-Sweden ). The overall objective of UEM while undertaking the research cooperation with Sweden, during the referred period, is to strengthen the capacity to generate scientific knowledge and increase research output and innovation for national and regional development in line with UEM vision and mission.

2 The specific objectives that are strategic for development of the University Eduardo Mondlane in the context of higher education in Mozambique are the following: To improve the institutional framework, research infrastructure and environment to support research and innovation; To support and strengthen quality assurance mechanisms; To strengthen postgraduate training capacity at Master s and Doctoral levels; To improve knowledge production, productivity and dissemination of research and innovation outputs relevant for national sustainable development, by means of inter, multi and trans-disciplinary teams; To increase the number of women pursuing postgraduate training and carrying out research in order to promote gender equity; and To increase the participation of national academics in international networks and partnerships for improved scientific exchange and mobility. Expected outputs for the next phase of Swedish support to UEM are the following: Fifteen (15) prospective PhD candidates, corresponding to 15.0% (of a total of 100 PhD candidates coming from national partner public institutions of higher education and research to be trained at UEM, as part of UEM s effort to support staff development for these institutions); Eighty-five (85) prospective PhD candidates will be part of UEM staff capacity development, of which: a) twenty-three (i.e. 23%) will directly enrol into UEM PhD training programs by coursework and thesis; b) Twenty (i.e. 20%) students will be trained under the double PhD programs; c) Fifty-eight (i.e. 58%) will be under the sandwich model. 233 masters graduated of which 100 are from partner public universities (of which at least 30% females); At least 16 postdoctoral projects developed of which 3 are from partner public universities (of which at least 30% are led by females); At least 10 more PhD courses developed; At least one thousand five hundred (1,500) Publications; At least three (3) patents held by UEM; At least twenty (20) Innovations and Technologies developed; At least 2 international conferences and 5 international scientific symposiums organized. B. ANNUAL REVIEW MEETING - 16 TO 20 APRIL /B) Objectives This is the first Annual Review Meeting of the Program UEM-Sweden General objectives of the meeting are the review of the period November-December 2017 (first period of the program), a status update of the sub-programmes for the period January April 2018 and presentation of the activity plans of the period January December The Annual Review Meeting will also close off the previous agreement period 2011 March The main results from this period will be highlighted and challenges and lessons learned will be discussed.

3 The specific objectives of the meeting are: Ø To present overall results of the period 2011-March 2018 Ø To inform about the overall Program UEM-Sweden , i.e. objectives, expected results, procedures and perspectives; Ø To familiarize the stakeholders with the programs/projects scope of activities; Ø To review the period November-December 2017; Ø To present the sub-programs updated activity plans for the period 1 st January-31 st December 2018; Ø To provide coordinators of sub-programs and researchers with information regarding procurement, auditing, budgeting, environmental assesment and other important information needed for implementation of the Program; Ø To share ideas and experiences of producing activity plans and budgets, and Ø To collect feedback for improvement of the activity plans of the sub-programs. 2/B) Dates, Times/Periods and Participants Dates: 16, 17, 19 and 20 of April, 2018 The Annual Review Meeting will take place during the all week of April and will be characterized by meetings of the central management of the Program, namely the UEM Academic Vice-Rector, UEM-PSU (Program Support Unit), Embassy of Sweden and the ISP-International Science Program and two main days of the general Annual Review Meeting with participation of all coordinators of the two phases 2011-March 2018 and as well as the deans of the faculties supported during the two phases. The times for presentations will vary from 10 to 40 minutes, including time for brief clarifications. LAUNCHING OF THE PROGRAM UEM-SWEDEN /C) Objectives The main objective of the Launching of the Program UEM-Sweden is to present the new Program of Cooperation between UEM and Sweden for the period , namely the structure, objectives, expected results and perspectives. 2/C) Venue, Date and Time Venue: Complexo Pedagógico, room 2501

9 Date: 18 th of April 2018 Time/Period: 10:00 am 12:00 pm 3/C) Participants Around 150 people will be invited to take part in the Launching Ceremony of the Program UEM- Sweden , and it is expected that about 120 people will attend. The participants will be from the UEM community, UEM partners and stakeholders, namely: i. Rector of UEM; ii. Vice-Rectors of UEM; iii. Deans of faculties, schools and centres of UEM; iv. Directors of the UEM Central Units; v. Coordinators of the thematic areas to be supported under the Program; vi. Coordinators of sub-programs/projects within the Programme ; vii. Supervisors, Co-Supervisors and researchers within the programs/projects; viii. Selected candidates for training within the Program; ix. Members of the PSU Program Support Unit; x. Partners based in Mozambique and from abroad (South Africa and Sweden), involved in the Program; xi. Public institutions of high education in Mozambique; xii. Some ministries; and xiii. Some embassies/diplomatic representations.
