2 The City Engineers Association of Minnesota is pleased to invite you to the Annual Meeting in January The conference will celebrate Big Events, along with the fabric and foundation of City Engineering! Super Bowl Champion and former Minnesota Viking Matt Birk will be the keynote speaker for our conference, just days before the BIG GAME in Minneapolis! Another Big Event is the recent completion of the Saint Croix Bridge crossing, decades in the making! And of course, recognition of the Engineer of the Year and Project of the Year is always a Big Event! Current hot topics such as autonomous vehicles, small cell wireless, and diversity are also on our conference agenda. Adding to the exciting elements, the two top-rated speakers from last year, Professor David Schultz and Chad Weinstein, are returning to speak again in 2018! The program will also feature updates from our valuable partners at LRRB, LMC, and MnDOT. An outstanding array of technical subjects and topics of interest will be covered in the concurrent sessions and by popular request, a third set of concurrent sessions has been added! Of course, the overarching Big Event of every CEAM Conference is the fellowship and positive atmosphere created by the wonderful group of attendees. 3 Wednesday, January 24, :30 a.m. Registration and Continental Breakfast 8:30 Welcome Marc Culver, CEAM President and City of Roseville 8:40 What Makes Teams Great Moderator: Steve Bot, City of Saint Michael Matt Birk, Nationally Speaking, Inc. Matt Birk grew up in Saint Paul, MN, and graduated from Harvard University. He was drafted by the Minnesota Vikings and played several seasons in the NFL, during which he was named to the Pro Bowl six times and won the 2013 Super Bowl (unfortunately, not with the Vikings ). Matt was awarded the 2011 Walter Payton NFL Man of the Year award for his contributions both on and off the field. Since retiring from his playing career, he has become an author and a national speaker, drawing on his experiences as they relate to leadership, teamwork, and success. With the 2018 Super Bowl being played in Minneapolis just days after the CEAM Conference, Matt seemed the perfect choice to be our keynote speaker. He will present on teamwork and the interesting study on that topic offered by the NFL. The League attempts to level the playing field by legislating parity and fixing almost all the variables. Matt will provide an inside look as to why and how some teams have a competitive advantage, year after year. The principles he will present are easily applied to any business or organization. 10:30 10:10 Fostering Diversity and Inclusion in Engineering and Leadership Moderator: Jen Desrude, City of Bloomington Sybil L. Dunlop, Greene Espel PLLP This session will provide an introduction to the concept of implicit bias against persons because of race, gender, disability, age, and sexual orientation. This will include an explanation of where implicit bias is encountered and offer commonly-seen examples of implicit bias in action. 4 Wednesday, January 24, :15 p.m. Concurrent Sessions 1 Pavement Management in 2018 and Beyond Moderator: Paul Sandy, City of Brainerd Dan Wegman, Braun Intertec; Mary Krause, City of Eden Prairie; Brian Wagstrom, City of Minnetonka; Lee Gustafson, WSB & Associates, Inc.; Joel Ulring, Minnesota Department of Transportation Seal coating is one of the most common techniques used for pavement preservation in Minnesota. In some circumstances, seal coating may not be the best alternative, such as in high-turning movement areas, where chip retention and bleeding become major issues. This presentation will discuss numerous alternatives to seal coating and things to look for and consider when deciding on what type of pavement preservation practice to use. As part of the presentation, Minnetonka will share alternatives and details of their current practice of skipping seal coats. Cities continue to experiment with innovative techniques to extend pavement life and reduce life cycle costs. One such technique is a pavement underseal, which is the application of a chip seal coat prior to placing a pavement overlay. Eden Prairie will share their ongoing experience with pavement underseals including preliminary results and lessons learned. MnDOT State Aid Pavement Engineer Joel Ulring will also be presenting some findings from a long-term seal coat study, Local Agency Pavement Aging Study, focusing on whether seal coating extends the life of new pavements. 2 Current and Future Trends in Visualization and 3D Design Technology Moderator: Matt Hansen, SRF Consulting Group, Inc. Samantha McKinney, WSB & Associates; Rick Lovel, SRF Consulting Group, Inc. Visual augmentation for civil infrastructure projects is frequently required and expected by stakeholders who want to see how proposed projects will affect them. The nature of visualization is also changing to become a more embedded part of the 3D design process, building consensus, and accelerating project schedules. This session will present examples of current leading-edge design technology that transforms how projects are delivered, as well as innovative new visual augmentation techniques that are changing the future of design. This session will also provide attendees with a hands-on virtual reality demonstration. 3 Engineering Cost Analysis of Compliance with Water Quality Standards and Rules for Municipal Stormwater and Wastewater Systems Moderator: Steve Klein, Barr Engineering Company Bryan Oakley and Greg Wilson, Barr Engineering Company; Shannon Lotthammer, Minnesota Pollution Control Agency The Minnesota Department of Management and Budget recently completed a legislature-mandated study of the overall capital and operating costs that municipalities might expect to spend on maintaining and upgrading wastewater and stormwater systems to meet existing and proposed water quality standards. Results included estimates of the effects on water quality and relative cost/benefit resulting from changes to water quality standards. This topic will also provide an overview of the development of water quality standards and permit limits, as well as discussion of how variances may be granted to municipalities by MPCA.

Landscape architecture is more than landscape design, environmentally compatible projects, and great graphics. There is significant value in bringing a landscape architect into a planning or design project right from the start. This presentation will provide examples of additional benefit, including sustainable infrastructure, urban design, community engagement, and other strategies to gain project support. 5 Stop For Me Campaign 2.0 Moderator: John Maczko, City of Saint Paul Commander Jeremy Ellison, Saint Paul Police; Kevin Gallatin, Highland District Council Reducing pedestrian crashes is part of TZD s mission. Implementing a successful pedestrian safety campaign involves collaboration among Public Works, Law Enforcement, other government agencies, community groups, and advocates. The City of Saint Paul was fortunate to partner with these groups around the creation of the Stop For Me campaign and shared some results last year. As one of our top-rated concurrent sessions last year, Saint Paul will share an update on their ongoing campaign to change the driving culture and increase safety for pedestrians, bicyclists, and motorists. Refreshment Break 3:00 Concurrent Sessions 6 Utilization of Renewable Energy, Efficiency, and Planning to Support Municipal Operations Moderator: Kent Exner, City of Hutchinson Pat Shae, City of Saint Cloud; John Paulson, City of Hutchinson This session will describe how the cities of Saint Cloud and Hutchinson are using renewable energy, energy efficiency, and long-range planning in their municipal facilities with the long-term goals of being energy neutral with no net draw on the power grid. 7 Strategies in Project Communications Moderator: Morgan Dawley, WSB & Associates Bret Heitkamp, City of Champlin; Breanne Rothstein, WSB & Associates, Inc.; Nick Carpenter, Minnesota Department of Transportation; Mark Ray, City of Crystal Project communications have become a critical part of the success of a project. This panel of experts will discuss ways to communicate effectively to a project audience through their experiences with residents, businesses, and other agencies. They will also discuss new software and technologies, including how the effects of a project can be coordinated in real time through community-based traffic navigation systems. 8 Stormwater Reuse and Groundwater Recharge: What Is Happening? Moderator: Russ Matthys, City of Eagan Jon Eaton, City of Eagan; Vijay Sundaram, Stantec Consulting Services, Inc. Water is essential to life and the fuel for economic growth and prosperity, but it is also the object of ever-increasing demands. The water challenge is reliably delivering water where and when it s needed, both today and into the future. Sustainable water resource management requires a comprehensive plan to maximize the available water supply. Updates from locations near and far will be shared on efforts to reuse stormwater and wastewater as part of the water supply, including recharging groundwater, to address sustainability interests. Status of Minnesota rules and regulations, and resources for further investigation for local applications will also be shared.

Sometimes called High Definition surveying, it gathers thousands of data points per second, including pictures. See and hear firsthand from a Land Surveyor, Lead Technician, and Professional Engineer how it works, how it s used, and its advantages and project applications including the Hazeltine Golf Course, Detroit Lakes Wastewater Treatment Plant, roadways, and bridges. 10 Maryland Avenue Road Diet Test Moderator: Marc Culver, City of Roseville 4:15 Reception Erin Laberee and James Tolaas, Ramsey County Public Works; John Maczko, City of Saint Paul After a pedestrian fatality on Maryland Avenue and a response to do something, Ramsey County Public Works, working with Saint Paul Public Works, decided to test the conversion of this major county arterial carrying 23,000 vehicles per day. Come hear the approach they used, the stakeholders involved, and the public outreach and response as they moved forward with the testing. You will have to attend to hear the results!

Moderator: Michael Thompson, City of Plymouth Heather Corcoran, League of Minnesota Cities; Shelly Hanson, City of Bloomington You can make a difference just by sharing your professional knowledge and experience. League of MN Cities advocacy professionals will give you tips on how to effectively communicate items of importance to our profession. In addition, hear firsthand how getting involved made a difference in the Small Cell wireless bill that went through the legislature in :20 Ethics Moderator: Joseph Rhein, Bolton & Menk, Inc. Chad Weinstein, Ethical Leaders in Action Chad Weinstein holds a PhD in Ethics from the University of Minnesota and established the organization Ethical Leaders in Action. He has been an educator, manager, and consultant for more than 20 years, serving a wide range of industries. At the last CEAM Conference, Chad achieved something remarkable: he made a presentation on ethics interesting, engaging, and enjoyable! Over 91 percent of conference evaluations rated his session very good or excellent. His background, subject knowledge, and presentation style made him a natural choice to invite back. Chad has developed many tens of hours of curriculum on ethics. In addition, during 2017 he provided ethics training to individual cities 10:20 Break in Minnesota, helping to build a base of authentic stories to share. The content of his ethics presentation at our 2018 CEAM Conference will be completely new and different from the 2017 presentation, but will no doubt be just as applicable and compelling. This presentation will also contribute toward the ethics requirement of the continuing education component for PE licensure. 10:45 Concurrent Sessions 11 Asset Management Why, How and When: New Tools Case Study Moderator: Michael Thompson, City of Plymouth John Mackiewicz, WSB & Associates, Inc.; Steve Love, City of Maplewood; Matt Reitter, City of Minnetonka Learn from your peers about the importance of asset management and how to move forward and implement a new system. These cities will share the unique process used to help determine asset management needs, build stakeholder consensus, and ultimately select (and get funded) what worked best for each. 12 Flexibility in Design Thinking Beyond the Standards Moderator: Debra Heiser, City of Saint Louis Park Jim Rosenow, Minnesota Department of Transportation More and more challenges are being placed on today s engineers as we design and build projects. Flexibility in design allows for the opportunity to balance community, environmental, safety, and mobility objectives in our projects. UAV Issues for Cities Moderator: Steve Winter, MSA Professional Services Bill Alms, WSB & Associates, Inc.; John Kubiak, Barr Engineering Company; Jeff Powell, MSA Professional Services; Brian Simmons, Bolton & Menk, Inc. Unmanned Aerial Vehicles (UAVs), commonly referred to as drones, are becoming more commonplace and available to everyone. Viewed from a municipal perspective, they can be a powerful tool for performing inspections, gathering data, and a host of possibilities. However, when employed for commercial purposes the use of drones becomes complex, subject to licensing and regulation by the State of Minnesota and the FAA. Minnesota has been on the leading edge of this issue, developing requirements beyond federal and neighboring states guidelines and regulations. This session will include speakers who are licensed UAV pilots, and will discuss the applications of drones for municipal purposes, as well as the process for registering a UAV. Lunch 1:00 p.m. Autonomous Vehicles and their Influence on Land Use and Streets Moderator: Marc Culver, City of Roseville Tom Fisher, University of Minnesota; Jay Hietpas, Minnesota Department of Transportation; Bernie Arseneau, HDR, Inc. Uber and Lyft have revolutionized the taxi industry, but this is only the beginning of a much larger change in mobility. This session will review the emerging trends in the automotive industry, the progress being made toward autonomous vehicles, and what these mean for cities, specifically land use choices and investments in roadway infrastructure. 2:25 LRRB Update Renae Kuehl, SRF Consulting Group, Inc. 2:45 Refreshment Break 3:05 1+1=? How It Impacts Everyone Moderator: Debra Heiser, City of Saint Louis Park 4:30 Reception David Schultz, Hamline University A lot happened in 2017 on both the State and national scenes. After his top-ranked presentation at our last CEAM Conference, Hamline University Professor David Schultz is returning in 2018 to provide an inspiring and thought-provoking year in review of Minnesota and national politics since his appearance at the 2017 conference. The results of the presidential election continue to reverberate across the country. The expression fake news has become mainstream and has serious implications for how individual viewpoints evolve and how news media outlets are perceived. This creates significant challenges to respectful discussions on difficult subjects. It can also result in an erosion of trust in government. How do we as city engineers deal with the social climate to communicate, interact, and serve the public in an effective manner? This session will discuss these topics, with the intention of providing a better understanding of how we got here, the current status, the effects on local government, and where the state and country might be headed. Professor David Schultz is a well-known and respected Hamline University Professor of Political Science. Besides being a local television news commentator, the author of several books, and a frequent speaker at a wide variety of forums, he has spent part of his career working for and with local governments.

Dave Unmacht, League of Minnesota Cities This session will provide an overview of the League s mission and macro trends in local government. The League of Minnesota Cities promotes excellence in local government through effective advocacy, expert analysis, and trusted guidance for all Minnesota cities. Membership in the League includes 833 cities plus 71 townships, special districts, and one joint powers entity. Founded in 1913, the League is the state s largest and most comprehensive membership organization serving Minnesota cities and is integrated with the League of Minnesota Cities Insurance Trust. The League also provides general administrative support to the City Engineers Association of Minnesota. 9:50 The Saint Croix Crossing Moderator: Shawn Sanders, City of Stillwater Kevin Western, Minnesota Department of Transportation After decades of planning and amid much fanfare, the Saint Croix Crossing connecting Oak Park Heights, MN, to Saint Joseph Township, WI, opened on August 2, MnDOT State Bridge Engineer Kevin Western will discuss the many obstacles that delayed the project for decades, as well as developments that finally made this crossing a reality. The Saint Croix Crossing is an extradosed bridge with a hybrid design, incorporating elements of both box girder and cable-stayed bridges. It s been an instant hit. Kevin will walk the crowd through the technical aspects of this bridge that make it such a unique and beautiful engineering marvel, as well as experiences and difficulties that took place while building it. He ll also discuss impacts the bridge s opening has had on the surrounding area not all of which were anticipated as well as challenges and opportunities going forward. 11:20 CEAM Business Meeting 12:35 p.m. Lunch/Adjourn 9:30 Refreshment Break

10 General Information Keynote Speaker Book This year, attendees will be given a copy of Matt Birk s book, All-Pro Wisdom. After the conclusion of the keynote presentation on Wednesday, January 24 at 9:40 a.m., Matt will be available in Carriage Hall B to sign copies of his book for attendees until 10:30 a.m. Registration and Fees The registration fee is $305 and includes all sessions, instructional materials, lunch on Wednesday and Thursday, two receptions, and refreshment breaks. An optional lunch on Friday is available for $15 (total conference fee of $320). Cancellation Policy If you need to cancel your registration, a refund of your fee minus a $30 processing fee will be made if written notice is received January 17, Cancellations after this date are not eligible for a refund.
