Contributor: Eastside Fire & Rescue, Issaquah, WA SUBJECT: Minimum Training Standards 1 PURPOSE All members who engage in emergency operations shall be trained commensurate with their duties and responsibilities. Training shall be as frequent as necessary to ensure that members can perform their assigned duties in a safe and competent manner but shall not be less than the frequencies specified in this standard. Minimum training shall be as specified in this part. 2 REFERENCE 2.1 NFPA 1201 (1994 Edition) 2.2 Place applicable State or Federal Citation HERE 3 RESPONSIBILITY 3.1 All personnel are responsible for their individual ongoing professional development 3.2 The Fire Department will provide sufficient resources and adequate opportunities to complete scheduled training. 3.3 Company officers are responsible for the ongoing, in-service training of members of the company assigned to them, since the unit must work together as an effective team. 4 POLICY 4.1 The Fire Department requires training necessary to meet the NFPA and State standards as listed. 5 PROCEDURE 5.1 Safety shall be a primary consideration at all training exercises and drills. Prior to undertaking any training exercise, safety related aspects shall be discussed with all participants. 5.2 Sufficient time shall be spent on training during scheduled work hours, scheduled drill nights and at convenient times for staff personnel so regular tests of proficiency are met. Training shall be in the form of classroom instruction, practice drills, familiarization inspection, and pre-fire planning. 5.3 Company Officers are required to complete scheduled training (except during emergency operations or periods), including all 1
2 hours of training mandated and training covering all subject matter as specified by the Chief and the Training Division They shall coordinate various daily Crew activities so that all assigned members on duty receive the scheduled training. Company officers should track each individuals training and make periodic reports to the Battalion Chief so deficiencies so that all members receive required training despite sick leave, vacation, K-days, etc Battalion Chiefs will submit to training a monthly matrix of completed required classes during the month, so make-up classes can be scheduled 5.4 Shift Battalion Chiefs, Company Officers, and the Training Division shall periodically test and/or evaluate members assigned to their shift/company to determine that training is effective and to provide a basis for determining individual competency. 5.5 Company officers shall evaluate the performance of assigned members during fires and drills to ensure that members are utilizing the techniques covered by the training program. Post-incident analysis of all company s operations during fires shall be held to discuss the company s performance as a team in general terms. 5.6 Company officers shall furnish to the Training Division, through appropriate channels, documentation on all training sessions held; including unscheduled training Monthly reports for the shift shall be made by the company officer and sent to the Training Division for further evaluation. 5.7 Company officers are responsible for ensuring that personnel under their span of control complete all training scheduled, maintain appropriate booklet entries, and complete other supporting documentation and testing including the reporting of unscheduled training activities. 5.8 Shift Battalion Chiefs are required to fully support and ensure that the training activities developed by the training division are carried out within their respective span of control. They shall coordinate training activities with other activities, report on training completed, and assist the Training Division in evaluating the effectiveness of the program. 5.9 Chief Officers shall make regular reports to the Training Division on training activities in which they are involved. 6 PROCEDURE: Training Division 6.1 The Training Division shall furnish training session subject matter and training material so that all personnel in the Department periodically complete training in specified subjects. The Training Division shall supervise the training program and review and approve lesson plans as submitted by company and chief officers. 2
3 6.2 The training program shall be coordinated with the needs of Department personnel and shall utilize available resources within the community. Compliance with appropriate standards and mandates shall be met. 6.3 The Training Division shall identify the performance standards to be covered by the training program and develop schedules to ensure that the Career and Volunteer members of the Department meet the standards. 3
4 SAMPLE TRAINING SUBJECTS 1. Fire suppression. a. The NFPA 1001 (Firefighter I and II) standard identifies the minimum job performance requirements for career and volunteer fire fighters whose duties are primarily structural in nature and the purpose of this standard shall be to ensure that persons meeting the requirements of this standard who are engaged in firefighting are qualified b. When using structures for live fire suppression training, activities shall be conducted according to the 2007 edition of NFPA 1403, Standard on Live Fire c. Training Evolutions. 2. Health and Safety a. Noise and hearing loss prevention b. Respiratory equipment c. Employee right-to-know procedures 3. Fire Suppression & Wildland a. Overhaul procedures and operations 4. Live fire training in structures a. NFPA 1403, Standard on Live Fire Training Evolutions, 2007 Edition 5. Wildland fires a. The National Wildfire Coordination Group (NWCG) firefighter II b. All training for assigned wildland incident command positions must be completed prior to assignment by the IC 6. Incident Management a. Incident management training b. National Incident Management System c. NFPA 1561, Standard on Emergency Services Incident Management System, 2008 edition (available on-line) 7. Emergency Medical Training a. EMT, 1 st Responder or Paramedic 8. Emergency medical protection a. Firefighters who perform emergency medical care or otherwise may be exposed to blood or other body fluids shall be provided with emergency medical face protection devices, and emergency medical garments that meet the applicable requirements of the 1999 edition of NFPA 1999, Standard on Protective Clothing for Emergency Medical Operations. 9. Hazardous Materials a. Hazardous materials training b.
