1 Exemption Status: Exempt, 40 Hours per week. Page 1 of 5 PURPOSE OF THE JOB: To prepare, organize, implement, present, and manage the operations of the Fire Department. WORK PERFORMED: 1. Plans, evaluates and is able to schedule the daily activities of the paid fire and EMS personnel for each shift. 2. Develops work schedules for part-time firefighters/ EMT s and Paramedics to provide daily coverage for the City. 3. Interfaces with volunteer fire department members by solving conflicts, assisting with training, participating in committees and coordinates activities. 4. Stays abreast of changes and innovations in the fire /EMS and rescue field, and implements as necessary. 5. Monitors contract between the City and Friendswood Volunteer Fire Department to assure compliance. 6. Responds to alarms and serves as incident commander at fire and rescue scenes, until relieved by a senior ranking officer 7. Assists the fire and EMS maintenance officers with the maintenance programs of fire apparatus and equipment. 8. Conducts public awareness programs, station tours, demonstrations, and award presentations. 9. Works with the Fire Marshal s office to implement fire prevention programs. 10. Insures SOPS/SOGs, city and state rules and regulations for paid staff are followed. 11. Maintains good working relations with the Friendswood Volunteer Fire Department personnel. 12. Follows the Friendswood Volunteer Fire Department s protocols and procedures that guide the daily operation, fire suppression and EMS activities of paid personnel. 13. Suggest changes in procedure with the Friendswood Volunteer Fire Department administrative staff in relation to paid personnel responsibilities and related volunteer fire department procedures. 14. Performs other duties within areas of responsibility and ability, as assigned. 15. Prepares accurate and complete records and reports. 16. Trains and assists in orientation of employees. 17. Understands the principles and practices of supervision.

Positions Indirectly Supervised (Number and Titles): Secretary (2 part-time positions) Direct Supervision given by FVFD President, Fire Chief and EMS Chief SUPERVISION RECEIVED: 1. Title of Supervisor: President, Friendswood Volunteer Fire Department and with operational direction also coming from the Fire Chief and EMS Chief. 2. Nature of Supervision: Work is typically reviewed annually. RESPONSIBILITY AND AUTHORITY: 1. Decision Making: Decisions to be made effect major organizational activities, thus requiring knowledge of the organization s operations and sensitivity to timing and interpersonal relations. Examples: Develops the strategy to successfully mitigate fire and rescue operations. 2. Equipment: Continuously uses multi-frequency two-way radios, pager, mobile phones, and walkie-talkies. Frequently uses personal computer, explosimeter, self-contained breathing apparatus, electric generators, fire extinguishers, fire engines and its apparatus, rescue truck and its apparatus. Possesses a working knowledge of EMS equipment. Occasionally uses hydraulic rescue tool, brush fire truck and its apparatus, and thermal imaging equipment.

Finances: Purchases on a routine basis office supplies and equipment up to $500; may recommend specific expenditures for inclusion in the budget; Plan, administer, and / or monitor budget for fire suppression and related services. 4. Public Contacts (Nature and Identity): Fire Chiefs from local municipalities: To provide and receive mutual aid; communications and training. Harris County and Galveston County Firefighter Associations: To provide and receive fire training. Community groups and citizens: To provide tours and information. Pipeline companies: To assist the Fire Marshal s Office with community awareness, right to know, and updates to emergency maps and plans. 5. Internal Contacts (Nature and Identity): Friendswood Volunteer Fire Department senior staff: Exchanges routine information, coordinates work activities, and provides advice and consultation. Assistant Chiefs and Fire Department Secretary: Exchanges routine information, coordinates work activities, and provides advice and consultation. Friendswood Volunteer Fire Department President: Exchanges routine information, provides advice and consultation, and negotiates policies and practices. Provides budget input. SKILLS, KNOWLEDGE AND ABILITIES: 1. Minimum Education and Experience Required to Perform the Job: High school diploma or recognized equivalent, Associate or BS degree preferred. Seven years of firefighting experience, of which three years is at a related level of management experience. 2. Knowledge or Skill Proficiencies: Knowledge of national fire codes and City ordinances. Knowledge of State and Federal laws relating to fire protection, hazardous materials, transportation, occupational health and safety, and community right to know. Knowledge of DSHS rules and regulations relating to Emergency Medical Services. Skilled in fighting fires of all classes and all types of occupancies.

4 Exemption Status: Exempt, 40 Hours per week. Page 4 of 5 Skilled in Emergency Incident Command and the ICS. Computer literate, knowledge of FireHouse Management Software program a plus. 3. Special Aptitudes and Abilities Required: Excellent managerial abilities; must be able to identify and obtain equipment, evaluate subordinates, provide training, develop procedures, recruit personnel, resolve conflicts and prepare budgets. Ability to negotiate and effectively work well with others within and outside of the City s operations. Ability to handle stressful situations. Ability to work with the public. 4. Required Licenses, Registries and Certifications: Valid Texas DOT/Commercial Class B Drivers License. Certified Firefighter under Texas Commission on Fire Protection. Hazardous Materials Technician (preferred). Emergency Medical Technician, State of Texas or National Registry EMT. (Paramedic level preferred) Fire Instructor (preferred). WORKING CONDITIONS (GENERAL): Work is performed indoors and outdoors. Physical effort involves hours of sitting interrupted by periods of intense exertion, such as response to fire and EMS emergencies, crawling into burning houses, working in a wrecked car to rescue victims, climbing ladders, lifting heavy patients etc. Subject to infectious diseases, toxic waste, chemical, dust/mites, fumes, odors, explosive, electrical and mechanical hazards; exposure to cold, heat, temperature swings, constant noise and heights; working in trenches; walking; twisting body; stooping; standing; squatting; sorting; sitting; seeing running; pushing; pulling; lifting; dragging; carrying up to 150 lbs; climbing; crawling; reading; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; and communicating effectively, Stress may be encountered when working at a rescue scene, supervising unsuccessful attempts to rescue victims, and fighting intense fires.

NOTE: All positions at the Friendswood Volunteer Fire Department require documentation of employment eligibility in accordance with Federal regulations.
