1 Grand Chute Fire Department Administrative Policy Division Chief of Fire Prevention/ Public Education Position Description Purpose: The purpose of this policy shall be to define the position and requirements of a Division Chief of Fire Prevention/ Public Education on the Grand Chute Fire Department. Scope: This policy applies to the Division Chief of Fire Prevention/ Public Education I. Position Statement Rank: FSLA Status: Shift: Immediate Supervisor: Probationary Period: Division Chief of Fire Prevention/ Public Education Exempt (Salary/Protected Class) Primarily Days 7:30 AM -4:00 PM some evening shifts and Duty Chief on call hours Assistant Chief and Fire Chief 12 Months from date of Hire II. Position Summary The primary function of an employee in this position is to supervise and perform technical work in inspecting buildings, facilities, and property for fire hazards and compliance. This is accomplished by enforcing the Town s, State and National fire codes and regulations, performing fire inspections, reviewing pre-site plans for code compliance, and providing public education to businesses to promote fire safety and fire code compliance. The employee in this position will Supervise and develop, implement and maintain an effective public fire Education and information programs on a departmental basis; serve as the Fire Departments Public Information Officer and primary media liaison; develops positive press releases to the media; organizing news media events for the Department, and preparing various periodic and special reports. This position incorporating the Duty Chiefs Position will provide supervision and leadership in protecting the community from emergency situations, including medical, fire, hazardous material exposure, and natural and manmade disasters, and performs work in the protection of life and property through fire prevention, public education, and to promote an environment of public safety within the Town of Grand Chute. This position Division Chief of Fire Prevention/Public Education receives leadership from the Assistant Chief and Fire Chief The Division Chief of Fire Prevention/Public Education provides Supervision and coordination of duties in prevention and public information to Officers and Firefighters.
2 III. Primary Function/Essential Duties Position requires the individual to perform multiple tasks within the course of the duty shift, training or other departmental function. Essential functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. A. Assists in managing all Prevention and Public Education Programs and activities of the Grand Chute Fire Department including planning, directing, assigning, reviewing, and coordinating the operations of the Fire Department s Fire Prevention Division; ensure compliance with local, state, and federal statutes, regulations, ordinances, laws, and standards to ensure uniformity, efficiency and safety. B. Supports the Fire Chief by evaluating incoming information, determining information routing and acquiring needed facts. Participates in Fire Executive Leadership Group and maintains an on call function as a member of the Chief Command staff. C. Inspects property, new and existing buildings and special events for fire hazards, adequacy of fire protection systems, adequacy of fire exits and general compliance with fire codes, and regulations D. Inspects occupancies that store, handle, and use hazardous materials to ensure compliance with local, state, and federal regulations; E. Recommends corrections for defects and inadequacies that require corrections to comply with applicable city ordinances and codes; F. Assists in the development of, or reviews fire exit plans; G. Conducts fire exit drills to monitor and evaluate evacuation procedures; H. Reviews pre-site plans and specifications for building and related fire/safety and fire suppression systems for compliance with applicable codes and regulations; I. Coordinates special events by meeting with and providing input to event organizers, other departments, divisions, and Town agencies to ensure the safety of the public and compliance with the fire code. J. Lead and develop public relations and public education programs to promote fire safety in the Town; K. Assist and coordinates in Department wide Grant applications, research and development. L. Documents inspections, including violations, and all records including inspection reports and correspondence with affected parties on compliance efforts; M. Responds to inquiries from architects, engineers, contractors and the public on fire codes, inspections, inspection schedules, and compliance; N. Provides technical interpretation of the fire code; O. Maintains review and inspection records and databases and presents oral and written reports as required;
3 P. Manages inspection activities with other Town departments and divisions; confers with all sectors; Industrial. Commercial, Private and the general public in the field and office; Q. Develops, implements, and maintains an effective public relation and information program on a departmental basis; Develops press releases, columns and other materials for the media for publication; R. Works with the towns IT persons on the development of Fire Department web site and other IT programs; S. Serves as the Fire Department Public Information Officer and may act as Town s official spokesperson with the media to provide the Town s response to issues; T. Responds to, commands and mitigates emergency and non-emergency service request including but not limited to structural fires, emergency medical calls, vehicle accidents, hazardous materials spills or releases, forcible entry, alarm investigations, and burning complaints. U. Performs suppression, rescue and salvage operations including but not limited to: raise and lower ladders, pulls/positions hose lines, operate gas powered saws or fans, operates heavy rescue equipment, uses various hand tools and operates heavy fire apparatus including pumps and aerial ladders. V. May respond to emergency calls for specialized service such as hazardous materials, confined spaces rescue, extrication and technical rescues that include high angle, below grade, swift water, trench and collapse rescues W. Perform pre-shift equipment inspection to ensure equipment and personal protective equipment is functional and ready for emergency use. X. Performs the routine maintenance of fire apparatus and equipment, inspecting apparatus and equipment to determine need for maintenance and repair work. Perform and/or participates in the cleaning and maintenance of quarters, equipment and apparatus. Y. Performs emergency medical technical skills and maintains certifications. Z. Attends external training opportunities as needed to maintain certifications and/or increase knowledge, skill and ability in assigned areas of responsibility. AA. Works with other town agencies during emergency incidents in Grand Chute and surrounding cities and townships. BB. Performs all work duties and activities in accordance with town and fire department policies and guidelines. Works in a safe manner and reports unsafe activity and conditions. Follows town-wide and fire department safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the Fire Department Administrative Policies and Guidelines along with the Town Policy Handbook. Enforces said policies and guidelines to assigned staff. CC. Completes project assignments within the scope of qualifications. DD. Attends all training/staff meetings unless excused by a Chief Officer.

Environmental Conditions Position requires the individual to work in potentially personal dangerous and/or environmental conditions which may include several changes over the course of a duty shift. A. Exposure to extreme heat or cold. B. Exposure to precipitation including rain, snow or ice. C. Exposure to various pollutants, odors and fluids. V. Physical Conditions Position requires the individual to work under various physically demanding conditions and requires the individual to maintain adequate physical conditioning per standards under NFPA 1582-(Comprehensive Occupational Medical Program for Fire Department edition). A. Sitting, standing, crouching, kneeling or crawling in any of the environmental conditions for any length of time. B. Performing duties from various levels of height including from ladders, buildings or other structures. C. Performing duties at various levels of grade including below ground or uneven terrain. D. Performing duties in limited to zero visibility under extreme temperature changes. E. Performing duties under severe noise levels from equipment, apparatus or structural fire conditions. F. Sufficient clarity of speech and hearing and other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone, department radio equipment, and in person, including during emergency and nonemergency situations which may involve a high degree of noise. G. Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, comprehend, prepare, and evaluate written documents and text material, and effectively operate at a fire or related emergency scene; H. Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate equipment used in fire fighting and a personal computer; I. Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation, which permits the employee to perform all duties involved in protecting life and property.
5 VI. Qualifications/Certifications Items A through K are required at time of application: A. High school diploma or GED. B. Valid State of Wisconsin driver s license. C. No felony convictions that would not allow a license or certification to be held in the State of Wisconsin. D. Associate Degree or higher in Fire Protection or related field from an accredited college or university. (Bachelors degree preferred) E. Wisconsin Certified Fire Inspector I F. Licensed State of Wisconsin/National Registry Emergency Medical Technician G. Wisconsin Certified Firefighter II H. Wisconsin Certified Fire Officer I I. Public Information Officer Training J. Certified Driver/Operator-Pumper. K. NIMS 100/200/300/400/700 L. Wisconsin Certified Fire Officer II. VII. Items L shall be completed within three years of hire based on class offerings. Knowledge A. Supervisory and management methods and techniques. B. Principles and practices of modern municipal fire administration. C. Emergency operations command procedures D. Town of Grand Chute rules and regulations. E. Departmental policies and guidelines. F. Principles and methods of fire prevention and fire inspection; G. Municipal, International and Nation Fire Protection Association; ordinances, codes and standards H. Fire hazards and prevention requirements and fire inspection procedures; I. Fire detection and extinguishing systems; J. Legal actions applicable to code enforcement; K. Fire preplanning policies and procedures. L. Accepted public education strategies and best practices. M. Town and departmental programs, policies and functions; N. Current principles, techniques and objectives of public information and relations programs; O. Professional applications of research and writing skills; P. Media tactics, including interview techniques and preparation; Q. Basic principles of communication, marketing and public relations;

Operation of standard office equipment and a personal computer and software applications for word processing, graphic presentations, spreadsheets, databases, information retrieval and research, and other job-related software; S. English grammar, spelling and punctuation. T. The safe and effective operation of Fire Department equipment and vehicles; U. The geography of the Town of Grand Chute and surrounding areas, including the streets and road system, hydrant locations, the layout and location of public utilities, key infrastructure and potentially hazardous materials or substances; V. Fire hydraulics; W. State and local traffic laws governing the operation of emergency vehicles; X. Modern firefighting principles, strategies and tactics. such as wild-land, commercial, residential, airport, flammable and combustible liquids, vehicle, etc Y. Modern fire apparatus and related equipment. Z. National Incident Management System (NIMS). AA. Emergency Medical Services Emergency Medical Technician (EMT) techniques and related medical equipment; BB. Emergency response records systems, communications equipment and use, fire computer applications and incident reporting procedures CC. Disaster preparedness and procedures. VIII. Skill A. Comprehend written work instructions, technical documents, reference books, blueprints, and diagrams. B. Operate a personal computer using program applications appropriate to assigned duties; C. Operation of modern firefighting equipment including heavy fire apparatus. D. Operation of emergency medical equipment. E. Operation of modern office equipment including computers, printers, copiers, electronic messaging systems, and audio/visual equipment. F. Above average mechanical aptitude for maintenance and repair of equipment, facilities and apparatus. G. Correct unacceptable behavior, attitude, or performance with subordinate staff. H. Correct immediate safety issues IX. Ability A. Read, interpret, and explain technical fire codes, ordinances, plans, blueprints, diagrams, system maps, technical operational manuals; B. Detect and suggest corrections to inferior or deficient design, materials, and other hazards in an on-site inspection; C. Perform advance mathematical calculations including performing measurements;
7 D. Prepare clear and concise oral and written reports and maintain inspection, and enforcement records and findings, documents, correspondence, and related files and records; E. Testify in court; F. Communicate effectively both verbally and in writing; G. Operate a personal computer and related software and demonstrate proficiency to prepare inspection reports, documents, databases, and timesheets; H. Operate photography equipment; I. Communicate effectively and establish and maintain working relations with other employees, contractors, developers, business owners, architects, and the public including in difficult and sometimes adversarial circumstances J. Safely drive and operate the full range of fire apparatus and equipment used by the Department; K. Make determinations as to the best response route to emergency situations; L. Work under extremely stressful situations, day and night, which result from a fire and other emergencies, including the responsibility for remaining calm and carrying out all duties with the recognition of the threat to life and property; M. Make determinations as to the best course of action when responding to, commanding and mitigating emergency and non-emergency incidents. N. Work within a command structure requiring strict adherence to following orders, carrying out assignments and working within a team environment. O. Quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; P. Read, comprehend and follow oral and written instructions Q. Complete assigned tasks within a timely manner in order to meet or exceed deadlines or regulatory compliance. R. Apply Town and Fire Department policies, procedures and/or guidelines. S. Adapt to change in technology, policy and guidelines in a positive and proactive manner during the change and implementation. T. Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks. U. Communicate effectively both in oral and written form; both to the general public, elected officials and staff. V. Demonstrate the Department s core values in everyday work; display a positive and caring attitude. W. To be nice, respect each individual for who they are.
