3 2 The mission of Sioux Falls Fire Rescue (SFFR) is to protect the citizens and visitors of Sioux Falls and their property from fires and other emergencies through education, prevention, and emergency management. The purpose of this document is to present a comprehensive overview of the V.L. Crusinberry Regional Training Facility. It is imperative to appropriately express how the campus is utilized and what agencies use and their affiliation with the campus, fixed assets and training grounds. The Training Center facility is supervised by a fire Battalion Chief. The Battalion Chief is under the direction of a Division Chief of Professional Standards / Emergency Medical Services. Crusinberry Regional Training Facility was built in The Fire Training Academy is the gateway to fire and emergency services for the city, county, and state. It was founded upon the innovative mindset of former Fire Chief V. L. Crusinberry. He later went on to become Mayor of Sioux Falls. This facility is a multi-faceted structure which is necessary and critical component to the future needs of the citizens of Sioux Falls. The school house is the direct linkage to the success of the SFFR mission, vision and values. The training center grounds are utilized by several local agencies to train and prepare for public safety delivery to the citizens and visitors of this great city. The purpose of the training center campus is for the creation and innovation for the public service personnel to polish their skill sets whether they are fire or police specific. This structure is utilized for many training and academic courses that formulate our organization as one of the best in the nation. The school house facility is reserved annually with courses that are hosted by not only Sioux Falls Fire Rescue (SFFR) personnel, but other agencies as well. The academic course deliveries are supported and presented by SFFR personnel, National Fire Academy adjunct instructors, certified South Dakota state fire instructors, and Sioux Falls airport; crash fire & rescue personnel. The classroom allows for a maximum student capacity of thirty-five students. Throughout the calendar year, SFFR averages fourteen separate courses which are delivered to the SFFR, rural volunteer fire
7 6 and EMS, Airport Crash-Fire & Rescue, South Dakota Air National Guard, Sioux Falls Police, Regional Hazardous Materials (awareness, operations, and technical level), Minnehaha / Lincoln Sheriff, personnel. How is it used. The T/C school house is used by multiple agencies as well as the delivery of broad based curriculum. It is used heavily throughout each year to conduct Cadet Academy training, incumbent personnel academic training which ranges from hazardous materials, command and control courses, to personnel development coursework. The building consists of three offices, Training Battalion Chief, three training officers, and a personal protective equipment specialist. The training officers are responsible for writing, designing, and instructing curriculum that is aligned with the strategic plan of the organization. The building also has a literature resource room that stores documents and text material for various courses presented. There are two reserve apparatus (fire trucks) that are housed and prepared for deployment throughout the city when needed. It is imperative that the reserve units are housed at the T/C to be utilized for the Cadet Academies, incumbent training, and Fire Apparatus Operator training. The two apparatus are housed at the T/C also to make room for fire apparatus mechanics and their on-going responsibilities with keeping the front line in working order. The T/C facility also has two rooms where personal protective equipment (PPE) is kept. The PPE is stored in lieu of structural gear repair from damage, spare ensembles during washing and drying, or for allocation to new hires during the fire academies. The T/C has a set of industrial washer and dryers specifically designed for structural firefighting gear cleaning. PPE gear (structural gear, USAR gear, etc. are to be cleaned in accordance with Administrative Policy set forth by fire management and NFPA 1500 Standard on Fire Department Occupational Safety and Health Program 2007 Edition Strategic Goals The planning process produced seven primary goals for the department for the next five years. Develop additional fire prevention programs to target the needs of the community. Improve the city s fire insurance services office rating. Maintain status as an accredited fire department. Add and improve infrastructure and resources to meet needs of the city. Enhance the safety, health, and wellness program. Improve the human resource growth and succession plan. Enhance the staffing strategy to meet the needs of the community. The T/C is a critical component for the Accreditation
8 7 Accreditation SFFR was accredited in 2003 and reaccredited in 2008 by the Commission for Fire Accreditation International. Of the approximately 32,000 fire departments in the United States, only 134 have achieved accredited status. This process validates all facets of the organization through the use of outside subject expert professionals who critically review all activities to ensure they meet the highest levels of quality, consistency, and professionalism. Insurance Services Office Rating 3 Low fire insurance costs are important to the residents of Sioux Falls. Insurance Services Office (ISO) rates communities based on the fire department, water delivery system, and emergency communications system. The rating is used by most insurance companies to set rates for property insurance. On a scale of 1 11, with one as the best rating, Sioux Falls has a rating of 3. This is accomplished with a comprehensive Training Center and the appropriate fixed assets to support it. 11 10 How it is used This structure is used to store equipment and materials that are awaiting surplus auction. All of the equipment and material within this building must be held in accordance with city policy for surplus auction. Who uses it? The surplus items are any property of City Of Sioux Falls; Fire Rescue.

14 13 Training Center Propane Training Evolution Area This area of the Training Center is utilized for exercises that deal with propane fires. It is the only way to accurately and properly train fire personnel to suppress flammable liquefied petroleum gases fires. There are four components of the propane training evolution area. These are as follows: The Trencher device is the portion of the propane training equipment that simulates a severed propane line. This happens often in the field due to construction missed locations or careless digging. It is imperative that incumbents and Cadets have the necessary training to recognize and mitigate potential catastrophic situations. Propane is extremely dangerous when met with open flame, sparks, or other ignition sources. The residential propane meter device o The only way to educate the fire suppression teams is to use this tool during training evolutions. Fires in propane meters are possible and have great potential to create devastating damage to any adjacent structure(s). This is too utilized from a team approach and is prodigious tool for Cadets and incumbent members to employ.
15 14 The commercial manifold (Christmas tree) device o This piece of equipment is essential for multiple fire suppression teams to advance in accordance and suppress the large volume of fire it creates. Teams are led in by a team leader who is protected by dual lines and then eliminates the propane by turning off the valve at the base. This is one of the many tools used to incorporate team work as well as the volatility of flammable gases and the potential for them to cause great harm. The propane pit device o This is designed for and utilized to educate the various techniques of foam application in the event of a flammable fluid fire. It is a vital piece of equipment that used in each Academy class instruction. Throughout the next couple years, the Training Center will be focusing heavily on foam application for flammable fluid spills, vessel breaches, etc. This propane pit device will be an essential and necessary tool for education and training of many emergency services resources at the city, county, and state level. 18 17 The search and rescue house is a vital structure used for training and education in many different areas. The house is a ranch style with three bedrooms, a living room, dining room, and laundry room. It is approximately a thousand square feet of space on the main level. This area is used extensively by numerous entities that range from search and rescue to all ranges of specialties in the law enforcement arena. The search house is used for the following: Searching techniques Self-contained breathing apparatus orientation drills Vertical ventilation techniques by fire crews Urban Search and Rescue (USAR) specialized camera training Through-the-floor collapse prop K-9 simulated narcotics search and identify training Active shooter simulation training Hostage negotiations training Two-person / Three-person fire search and rescue training platform Basic ordinary building construction typing training and education Rapid Intervention Crew (RIC) training (most common type of structure for SFFR fire response)
19 Search / Confined Space Trainer: This is an essential tool utilized by many local entities who conduct various forms of training in the house. It is primarily used for Cadets during the fire academy to train them in many different areas. This is a vital link to prepare Cadets for single, two-member, or multiple members search and navigation evolutions. This device is used by Cadets and incumbent members to build confidence and prepare them for zero visibility navigation and search. This is an integral component when determining if Cadets suffer from enclosed spaces and need extra training or cannot complete the tasks assigned to them. It also builds confidence in members so they are adequately prepared for the real thing once they are assigned to respective crews / teams in operations. This training prop has been a staple for our personnel for many years now. It is challenging, interesting, yet fun to navigate and build confidence. This training prop is one of the most accurate testing tools to adequately train Cadets or incumbents for real world responses. 18
20 19 Through-the-Floor collapse prop: This is to simulate a residential floor collapse where there has been approximately ten minutes of flame impingement from below. It is extremely common for homes of this type built in the response areas of the SFFR crews. Almost every residential home built today uses engineered trusses for the flooring construction. Recognizing and experiencing the feeling of falling through the floor presents copious training concepts for fire personnel. There have been several Line-of-
21 20 Duty-Deaths due to this type of catastrophic event in the U.S. This training tool is essential for all SFFR as well as rural volunteer members to train with to prevent unnecessary loss of life. 24 23 What is it? The Pump House is a 30 ft. X 15 ft. structure that is utilized for storing pump testing equipment, water shuttle dump tanks, essential equipment for the accreditation, and apparatus operator driving course equipment (safety cones, etc.). This structure is an integral component for the annual pump testing for each of the fire apparatus. This is conducted by the fire mechanics and apparatus operators. The pump house sits adjacent to the large subterranean water tank which is used during the pump testing procedures. Who uses it? Sioux Falls Fire Rescue is the primary entity that uses the pump house. The Airport Crash / Fire / Rescue department also uses this area, but not to the capacity that SFFR does.

32 31 How is it used? This area of the training center campus is used very often. This is where specially trained personnel conduct quarterly training respective to their skill-sets. This is also utilized during each fire Cadet Academy to conduct the following mandatory training in accordance with NFPA 1001; STANDARD FOR FIRE FIGHTER PROFESSIONAL QUALIFICATIONS NFPA 1006; STANDARD FOR TECHNICAL RESCUER PROFESSIONAL QUALIFICATIONS NFPA 1670: STANDARD ON OPERATIONS AND TRAINING FOR TECHNICAL SEARCH AND RESCUE INCIDENTS This area is the platform for very comprehensive, intensive training evolutions. This area accommodates specific materials for the following: Iron, steel, and aluminum materials used for familiarization and training of cutting with various specialty tools. It is imperative the SFFR members have these materials to conduct training evolutions to prepare and plan for potential incidents.
33 32 Training Center Urban Search & Rescue specialty area This area is a rubble pile which is used for structural collapse training. There are many other uses which include breach and break, heavy lifting, cutting, and supporting.

35 34 This area of the Training Center campus is utilized for Hazardous Materials training, confined space training, fire suppression training, heavy lifting, etc. The area supports static displays of various tank cars, tanks, and cylinders. The area is wide-ranging in use and is used often. In accordance with the National Fire Protection Association, SFFR remains steadfast to the requirements by the NFPA without abdication. This is not a facility that is used or owned by Sioux Falls Fire Rescue. The school house is the only location for the members using the shooting range for restrooms, conducting breaks, comfortable area where they may consume their food during lunch hour, and safe refuge in the event of heat and cold extremes.
