2 Kootenai County Fire & Rescue Administration Office: PO Box 2200, Post Falls, ID 83877, (208) EMPLOYMENT OPPORTUNITY Experienced Firefighter/Paramedic Starting Salary $35,718 plus benefits and Paramedic Premium Kootenai County Fire and Rescue is seeking an experienced Firefighter/Paramedic for employment. KCF&R is a combination (paid/volunteer) department with 32 career firefighters and 60 volunteers. KCF&R provides fire suppression, emergency medical services, ambulance transport, boat rescue, technical rescue, and is the host department for the State Regional Hazardous Material Response Team. KCF&R serves approximately 32,000 citizens and protects 110 square miles including 5 cities. Job Duties: A. Performs assigned tasks in fire suppression, rescue, emergency medical treatment, incident investigation, fire prevention, staff training, and public fire education in accordance with Fire District standards. Provides these services under the general supervision of their shift officer. B. Participates as required in all aspects of training including but not limited to: pre-fire planning, hydrant testing, emergency medical treatment, technical rescue, fire suppression, operation of equipment and apparatus, maintenance of equipment and apparatus, and other duties as may be assigned. C. Drives and operates assigned apparatus in accordance with the laws of the State of Idaho and Fire District policy, procedures and standards, assuring efficient and safe operation, including proper placement at scene, adequate water supply and correct operation. D. Works cooperatively with all medical personnel in handling medical emergencies. E. Is responsible for assuring that all vehicles, equipment and apparatus are placed back in service as soon as possible after response. F. Exercises care and judgment in protecting fire scene and emergency medical scene evidence for investigation as to cause. G. Responds promptly to non-fire incidents, emergencies, and rescues, and performs as assigned to assist in life safety and benefit to the public consistent with the Fire District s mission. H. Performs daily, weekly, and monthly apparatus and equipment checks. Performs routine maintenance of apparatus, vehicles, equipment, grounds, and buildings to assure that they are in a continual state of readiness and safety, in accordance with Idaho State regulations and Fire District standards. Assures that apparatus, vehicles, equipment, grounds and buildings are clean and presentable to the public at all times. Reports all discrepancies to the Shift Officer. I. Completes all required reports in a timely manner and as necessary utilizes assigned computerized record and reporting equipment and systems. J. Maintains skillful ability to perform any and all associated activities as may be required to complete assigned tasks.

Participates in drills and attends classes as required to assure up to date knowledge of accepted fire ground practices, safety practices, emergency medical care, and Fire District procedures and standards, as well as being familiar with recent developments in fire sciences and emergency medical care. L. Participates as assigned in Fire District training and public relations programs. M. Performs water system testing and hydrant maintenance to ensure a state of readiness. N. Performs such other duties as may be assigned. Paramedic Job Duties: A. Recognizes common cardiac dysrhythmias and understands the principles and treatment modalities for life threatening dysrhythmias. B. Understands and anticipates the pharmacological treatment of critically ill and injured patients. C. Understands and anticipates potentially life threatening sequela of non-cardiac emergencies and institutes appropriate emergency therapy where essential for the preservation of life. D. Deals with medical and emotional needs of any victim of acute illness or injury with the goal of reducing mortality and morbidity, as well as pain and suffering. E. Serves as senior medical provider on scene. Is able to instruct, guide and oversee all medical providers under the guidelines of incident command. F. Directs patient care and mentors other personnel. G. Authors and files standardized reports of patient information and care, for the use of the receiving hospital, EMS system and KCFR guidelines. Reports include request for aid, pertinent past history, therapy provided, impression, diagnosis and disposition. Completes reports by end of assigned shift. H. Maintains effective communication with physicians on duty at the receiving hospital to relate patient condition and obtain orders for treatment. I. Responsible for quality patient care as established by written protocols through off line medical direction. Participates in ongoing quality improvement programs. J. Assists in technical and water rescues for the purpose of removing victims from varied terrains and circumstances. K. Participates in scheduled meetings and run reviews. L. Establishes and maintains effective working relationships with other firefighters, employees of KCFR, other agencies and the general public. M. Assists with the EMS training program through instruction of classes and courses. Serves as a preceptor of EMT- Basic, EMT-Advanced and Paramedic students. N. Maintains high degree of academic and practical knowledge in paramedicine and attends sufficient continuing education classes, course and seminars, both on duty and off duty to maintain paramedic certification as required by the State of Idaho. O. Adept at dealing with highly stressful situations in the workplace. P. Understands and follows State and Kootenai County EMS Protocols.

4 Minimum Qualifications: A. At least 18 years of age B. High School Diploma, GED or equivalent C. Valid Drivers License D. AHA CPR-Basic Life Support E. Hazmat Awareness F. Idaho EMT-P certified within 90 days of hire date G. Minimum two years practical experience as a paramedic (by August 1, 2004) H. Current ACLS, PALS or equivalent, PHTLS/BTLS I. Firefighting: Applicant must provide documentation of receiving appropriate training in the following areas: 1. IFSAC FF-I Certification OR 2. Documentation in training records or certifications in ropes and knots, SCBA, forcible entry, ground ladders, structural fire fighting, wildland firefighting, ventilation, power tools, water supply, search and rescue, salvage and overhaul, fire streams, and public education OR 3. Applicants meeting the minimum qualifications will receive an invitation for Firefighter Testing between June 1 June 30, Written Test: July 6, 2004 Applicant must pass the written test with a minimum score 65%. Applicants may receive preference points if they pass the written test with a minimum score of 65% and have any of the following. 5 points for Veterans (Must have served a minimum of three (3) years or one contract period honorably. This applies to active duty personnel and reservists. For verification, DD Form 214 may be requested.) 1 point Hazmat Technician The top 20 applicants will be invited to the Physical Ability Test. Physical Ability Test: July 20, (Pass/Fail) Applicants passing the Physical Ability Test will be invited to two separate oral interviews on July 21, Applicants to the oral interviews will be asked to submit a resume. The first interview will evaluate the applicants: communication skills ALS knowledge base The second interview will be with staff officers that also evaluate communication skills As part of the hiring process applicants will be instructed to complete an internet based assessment that will take 20 minutes to complete. The top five applicants from the above processes will be invited to the Chief s interview on July 22, An eligibility list will be established for firefighter/paramedic position. The chiefs will fill all vacancies and will determine the effective duration of the eligibility list. The successful applicant must be able to pass an employee background check, Physician s Physical and preemployment drug screening.
