2 Essential Duties Accountant Job Description 1. Performs a wide variety of professional accounting tasks. 2. Assists in the preparation and analysis of complex financial statements, accounting schedules, and reports, as directed by finance director. 3. Assists in the preparation of the comprehensive annual financial report, audit reports, and additional reports as needed. 4. Maintains the fixed asset system and prepares the reports for various funds. 5. Maintains all general ledger balance sheet, revenue and expenditure accounts for all funds. 6. Works with various departments as necessary regarding, but not limited to, delinquent tax collectors, auditors, banks etc. 7. Post entries to city's general ledger (e.g., daily receipts from the cash registers). 8. Updates and maintains accurate records for the City's bank accounts and payment systems. 9. Prepares and submits payroll tax bi-weekly and quarterly filings. 10. Records all transactions related to retirement system contributions. 11. Reconciles all cash balances on a monthly basis. 12. Prepares and submit all debt payments for the city. 13. Transport deposits to the bank daily. 14. Maintains accounts payable vendor files and files 1099M annually. 15. Participates in budget preparation and administration as requested by finance director. 16. Provides information to other departments relating to the city's finance modules. 17. Assists in the supervision of clerical support the finance department. 18. Plans and arranges own work priorities, based on general assignments, projects and deadlines for completion as requested by supervisor. BS in Accounting from a four-year college or university. Significant and progressively responsible professional experience in accounting, preferably with some experience in government or public accounting. Equivalent combination of related education and experience.
3 Child Protective Services Social Caseworker II Job Description Essential Duties 1. taking those actions appropriate to insure that every child has a permanent home that provides physical and emotional safety; 2. promoting the development of social and personal competence and fostering the well-being of the child; 3. effectively investigating allegations of abuse and neglect through formulation of appropriate questions and follow-up questions; 4. assessing the needs of the child and family; 5. developing and recommending to the court an appropriate treatment plan based on the 6. particular situation of the child and the family; evaluating child and family progress; and 7. making decisions regarding out-of-home placement if necessary. Other information that may be relevant to FLSA classification: A. Caseworkers must decide what actions are necessary based on the facts of each individual case. They are regularly required by circumstances to make decisions in emergency situations where there is no opportunity or time to seek supervisory assistance. B. Caseworker IIs are not supervised on a daily basis, but instead receive a bimonthly or monthly review of their work. M.A. in social work, or B.A. with a major in human behavioral science together with one year of professional caseworker experience acquired after the B.A.
4 Essential Duties EMS Captain Job Description 1. Plans, organizes and directs the activities of all eight EMS stations during assigned shift. 2. Schedules personnel to ensure the needs of the county are met during the assigned shift. 3. Ensures all equipment, facilities and materials on assigned shift are in proper working order. 4. Coordinates services with the hospital emergency room and other agencies. 5. Participates in the development of policies, procedures and protocols. 6. Identifies new equipment/supplies needed to provide medical services consistent with protocols. 7. Troubleshoots and serves as a liaison between management and staff. 8. Participates in providing staff training and ensures that staff are operating within the parameters of their certification. 9. Reviews all records, reports, and other information required by the Department and the State. 10. Responds to emergency calls and coordinates the provision of medical services by making assessments of the most critical problems, and determining which treatments are to be administered and in what sequence. 11. Assists with daily cleaning and inventory of emergency equipment, supplies, fluids and drugs. 12. Reviews county road patterns and networks to find most efficient routes for EMS response. 13. May also perform administrative tasks associated with purchasing, database management, etc. 14. Work is performed under standing orders and is supervised by the EMS Deputy Director. Graduation from high school, and Experience in supervising a staff providing advanced level emergency medical services. Special Requirements Certification from the State as an Emergency Medical Technician-Paramedic. Completion of additional course work and/or certification to include, at a minimum, certification in cardiac care, pediatrics, and trauma, as determined necessary by the county. Possession of a valid North Carolina driver s license.
5 Essential Duties Information Technology Position: Green 1. Assesses the needs of individual departments within the jurisdiction, develops installation plans for access to the intra-organization network, and coordinates with various departments to arrange installation and ensures that plans are implemented; 2. Installs hardware/software, sometimes manually, sometimes by following online instructions; 3. Suggests new hardware, software, or server installation when the computer system needed new components to manager and finance director for approval; 4. Purchases replacement/repair items, determining what to purchase and when; 5. Investigates problems with function of organization s computer system and individual computers, considering possible solutions and implementing what s/he determines to be the best solution. 6. Maintains the computer-aided dispatch ( CAD ) system at the 911 Center and at 103 remote locations. 7. The person in this position decides what needs to be done and when it needs to be done, with almost no supervision.
6 Law Enforcement Job Description: Green Essential Duties 1. Supervise all shift patrol work and investigations. 2. Prepare periodic (daily and weekly) reports documenting significant activities and events in assigned operational area. 3. Review reports of subordinates to ensure compliance with applicable policies and for informational purposes. 4. Ensure investigative activities (for example, court affidavits, court-ordered surveillance, searches) are executed in compliance with legal requirements. 5. Field check activities of subordinates to monitor performance and compliance with department policies, procedures and applicable laws. 6. Conduct formal performance evaluation procedures for subordinate personnel to identify and document strengths and areas in need of improvement. a. Identify problematic behavior patterns and take steps to resolve the problem(s). b. Counsel officers about career development and advancement. c. Recommend transfer or additional training for subordinate based on performance. 7. Approve requests for vacation and sick leave. 8. Approve overtime assignments. 9. Attempt to resolve conflicts that arise between subordinates. 10. Direct activities at scene involving accidental discharge of Department personnel's firearm according to policy. 11. Monitor subordinates who have contact with seized property such as narcotics. 12. Request investigation of subordinates based on factors such as symptoms of possible narcotics use. 13. Investigate citizen complaints involving subordinates. 14. Make recommendation for disciplinary actions (as authorized). 15. Evaluate equipment and supply needs and prepare day-to-day requisitions and budget requests for equipment and supplies. 16. Provide necessary resources (e.g., information, guidance, personnel, equipment) to aid another Department at a scene (e.g., Traffic Safety personnel to escort Fire Department personnel, K-9).

Assume command at incident scene during emergency and/or unexpected situations, issue assignments, orders, and instructions to personnel to coordinate, direct, and assist them with their activities (e.g., perimeter control, evacuation). 18. Respond to major crime and incident scenes or in sensitive situations to ensure that proper actions are taken by police personnel and that other law enforcement and public service agencies are contacted. 19. Assume command at hostage/barricaded suspect situations pending arrival of specialized units. 20. Attend briefings to discuss tactical plans and assignments. 21. Recognize emergency situation and implement emergency mobilization plan including any necessary evacuations.
8 Law Enforcement Position Job Description: Orange Essential Duties 1. Sets duty schedules and work assignments and deployment for shift s patrol officers. 2. Oversees responses to incoming calls. 3. Provides field supervision to patrol officers. 4. Reviews patrol officer reports. 5. Maintains shift logs and records. 6. Logs and store evidence received from patrol or investigating officers. 7. Patrols city on foot or by vehicle and otherwise performs the job duties of a patrol officer as operational demands require, including pursuing, restraining and apprehending suspects, and interviewing witnesses, suspects, victims and vehicle operators. 8. Takes charge of operations at crime scenes when highest-ranking officers present. 9. Is dispatched and required to respond when situations involving emotionally disturbed individuals arise, as patrol officers are not permitted to take such people into custody. 10. Uses certain restraining devices that are not available to patrol officers such as tasers, water cannons, and restraining tape. 11. Secures and determines the size and scope of a crime scene prior to the arrival of forensics team. 12. Is responsible for prisoner processing, maintenance and control during shift. 13. Supervises the officers assigned to him or her. a. Is responsible for subordinates appearance, punctuality, attendance, productivity, and discipline. b. Inspects subordinate officers during roll call to ensure, among other things, that they are physically and mentally fit for duty and are properly assigned and understand their assignments. c. Patrols the shift to ensure that officers are at their proper assignments. d. Instructs lower-ranking officers on proper procedures, monitors their use of proper equipment and ensures their accurate reporting of daily activities.
9 14. Completes monthly performance evaluations of subordinate officers. a. Provides input on performance and promotion potential of patrol officers. b. Takes necessary corrective action when noticing any deficiencies in subordinates, including reporting to commanding officers when a subordinate is derelict in his or her duties. 15. Is responsible for verifying whether probably cause to arrest a suspect exists. 16. Verifies target locations for search warrants and determines whether a warrant is appropriate based on their judgment and evaluation as to the existence of probable cause. 17. Determines whether a photo or line-up identification procedure is appropriate. 18. Completes unusual occurrence reports which provide the written details of a significant or unusual occurrence. 19. Completes reports about any car chases that take place during shift. 20. Reviews evidence vouchers. 21. Verifies complaint reports, stop-and-frisk reports and arrest reports. 22. Performs the duties of shift supervisor in the absence of superior officer.
10 Essential Duties COUNCIL OF GOVERNMENT OFFICE OPERATIONS MANAGER 1. Initial point of contact for visitors in person and over the telephone and maintains a presence in the front office and arranges for front office coverage. 2. Coordinator of office operations functions with current activities of organization s programs. 3. Assists Director of Member Services with drug and alcohol testing for organization s members. Maintains records and databases Coordinates with contracted vendors. 4. Assists the Director of Administration with human resources functions Placing advertising, receiving applications and maintaining databases Scheduling interviews and checking references 5. Coordinates arrangements for meetings and other activities. 6. Composes forms, letters, memoranda, reports and other materials. 7. Records and summarizes statistical information, tables, charts, graphs or information for standard reports or grants; selects data from varied sources; prepares spreadsheets, and other correspondence as needed. 8. Maintains a physical and/or electronic filing system. 9. Assists in preparing the board s meeting agendas; collects staff reports and reviews for completeness; prepares draft agenda for review by the Executive Director. 10. Attends board meetings and takes minutes; prepares minutes for review by staff prior to publishing for consideration by the board. 11. Contact for the agency s IT contractor and for all office equipment and supplies; screens service requests and schedules service; coordinates with the finance department on financial aspects of use of services. 13. Assists with public relations and external communications including some parts of the social media program as directed by the Director of Administration and Member Services. 14. Assists program staff in need of clerical and/or administrative support. 15. Assists local elected officials in their capacity as board members of the agency. Position is supervised by the Director of Administration and Member Services. Any combination of education and experience equivalent to graduation from high school supplemented with additional course of study at the community college or higher level in secretarial science, office administration, business administration, management or related field.
11 PLANNER II Essential Duties and Tasks Conducts research on planning-related activities in the areas of zoning, transportation, water quality, and land-use planning by reading articles on the Internet and in planning publications and by making telephone inquiries. Conducts analysis and studies on special issues and makes recommendations and drafts reports. Analyzes data, reclassifies data, and compares plans generated by member organizations. Creates maps and tables from data. Creates and delivers presentations to a variety of organizations using PowerPoint. Provides staff support to a wide variety regional groups and bodies. Work is performed under the supervision of the Regional Planning Director. Required: B.A. or B.S. with a major in planning or related field and some experience in municipal, county or regional planning; or an equivalent combination of education and experience. Preferred: Masters in related field.
12 Essential Duties and Tasks REGIONAL OMBUDS FOR THE AGING 1. Investigates complaints about the care of residents in long term care facilities. Records findings and meets with facility management to report findings and negotiate a plan of correction and a time line Refers serious findings to the appropriate state agency 2. Develops and provides technical assistance to the public in navigating the long-term care system. Counsels the public regarding long term care placement Conducts facility surveys Provides technical assistance via the telephone regarding how to place family members and how to pay for the care 3. Trains volunteer community advisory committees who visit long term care facilities. Visits facilities with volunteers Assists committee members with resolving problems Disseminates information regarding legislation and regulations governing the rights of older citizens and long term care 4. Represents the interests of residents before government agencies and seeks administrative, legal and other remedies to protect the health, safety, welfare and rights of residents. 5. Works with community organizations to establish and maintain working relationships to improve local service delivery systems for the older population and their caregivers. 6. Develops and participates in programs for the prevention of elder abuse. Coordinates meeting and trainings with the county departments of social services Provides educational materials on elder abuse Refers complaints of abuse to the appropriate authorities 7. Participates in the quarterly training for regional ombudsmen and quarterly/annual reports. Work is supervised by the Director, Area Agency on Aging Required: Bachelor s degree in a human services field with at least three years experience in long term care and/or aging services. Preferred: Master s degree in gerontology, social work, sociology or related field with at least two years experience in long term care and/or aging services. Certification by the State of North Carolina as an ombudsman is required within a reasonable time after employment.
13 WATER TREATMENT PLANT SUPERVISOR Essential Job Duties 1. Supervises and participates in the work of staff engaged in plant operations and process control, laboratory analysis, and preventive maintenance and repair of plant equipment and facilities. 2. Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance. 3. Serves as operator in responsible charge ensuring the town meets its environmental requirements. 4. Reviews laboratory reports and oversees changes in the chemical and biological processes of the plant; oversees contracted land application of alum sludge. 5. Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making. 6. Supervises in-house and contracted laboratory analyses. 7. Prepares budget request for plant operations. 8. Requisitions supplies, chemicals, equipment and other resources. 9. Works on grant development and administration. 10. Insures proper preventive maintenance is performed on plant equipment and facilities. 11. Trouble-shoots repair and maintenance and recommends repair measures. 12. Leads, motivates, communicates, coaches, and reviews the performance of subordinate supervisors and employees. 13. Ensures proper training and certification of assigned personnel. 14. Participates and recommends in the hiring process. 15. Insures safety precautions are followed. 16. Assists with development of mandate programs such as Vulnerability Assessment and Emergency Plan, Local Water Supply Plan, Emergency Response Plan, etc. 17. Participates in preparation of the annual Water Quality Consumer Confidence Report. Graduation from an accredited community college with a degree in chemistry, environmental science or related field. Considerable water treatment experience, including supervisory experience, or Equivalent combination of education and experience. Certification at grade A by the State of North Carolina for surface water treatment and grade I for wastewater treatment or chemical physical certification.
