37 THE WHITE HOUSE WASHINGTON TOUR OF LAKE WEST FAMILY YMCA AND REMARKS ON FITNESS Friday, July 18, :55 p.m. -3:15 p.m. The Lakewest Family YMCA Dallas, Texas Margaret Spellings I. PURPOSE To tour a YMCA day camp that offers fitness activities to children of all ages. To make remarks on your HealthierUS initiative, to highlight the newly revamped President's Challenge website, and to encourage Americans of all ages to be more physical fit. II. BACKGROUND Health problems associated with poor personal fitness represent a growing epidemic in America, particularly among children. Too many of America's children do not exercise at all, are overweight, and have poor dietary habits. Since 1980, rates of obesity have I doubled for children ages 6-11 and have tripled among adolescents ages On June 20, 2002, you launched the "HealthierUS" initiative to encourage Americans, particularly children, to take personal steps to live longer, better, and healthier lives. The initiative focuses on four guideposts to help Americans make simple and modest improvements to overall health: (1) be physically active every day; (2) develop good eating habits; (3) take advantage of preventive screenings; and (4) make healthy choices, such as not smoking or doing drugs. Your visit to Lakewest Family YMGA shows your continued commitment to improving the personal health and fitness of Americans of all ages. The activities at the Lakewest Family YMCA are an excellent example ways for children to keep fit. Lynn Swann, Chairman of the President's Council on Physical Fitness and Sports, and Dot Richardson, Vice Chairman of the Council, along with several other members of the Council, will also participate in the event. In announcing the "HealthierUS" initiative last year, you challenged these individuals to retool the Council to better serve America's youth. Over the last year, they have worked to create a new "President's Challenge" awards program that draws support from public and private entities and is more widely accessible. The new program has set a goal of attracting an additional 20 million Americans to physical fitness and exercise. Using a web-based system, ( ), the new President's Challenge allows people to track weekly fitness activities and receive Presidential fitness awards for achieving defined

38 fitness goals. Lynn Swann and the other Council members will launch the new program before you arrive at the Lakewest Family YMCA. Your 2004 Budget also requests $125 million to fund "Steps to a HealthierUS," a targeted HHS initiative focused on obesity, diabetes, and asthma-some of the most prevalent and costly chronic health problems the Nation faces. The principles of "HealthierUS" are also being promoted in Federal nutrition_assistance programs, including the National School Lunch Program which operates in over 93 percent of the Nation's schools and serves breakfast and lunch to more than 27 million children each day. Your Administration is proposing new "HealthierUS" demonstration projects as part of this year's nutrition assistance program reauthorization. III. 42 Remarks on Fitness July 18, 2003 Draft #6 Good afternoon. It's great to be home, and I appreciate the chance to visit the 'Lakewest Family YMCA. The dedicated staff here is helping young people get active, stay in shape, and live healthier lives. Fitness is an important and rewarding goal for our Nation. Doctors and scientists are making great progress in preventing, detecting, and treating many chronic diseases - like heart disease, cancer, and diabetes. Yet the best way to prevent disease and live longer is to lead a healthy life. We must teach children the importance 'of exercise and good nutrition so they can develop good habits, and keep them throughout their lives. Acknowledgments Lynn Swann, Chairman, President's Council on Physical Fitness and Sports (will introduce the President) Governor Rick Perry (R-TX) Congressman Sam Johnson (R-TX) Congressman Michael Burgess (R-TX) David Dewhurst, Lieutenant Governor (R-TX) Dr. Dot Richardson, Olympic Gold Medalist, Surgeon, and Vice Chairwoman, President's Council on Physical Fitness and Sports Dr. Ken Gladish [GLAY-dish], President and CEO, YMCA of the USA Gordon Echtenkamp [ECK-ten-camp], President and CEO, YMCA of Metropolitan Dallas Jo Harris, Executive Director, Lakewest Family YMCA (Dallas, Texas) Andrew Simpson, YMCA Teen, Lakewest Family YMCA (tour guide) [mentioned later in remarks] Other Members of the President's Council on Physical Fitness and Sports Other YMCA campers Dennis Roberson [RAH-ber-son], USA Freedom Corps Greeter - Dennis has been an active volunteer at the Lakewest Family YMCA, volunteering at least 15 hours each week helping young people. Dennis helps administer the YMCA's Health Rocks! program, which teaches young people how to make healthy lifestyle choices and develop 1

43 important life skills., Dennis also volunteers each weekday to help run the YMCA technology center, teaching children how to use the computer, how to access the Internet, and how to research topics of interest. One of the most important lessons young people can learn today is how to lead healthy lives. It's good for them, and it's good for America. Obesity can cause serious health problems like heart disease and diabetes, and adds to the cost of health care in America. in 2000 alone, obesity costs totaled 117 billion dollars. Since 1980, rates of obesity. have doubled among children, and tripled among adolescents. We must reverse this trend - and we know how to do it. We need to teach every young person the importance of a good diet and regular exercise: The local YMCA is one of the best places to start an exercise program - and you can ask young people like Andrew Simpson. Andrew was an excellent tour guide today, and he explained that his workout program not only gives him energy, but confidence too. He said, "I was tired of always being the little guy." Well anyone who has seen Andrew recently knows that he doesn't need to worry about that anymore. Here at Lakewest, young people are learning how to build confidence and a healthier body. And they are also learning that exercise is fun and doesn't need to be a chore - a few minutes a day goes a long way. In order to help educate Americans about healthy living, last year I launched the HealthierUS initiative. This program is based on four guidelines: First, be physically active every day. Parents, bring your kids toa YMCA or a local park, or play catch in the backyard. Second, develop good eating habits. It's been estimated that dietary changes could reduce cancer deaths in the United States by a third. Kids, that means eating more fruits and vegetables. Third, take advantage of preventive screenings. Simple tests 'like checking your blood pressure can make a big difference. Fourth, make healthy choices by avoiding smoking, drugs, and excessive or underage drinking. These four simple measures will help all Americans - young and old -:- get healthier and stronger. 2

44 I ~ To promote this program, I asked my fdend Lynn Swann to serve as chairman of my Council on Physical Fitness and Sports. Earlier today, Lynn joined with some of the young people here at Lakewest to unveil a _ new Presidential fitness challenge. We have set a goal: to get 20 million -additional Americans to exercise for at least 30 minutes a day, five days a week. I hope every American will take the challenge. lt"s easy to get started and you can track your progress online at presidentschallenge.org. And I can promise you: Stick with it, and you'll --feel better, you'll have a lot more energy, and you'll reduce your risk of future health problems. In addition, I have proposed 125 million dollars to help local governments assist communities and organizations like the YMCA to promote awareness about the benefits of exercise and good nutrition. -- These new funds would be available to target obesity, diabetes, and asthma, _and could be. used for exercise or nutrition programs or preventive screenings. I urge the Congress to approve my request for this important health initiative. My Administration is also propos, ing greater incentives for local school - districts thatfocus on better nutrition and eating habits. To help ensure that all our Nation's children reach their full potential, schools need to provide young people with nutritious meals. Kids can do their part by - making smart choices about what they eat - - Exercise is a daily part of my life and my family's life, and I urge all Americans to make it an important part of their lives too. And kids, remember that you can make a difference, too - by getting your parents tojoin in and exercise with you., Together, you'll feel great and you will - help build a healthier and strongeramerica. - Thank you, and God Bless America.
