2 NOTES FROM THE OFFICE Welcome to a new 4-H Year! The H year is full of potential. The 4-H staff is excited to begin another year of 4-H in Douglas County. What would another 4-H year be if there weren t any changes? One change that we are implementing this year has to do with New Leader Training. All potential new 4-H leaders will be required to turn in all paperwork, references, background check, complete the on-line component as well as register and pay in advance. If you know of anyone who wants to become a leader please let them know to plan ahead and complete the requirements well in advance of the class date. We also have updated our volunteer code of conduct form. We always encourage you to thoroughly read all the 4-H forms we ask you to sign, as well as stay informed about your various project areas, requirements and policies and procedures. Did You Know? The 4-H Name and Emblem is a highly valued mark within our country s history. As such, it was granted a very unique and special status; it is in a category similar to the Presidential Seal and the Olympic Emblem. This federal protection makes it a mark into and of itself with protection that supersedes the limited authorities of both a trademark and a copyright. As a result, responsibility and stewardship for the 4-H Name and Emblem were not given to the U.S. Patent Office but were given to a higher level of the federal government, a member of the Cabinet, the Secretary of Agriculture. The Secretary has responsibility for the 4-H Name and Emblem, at the direct request of Congress. The 18 USC 707 is the statement in the United States Code that outlines the protection of the 4-H Name and Emblem. We will be discussing this more at our next Project Leader Meeting on October 5 th. Here s to another great New 4-H Year. I look forward to working with all of you. Teresa 4-H NEWS AND OPPORTUNITIES FOR LEADERS 4-H Re-enrollment Time-Packet Pick-up at the Project Leader Meeting October 5 th at 7:00 PM This is one meeting that all leaders should plan to attend! We will be embarking on a new 4-H year and will have many things to discuss and plan. The major task for the entire group will be passing out re-enrollment packets. It is very important for each club to have a leader present at this meeting to pick-up new enrollment materials because 4-H Leaders will not be receiving the re-enrollment packet in the mail. Leaders of clubs with no representative present will need to come by the Extension Office to pick-up their packet, following Monday s evening meeting. The meeting topics will include: As a large group we will discuss: Re-enrollment Process for H Year In project groups we will discuss: Tentative Calendar of Events for H Year Discuss proposed Fair changes for next year based on input at Fair Evaluation Meeting Remember: Lane County, Reedsport & Canyonville Resident Participation Persons living within city limits of Canyonville and Reedsport or living outside of the county will be subject to an additional $100 user fee for participation in 4-H. This is made necessary by those residents not being a part of the Extension Service District that supports our OSU Extension Office. 2
3 Club Reporting and Management Updates and Requirements In accordance with the Oregon 4-H Policy we are requiring clubs to adhere to the following: A young person must knowingly participate in at least six hours of positive youth development experiences annually to be considered a 4-H member. These experiences must be planned, organized, and conducted by faculty, staff, or volunteers of the Oregon State University Extension Service. We are grateful to all the clubs who follow this guideline, but unfortunately we hear about many clubs who do not. If a club is found to be in violation of the policy the leader s status will be revoked. 4-H Volunteer Criminal History Checks 4-H leaders are individuals accepted for service as a volunteer and are required to complete and successful pass a criminal history check every two years. Continued volunteer service is contingent upon successfully passing this check. Laurie will be contacting all leaders who need to complete and submit their forms. If you have completed this process within the past two years you are off the hook. Please contact Laurie (laurie.michaels@oreognstate.edu or ) with any questions as to your status. New Leader Trainings We will conduct three New Leader Trainings for the 4-H year. Before a potential leader can attend a training they will need to sign-up, complete the enrollment packet, interview with the 4-H Staff, complete the on-line portion of the training and pay for the class. Dates/times for the New Leader Trainings are: Saturday, November 21 st, 9:00 AM-1:00 PM. Tuesday, December 1 st, 5:30 PM-9:30 PM and Thursday, January 7 th 5:30 PM-9:30 PM Cloverbud Leader Training We just can t seem to get enough Cloverbud Leaders! If you are interested in becoming a Cloverbud Leader there will be a training on Wednesday, December 2 nd, 5:30-6:30 PM. Contact Teresa. Junior Leader Training We will have a Junior Leader Training on Tuesday, November 17 th at 5:30-8:30 PM here at the Extension Office. A Junior Leader is a 4-H project for 7-12 graders who are interested in working with their club leader to help plan, organize, teach and lead club activities. We ask that the both the 4-H er and their leader attend the training. Please pre-register with Teresa. Address Updates Needed! Please update your address with the office as it changes. We are sending out more electronic reminders to save on the time and cost of mailing information. The office staff would greatly appreciate it! Thank you! You can the address to be updated to: holly.burton@oregonstate.edu Pick up State Fair & County Fair Exhibits State Fair ribbons, exhibits and contest sheets are available at the OSU Extension Office. Please plan to stop in and pick-up State Fair materials as soon as possible. We still have several County Fair exhibits and ribbons that have not been picked up. If you or your club members are missing exhibits, score sheets or ribbons from static exhibits or contests, please stop by the OSU Extension Office. *Unclaimed items will be donated to local service groups after November 1st* Premiums from Lamb Show and Fair Premiums are available to pick-up at the Extension office beginning September 15 th. Members can pick up their own premium check or main club leaders can pick up the checks and distribute them to their members in a timely manner. 3
4 LIVESTOCK NEWS Market Animal Loan Applications Available Rotary Steer Loan Applications Due Rotary provides 4-H and FFA members with low interest loans to purchase and care for their market animals. 4-H/FFA members who wish to apply for a Rotary Steer Loan must have completed applications turned in to the 4-H Office no later than 5PM on October 1 st. Loan applications are available from the OSU Extension Office or your FFA Advisor. Interviews will be scheduled with applicants for an evening in early October. Tom Ocumpaugh Memorial Loan Available In addition to Rotary loans, 4-H members also have the Ocumpaugh loan option. These loans are for 4-H members in Douglas County to help them finance their 4-H livestock project or other worthy 4-H project. Information and applications are available from the Extension Office. There is no application due date for these loans. Livestock Project Insurance Livestock insurance is HIGHLY recommended for youth livestock projects. The Rotary Market Auction Guidelines state that if your market project animal dies or becomes ill 30 days before the auction date, either before Lamb Show or County Fair, that NO replacement requests will be granted. Therefore, we are HIGHLY recommending that market project participants purchase livestock insurance. Livestock insurance is a type of insurance designed to cover losses resulting from the death of livestock. In most cases livestock are covered if death results from disease, accidental injuries, fire, lightening, and natural disasters. It is important to read the complete policy information to determine specific coverage and applicable rates. Cost is usually based on the selected value of the member s animal. When determining this value, decide what the animal will be worth during the total time of the project. Maximum settlement values are specified for all species of livestock. Livestock insurance is available from a number of different companies. Some 4-H members may be covered under family insurance policies; others may wish to purchase individual policies. Locally, Country Financial provides a Blue Ribbon Policy especially designed for 4-H and FFA project animals. Forms are available at the Extension Office or online at: 4
