IN THIS ISSUE MAINE STATE WEEKEND AT THE NFA MFSI FIRE INSTRUCTORS WORKSHOP 3/28 &3/29 MFCA WORKSHOP UPDATE 3/25-3/27 KUCSMA MEMORIAL SYMPOSIUM WITH LASKY, GOLDFEDER, & SALKA 2/28 TO 3/1 Fire Officer I & II Class of 2015 On January 9-17, 2015 the Maine Fire Service Institute hosted our 2 nd Fire Officer I and II Academy since moving to Brunswick. The intensive Fire Officer program actually began in August of 2014 with an orientation followed by a one and one-half day writing class in September. Prior to attending the classroom sessions in January, all 15 Fire Officer Academy participants were required to complete course work and skills projects to permit attendance on January 9 th. For the first time in our history the Maine Fire Service Institute was able to provide onsite lodging for all participants at our office in Brunswick on the Midcoast Campus of Southern Maine Community College. Participants in the Fire Officer Academy participated in hours of daily instruction, interaction and coursework which concluded with a written examination for Fire Officer I and II certification on the last day of the course. The Maine Fire Service Institute Fire Officer I and II Academy is a comprehensive course program designed to prepare current and future officers with the knowledge and exposure to information on a variety of topics which include human resources, fire cause investigation, labor and management relations, community risk reduction, crew resource management, legal issues, media relations and fire attack simulations. Those who attend the Fire Officer Academy not only find the experience life changing but have developed new friendships and networking opportunities for the rest of their careers. The fire service can no longer wait until someone is in a position as an officer to train them for their function and role. Preparation for the role of an officer must begin early in a firefighter s career. The steps taken to mentor and groom an individual to be an officer provide long term benefits. Preparing an officer for the MISSION To assist in the development of skills and abilities in support of Maine s fire service at the local, regional and state level in collaborations with the Fire Chiefs of Maine. Wheeler Re: Lahaie Fund Scholarship for the Maine State Weekend at the NETC / NFA Greetings all, It is with great pleasure to announce that the Lahaie Fund has offered scholarship funding (tuition reimbursement) for the Maine State Weekend Program at the National Emergency Training Center / National Fire Academy in Emmitsburg, Maryland. Tuition is the same as it has been for several years ($140.00). Travel expenses to and from the NETC / NFA are not included or part of this funding. The offer of commitment from the Lahaie Fund is for (4) years, from 2015 to This year s funding (tuition reimbursement) is available for (4) individuals to participate in the 2015 weekend program. This is terrific news for Maine Emergency Service personnel who may not otherwise consider taking part in this exceptional educational opportunity, due to various financial reasons. All (4) scholarships will be awarded. The scholarship application form has been attached to this letter. This year will mark the 28 th year of the Maine State Weekend Program at the NETC / NFA. The program will take place on May 28, 29 & 30, Colleagues from the State of Florida will be joining Maine for this year s weekend program as they have for the past (2) years. 10 MAINE STATE WEEKEND MAY 29-31, 2015 Welcome! To the 28th Annual Maine State Weekend at the National Fire Academy in Emmitsburg, Maryland. Our colleagues from Florida will also be joining us this year. Patrick Giacobbe, Academic Instructor at the Florida State Fire College, and the staff from MSW and MFSI are excited to work together to provide a great educational experience for 210 students within a 7 course curriculum. sponsored by National Fire Academy & Maine Fire Service Institute IMPORTANT: STUDENT IDENTIFICATION NUMBER (NEW) As of two years ago, each student must obtain a Student Identification Number (SID) in lieu of your using your Social Security number for registration. Process is very easy. Go to and register. You will instantly receive your SID. Then use your SID number when filling out the FEMA Form , (2/12). NOTE: Keep your SID number! Once you have your SID number, use this same SID for all future courses, as well as pre-/ post-courses, affiliated with NETC-NFA at the NFA in Maryland or for Maine in-state NFA programs. REGISTRATIONS: National Fire Academy requires all registrations 6 weeks in advance. Therefore, April 1, 2015 is the deadline for submitting your registration. The program continues to strengthen and enhance the emergency service community, as it meets the needs of fire and rescue departments throughout our state. The education you will receive from experienced instructors, the networking with fellow students, and the sharing of collegial experiences is the success behind the Maine State Weekend program year after year. REGISTRATION & INFORMATION Registration Cost for the weekend is $140. This includes a Meal card and Pub pass valid from Friday night dinner thru lunch on Sunday, and lodging. You will also receive a Polo Shirt. Registration is in the lobby of Building C-West. You will need to present photo identification at the NFA campus entrance, and also at the Registration Desk in Building C-West. (Driver s License accepted.) If you are driving a vehicle, the license plate number is also required at time of registration. All students are issued an NFA Photo Identification Badge that must be worn at all times when on campus, and always presented to security upon returning to campus. Arrival Time: You are required to arrive at the National Fire Academy between 3:00-5:00 p.m. on Friday, May 29, If you are unable to arrive between these hours, please call me (Jason Wheeler) at (207) , or direct to NFA at (301) and a message will be delivered to MSW staff. State Weekend Program: Orientation: Friday night at 7:00 p.m. You MUST attend. Marc Bellefeuille MSW Scholarship Award: A name will be drawn at Orientation. The recipient will be reimbursed their Registration cost for the weekend. Memorial Service: Saturday afternoon staff and students are welcome to participate in a memorial service to honor Maine & Florida s Fallen Firefighters who have died in the Line of Duty. This ceremony is held on campus at the National Fallen Firefighters Memorial. Students are asked to wear Class A uniforms or Class B station uniforms, if possible. If you don t have a uniform, you are still welcome to participate. NOTE: If you are flying, you will need to arrange for your own transportation from the airport to the National Fire Academy. NETC/NFA no longer provides ground transportation to an from the airport. However, you still need to submit your flight itinerary with your registration. 11 COURSES ~ May 30 & 31, Hours ~ Class Size: 30 You must be 18 years of age to attend the weekend program. 1. (W0760) NEW FIRE CHIEF I: CHALLENGING ISSUES (NEW) Curriculum: Executive Development. Course is designed to develop the managerial, administrative and leadership skills necessary for the position of fire chief /chief officers who are in a leadership position or desire to be within their department. The course addresses critical knowledge and skills pertaining to the responsibilities of a fire chief and chief officers. It includes topics on local politics, the role of chief officers utilizing effective ways of managing and leading their department, liability and risk management, and resources. [Course only available at NFA State Weekends] Audience: Fire Chief / Chief Officers / Officers / Those aspiring to be a Fire / EMS Officer 2. (W0376) INCIDENT COMMAND SYSTEM & RESOURCE MANAGEMENT FOR THE FIRE SERVICE (REVISED) Curriculum: Incident Management. This course has been significantly revised to provide students with an understanding of the Incident Command System and Resource Management for the fire service, emphasizing the application in both emergency and nonemergency situations. It addresses the need for an ICS, provides an overview of the structure and flexibility of ICS, and an understanding of the command skills necessary to function effectively in an ICS structure, and the need to effectively manage your resources. Course meets the requirement of ICS 100 and ICS 200. [Course only available at NFA State Weekends] Audience: Fire & EMS Personnel 3. (W0347) COMMUNITY RISK ISSUES AND PREVENTION INTERVENTIONS (NEW) Curriculum: Fire Prevention / Public Education. This course is designed for those who work in the field of prevention, and to provide the motivation and leadership to enhance prevention efforts. You will learn the basic overview of the three E s of prevention: education, engineering, enforcement. The most effective way to combat community risk issues is to develop strategies that use all three E s. Course content includes: evaluation of types and levels of community prevention; how injuries, fires and burns can be prevented; strategies and counter measures to help people understand to help reduce the loss; and prevention approaches: behavior changes, legislation, enforcement, and engineering. (W0455) STRATEGY AND TACTICS FOR INITIAL COMPANY OPERATIONS [STICO] Curriculum: Incident Management. STICO is designed to meet the needs of company officers responsible for managing the operations of one or more companies during structural firefighting operations. The course is designed to develop the management skills needed by company officers to accomplish assigned tactics at structure fires. Meets criteria NFPA1001, Standard for Fire Fighter Professional Qualifications, Level II. (W0803) LEADERSHIP I FOR FIRE AND EMS: STRATEGIES FOR COMPANY SUCCESS Curriculum: Management Science. This course presents the company officer with the basic leadership skills and tools needed to perform effectively in the emergency service environment. It includes techniques and approaches to problem-solving; ways to identify and assess the needs of the officer s subordinates; methods for running effective meetings; and decision-making skills. 12 6. (W0549) EMERGENCY RESPONSE TO TERRORISM: STRATEGIC & TACTICAL CONSIDERATIONS FOR SUPERVISORS (UPDATED) Curriculum: Emergency Response to Terrorism. This updated course is designed for the responder who may be responsible for initial and expanded command of incidents involving terrorism. The course builds upon the student s existing skills as an IC, or a practitioner of ICS, with knowledge of NIMS, the National Response Framework, and terrorism; and assists the officer in preparing an effective response to the consequences of terrorism. The course utilizes lecture supported by case studies and practice scenarios to address the command and control challenges that confronts the IC. It enables the students to apply their knowledge of preincident planning, managing emergency incidents, and operate as part of a Unified Command structure. (W0290) TRAINING OPERATIONS IN SMALL DEPARTMENTS Curriculum: Training Programs. This course provides students with basic tools and skills to coordinate training in a small Fire and/or EMS organization. Includes coordinating or conducting training with a nearby larger city or state training function. Course includes: leadership issues in fire and EMS training; identifying legal issues affecting training functions, including an understanding of a standard of care, and the impact of OSHA & NFPA standards; safety considerations in training; marketing training internally; identifying ways to justify training needs; resolving training conflicts; selecting and evaluating training curriculum and materials; and effective delivery. 15 MICHAEL C KUCSMA MEMORIAL SYMPOSIUM Chief Rick Lasky (ret.) a 34-year veteran of the fire service, served as chief of the Lewisville (TX) Fire Department for 12 years, prior to that as Fire Chief in Coeur d'alene Idaho. Rick followed in his father s footsteps beginning his career as a firefighter in the suburbs on the southwest side of Chicago and while in Illinois received the 1996 International Society of Fire Service Instructors Innovator of the Year award for his part in developing the Saving Our Own program. Throughout his 30-plus years in the fire service he has served as a career and volunteer firefighter. He served as the co-lead instructor for the H.O.T. Firefighter Survival program at FDIC for over 10 years, is a long-standing editorial advisory board member for Fire Engineering Magazine and also serves on the FDIC advisory board. Rick is the author of the best-selling books Pride and Ownership-A Firefighter s Love of the Job and Five Alarm Leadership: From the Firehouse to the Fireground published by PennWell Books and is the co-host for the radio show The Command Post heard on Fire Engineering Talk Radio. Rick holds an AAS Degree in Fire Science from Columbia Southern University and was selected as the CSU 2012 Distance Education and Training Council (DETC) Outstanding Graduate. He was also honored in 2011 as an inductee into the Chicago Softball Hall of Fame. Chief Billy Goldfeder, EFO, a firefighter since 1973, serves as Deputy Fire Chief of the Loveland-Symmes FD in S.W. Ohio. LSFD is an ISO Class 2, full service ALS department providing a full range of traditional and non-traditional emergency & community services. A Chief Officer since 1982, he has served as a Fire Chief in Ohio, Virginia and Florida. Chief Goldfeder also served as a Public Protection representative covering southern New York, for I.S.O. as well as a Company Officer, starting with the Manhasset-Lakeville F.D., in Long Island, N.Y. A 1993 graduate of the National Fire Academy s Executive Fire Officer Program, he is the former Chair of the International Association of Fire Chiefs VCOS Comm. In 2001, Chief Goldfeder was honored with an appointment of Hon. Battalion Chief of F.D.N.Y. and is a member of the Board of Directors of: The International Association of Fire Chiefs, The September 11th Families Association, The National Fallen Firefighters Foundation and provides expert review assistance to the CDC NIOSH Fire Fighter Fatality Investigation and Prevention Program. Goldfeder is the recipient of numerous operational and administrative awards and recognitions including most recently the Loveland-Symmes FD Departmental Award of Excellence in 2003 and again in 2010, the Int l Assoc. of Fire Service Instructors Fire Instructor of The Year Award for 2004, the Dana Hannon Fire Training Award for 2004, the Int l Assoc. of Fire Chiefs Presidential Award for 2005, the 2007 (IFSTA) Int l Fire Service Training Assoc s Everett E. Hudiburg Memorial Award for Firefighter Training Excellence, the 2007 Nassau County (N.Y.) Frances X. Pendl Fire Service Humanitarian Award, the 2008 Firefighter Cancer Support Network Dallas Jones Memorial Award and in 2008, the Billy Goldfeder Fire Service Organizational Safety Award (awarded annually) was named and created through the IAFC and is co-sponsored by VFIS. Chief Goldfeder completed a 6 year term as a Commissioner on the Commission of Fire Accreditation International and he serves as an Associate/Contributing Editor for FIRE ENGINEER- ING, FIRE RESCUE, FIREHOUSE Magazines (including several regional fire publications) as well as a news editorial columnist for Firehouse.Com. He has spoken on, as well as published, numerous articles on subjects such as fire service risk management, leading combination FD s, fire command and tactics, firefighter/fireground safety, apparatus design/deployment and fireground staffing. His monthly column Close Calls appears in FIREHOUSE Magazine and his podcast radio show Through The Smoke is hosted on Firehouse.com. Chief Goldfeder has served on several NFPA and IAFC Committees, was Chair of the Int l Assoc. of Fire Chiefs Safety, Health and Survival Section and also serves on the National Firefighter Near-Miss Reporting Task Force Board (IAFC). He is and has been an Instructor at all national fire service training conferences including Fire-Rescue international, Firehouse Expo, Firehouse World, FD Safety Officers Association, the FDNY Fire Officers Management Institute (F.O.M.I.) and at the Fire Department Instructors Conference (F.D.I.C.), where he has instructed for the past 30 years as well as serving as a member of the FDIC Advisory Board for the past 20 years. He has and does provide consulting services for municipal and private corporations with a clear focus on firefighter safety and survival. Chief Goldfeder co-hosts the website: a 100% non-commercial, independent and free site with only 1 focus: Firefighter Safety, Survival and Getting Everyone Home. John Salka (ret) served with the FDNY for over 33 years, the past 15 years a battalion chief in the 18th Battalion in the Bronx. Prior to being promoted to battalion chief, Chief Salka was assigned as the Captain of 48 Engine also in the Bronx. He is a New York State certified instructor and also lectures nationally. He is a seminar presenter and has presented at the Firehouse Expo in Baltimore, the FDIC in Indianapolis, the NY State Association of Fire Chiefs show and many other venues. Chief Salka writes the monthly back page column "The Fire Scene" in Firehouse Magazine and has also written for Fire Engineering, Size-Up and the FDNY training magazine WNYF.
