Following a welcome and the traditional flag salute, a roundtable of introductions was completed. MEETING MINUTES: A motion was made by Kraig Peiguss and seconded by Barry Boogard to accept the January meeting minutes as disseminated by Elenjo Schaff, Secretary. Motion passed. TREASURER S REPORT: Treasurer Ron Wick read the December financial statement as follows: December Financial Statement: Checking Savings Beginning Balance (12/1/2012) $ 19, $40, Deposits $ 4, Withdrawals $ 6, Interest Earned $ 0.15 $.68 Ending Balance (12/31/2012) $ 17, $40, Grand Total: $58, A motion was made by Mark Musch to accept the December Treasurer s report as read. Following a second from Parry Boogard, the motion passed unanimously. Ron continued by reporting that next month there will be an updated quarterly report on the status of the budget items. Page 1
2 CHIEFS REPORT: Cari Coll reported the Chiefs did not have a meeting in January, so their next scheduled meeting is the third week in February. GUEST SPEAKER(S): No Guest speakers were available. However, the membership was reminded of the Structure Collapse and Rescue Training to follow the meeting. AFFILIATE REPORTS: KING COUNTY OEM: Pete Brummel reported the Region 6 Homeland Security Grant funding is diminishing and by 2015 this grant will end. They are hoping to be able to capitalize on turned back money from As far as training available in 2013, the Urban Areas Security Initiative (UASI) grant will be utilized for two Heavy Rescue classes in May. Along with this the Homeland Grant will be utilized for two Refresher classes. The announcement for this training is forthcoming. KING COUNTY EMS: Jim Duren reported Byron Byrne was sending out information regarding data collection and getting the contact information. He said it is taking anywhere from 1 to 30 days for them to receive the scanned copies. It is the goal to have the cardiac arrest information to them within 24-hours, and in return they will provide a quick turnaround review. Jon Nolan reported he has completed 18 CBT Instructor workshops for approximately 600 instructors for He indicated he and Dr. Eisenberg were very pleased with the results and with the quality of instructors in the County. He continued by reporting they are planning to do some benchmarking to departments on Dr. Eisenberg s 2013 Goals (i.e., cardiac arrests up to 60%, anaphylaxis, sepsis, and in June they will roll out the trauma (tourniquets) training). Terry Sinclair reported the upcoming EMT Class is going to be held at Snoqualmie Fire with the pretest scheduled for February 13 th and CPR/Orientation on February 20 th. Jim added the last class was the transition class, so this one will be in the same format. He also indicated they are asking for the students to wear their department identifier (e.g. uniform or at a minimum a t-shirt). They are requiring their staff to be a little more formal as well. Jim continued by reporting King County EMS is still working on becoming a National Registry testing center as there are 11 students from the last EMT Class who have not taken the National Registry test, and that isn t acceptable. He also indicated that the EMT Class before the last one there are still six students who never became WA State Certified. Page 2
3 LABOR & INDUSTRIES: JC Smith disseminated the US Fire Administration (FEMA) update regarding the Self- Contained Breathing Apparatus Remaining Service-Life Indicator Performance Requirements. In this the NIOSH National Personal Protective Technology Laboratory has set a minimum alarm point at 25% of the rated service time and allows the SCBA manufacturer to offer a remaining service life set point at a higher value. JC indicated L & I will adopt these changes, and as far as he knew there wasn t any grandfather clause for exemption. He will send an electronic version to be disseminated. JC was asked if he would be willing to provide monthly training to the membership regarding changes or updates on the new Standard that will affect fire departments. JC has asked if anyone has specific questions, he would also address those if they would provide him with the inquiry prior to our meeting. The final adoption of the new Standard is January 1, STATE FIRE TRAINING & SAFETY OFFICERS ASSOCIATION: Bob Jones reported the State Conference will be having three representatives available to review the new 305 Standard. The registrations will be available online, and the dates of the Conference are February 23 through February 27, 2013 at the Yakima Convention Center. The theme is Leadership Promotes Safety & Training. He mentioned that the registrations are now at approximately 113. WA STATE FIRE SERVICE TRAINING: Bob Jones disseminated information on the following: o WSP is going to be hosting Kiwanis Youth Law Enforcement Career Camp for high school juniors and seniors who may be interested in pursuing job opportunities in the law enforcement field. This is going to be held in Shelton from July 7 13, Application deadline is May 10 and applications can be downloaded at the State Patrol s Home Page ( o Looking Forward newsletter, February 2013 o NFA Incident Safety Officer class on June 15-16, 2013 at South Bay Fire Department in Olympia o NFA STICO class at Marysville Fire District on March 19-20, 2013 o NFA Incident Command for Highrise Operations in Tacoma on March 26-27, 2013 o Leadership 1 in Port Townsend on March 9-10, 2013 o Leadership 2 in Port Townsend on April 6-7, 2013 o Leadership 3 in Port Townsend on May 4-5, 2013 Bob reported they are in week 3 in the current Recruit Class with 23 students. Their graduation is April 19 th. He also reported the third floor is ready, and they are primarily waiting for the insurance adjustment. Page 3
4 SNOHOMISH COUNTY TRAINING OFFICERS ASSOCIATION: Blake Engnes reported they didn t have a meeting in January so other than the Leadership Class being hosted by Marysville Fire on April 10-11, he didn t have anything new to report. COMMITTEE REPORTS: ADMINISTRATIVE CONTRACT REVIEW COMMITTEE: This is on hold pending Cindy s input and finalization. (Committee Members: Executive Board and ODA Chair) ADVANCED PUMP OPERATOR ACADEMY COMMITTEE: Bob Jones reported the dates were wrong on the website, so he is having Cindy correct that. The class will begin in Bellevue (Station 9) on April 22, and the remainder of the week (April 23-26) the classes will be held at the Fire Training Academy. Registrations are available online at the KCFTOA website. (Committee Members: Bill Hoover, Bob Jones) AUDIT COMMITTEE: Steve Taylor reported they will be starting the audit soon, but didn t have anything to report currently. (Committee Members: Steve Taylor, John Zaleski, Chiefs Rep yet undetermined) EXTRICATION COMMITTEE: No one was present to report, but Mark Seaver from Renton Fire has arranged for this class to be held at Renton Fire with the Puyallup Extrication Team on March 13-15, The cost of the class is $525. Registration is available online. ODA COMMITTEE: Cari Coll reported in Chair Greg Baruso s absence. The first class in 2013 is the Leadership Series NFA Leadership 1, 2, and 3 is scheduled in February. There are still openings in most of the classes. Pete Brummel thanked the ODA Committee and the KCFTOA for giving him the opportunity to teach at the ODA Classes. He complimented the training ODA provides. 5 WEBSITE COMMITTEE: Vice President Bruce Kroon reported the calendar has been updated, but they are finding the buttons to the academies aren t operating, so that will be revisited. (Committee Members: Cindy McMahan and the Executive Board overseer is the Vice President according to Bylaws) PURCHASES OF THE MONTH: Mark Musch reported they have a rescue trailer available for events if there is a need for it. It is currently being housed at Station 51. OLD BUSINESS: There wasn t any old business to discuss NEW BUSINESS: There wasn t any new business to discuss GOOD OF THE ORDER: Bruce Kroon (Bellevue Fire) inquired if any agency has a promotional matrix regarding education, training, and experience to please forward him a copy.
