2 2016 Hospital Emergency Preparedness Forum Agenda Day One - April 12 7:30 a.m. Registration and Refreshments 7:50 a.m. Welcome Lyndsey Dumas, Vice President of Education, Arkansas Hospital Association, Little Rock 8:00 a.m. A Hospital Response to Civil Unrest Historically, civil unrest occurrences have been commonly perceived as low propensity, low consequence events. However, recent societal trends have validated the need for a collective enhancement of measures for the healthcare industry to effectively prepare and mitigate the negative implications associated. This presentation has been created and prepared with the mindset that it is a first step in making that difference for healthcare facilities. Multiple topics are discussed in this dynamic presentation using a first-hand lessons learned approach gained from over a month of preparation and weeks of actual interaction gained during the Ferguson, Missouri unrest and MDI s partnership with healthcare entities directly involved. History of Unrest and Hospital Impact Overview of Los Angeles Riots 1992 Overview of Cincinnati Riots 2001 Pre-Event Planning Emergency Operations Planning Pre-established Relationships with Emergency Responders Injury Considerations vs. Staffing Issues 12:00 p.m. Lunch (provided) and Networking 12:45 p.m. Domestic/Foreign Terrorism and Its Affects on Healthcare Never before has the topic of terrorism both domestic and foreign been more relevant in our country. There was a time when the line between domestic and foreign terrorist groups and individuals were clearly delineated. This is no longer the rule. The thought of an attack on hospital property is almost unimaginable and the aftermath even more so. Regardless of whether the event occurs on property or off, the reality is that the hospital will be effected in some tangible way. MDI presents information on this topic in a manner to provide actionable processes which allow the healthcare entity to step-up its incident command and continue operations using effective and efficient decision making. The lecture provides information on both domestic (home grown) groups and their foreign counterparts to include common trends. (MDI) is providing the faculty for Day 1. Bios for each faculty member can be found on page 5. MDI is an international risk mitigation firm that specializes in strategic consultation, personal protection and training for corporate, healthcare, governmental, academic and personal entities. MDI has had the distinct privilege to train thousands of law enforcement professionals on the local, state and federal level, as well as various specialized military units throughout the United States and abroad. All information will be presented for educational purposes only and will not promote any proprietary interest of the presenting organization. CNE will be provided for this entire day.

3 Day Two - April 13 8:00 a.m. Registration and Refreshments 8:20 a.m. Welcome Lyndsey Dumas, Vice President of Education, Arkansas Hospital Association (AHA), Little Rock 8:30 a.m. *Strategic National Stockpile: CHEMPACK Facilities Donald Minster, State Strategic National Stockpile Coordinator, Arkansas Department of Health, Little Rock The CHEMPACK program is an ongoing initiative of CDC s Division of Strategic National Stockpile launched in 2003, which provides antidotes to nerve agents for pre-positioning by state, local and/or tribal officials throughout the U.S. The CHEMPACK program is envisioned as a comprehensive capability for the effective use of medical countermeasures in the event of an attack on civilians. This presentation will include a CHEMPACK module on display, as well as a discussion of the CHEMPACK use and movement. 9:45 a.m. Arkansas Crisis Response Team (ARCRT) Overview Beth Ingram, ARCRT Board Member, Little Rock Lyndsey Dumas, Vice President of Education, AHA; ARCRT Board Member, Little Rock 10:15 a.m. Break This session will give attendees information on how the Arkansas Crisis Response Team operates and how hospitals can use the team in times of crisis. 10:30 a.m. *Alternate Care Site Requirements and Arkansas Mobile Hospital Tour Jody Carter, MS, CEM, NREMT-P, Emergency Preparedness Coordinator, Baptist Health, Little Rock Dennis Hudson, RN, CEN, Emergency Services, CHI St. Vincent, Little Rock This session will discuss the site and physical requirements for hospital alternate care sites in the event of an evacuation or relocation. Attendees will then tour the METRO Hospital Management Group s portable hospital. The mobile hospital will be set up in the parking lot of the hotel; please dress appropriately for the weather. 11:30 a.m. Lunch (provided) and Networking 12:15 p.m. Coalition Panel Discussion Greg Brown, Branch Chief for Trauma, Preparedness & Emergency Medical Services Sections, Arkansas Department of Health, Little Rock Arkansas Department of Emergency Management Representative (TBD) Rachel Davis, Executive Director, Arkansas Health Care Association, Little Rock Keith Edmonds, Office of Emergency Management Director/Fire Services Coordinator, Marion County, Yellville Terry Lawson, EMT, CHSP, Safety/Emergency Preparedness Coordinator, HPP Co-Leader for Northwest District, Washington Regional Medical Center, Fayetteville 1:30 p.m. Break Representatives from a hospital, the Office of Emergency Management, the Arkansas Department of Health, nursing homes and the Arkansas Department of Emergency Management will discuss what their entity provides and is responsible for when preparing for and responding to an emergency. 1:45 p.m. *189 th Airlift Wing Rapid Augmentation Team & Mobile Emergency Operations Center MSgt Bill Catton, 189AW Emergency Manager, Little Rock Air Force Base The 189 th Airlift Wing Rapid Augmentation Team (RAT) is a highly adaptable, rapidly deployable team of volunteer airmen, organized to provide defense support to civil authorities. MSgt Catton will discuss the RAT and the Mobile Emergency Operations Center, a state of the art operations center which assists and supports command and control of entities in emergency situations. 3:00 p.m. Wrap-up, Questions, Evaluation and Adjournment * CNE will be provided for the sessions marked with an asterisk.

4 Faculty Greg Brown is the Branch Chief for Trauma, Preparedness and Emergency Medical Services Sections for the Arkansas Department of Health. Greg has more than 30 years of EMS experience as a ground and flight paramedic as well as being an EMS educator. Active in the EMS and preparedness community, Greg, serves as National Chair of the Air Medical Committee for the National Association of State EMS Officials; on the Board of Directors for the National Registry of Emergency Medical Technicians (NREMT), the Commission on Accreditation of Medical Transport Systems, and the National EMS-C Data Analysis Resource Center; as well as the NREMT Finance Committee and the NREMT Research Committee. Jody Carter, MS, CEM, NREMT-P is the Emergency Preparedness Coordinator for Baptist Health, working statewide with hospitals in seven communities in all phases of emergency management. Before coming to Baptist, Jody was the Disaster Manager for the American Red Cross serving northeast Arkansas. He is also currently in his 14 th year with Saline Memorial Hospital as a Paramedic/Instructor. Away from work, Jody is a Certified Barbeque Judge through the Kansas City Barbeque Society and an Extra-Class Amateur radio operator, licensed as KJ0DY. Lyndsey Dumas is the Vice President of Education at the Arkansas Hospital Association, a position she has held since Her primary focus is providing educational programs and continuing education for member hospitals and their employees. She works with the Arkansas Department of Health and hospitals around the state on emergency preparedness and is part of the Arkansas Crisis Response Team board. Lyndsey came to AHA in 2004 and most recently served as Director of Education Operations. She earned both her BBA and MBA from the University of Central Arkansas, Conway. Keith Edmonds is the Office of Emergency Management Director/Fire Services Coordinator for Marion County, Arkansas. As OEM Director, Keith coordinates all resources associated with disasters and is also responsible for all 911 addressing and road signage. He is a current board member of the Arkansas Trauma Advisory Council, appointed by Governor Hutchinson to advice and develop strategies relating to trauma events and prevention across Arkansas specific to the needs of the EMS professional. Dennis Hudson, RN, CEN has been actively involved in healthcare emergency management for over 25 years. As a federal responder, he has deployed to events such as Tropical Strom Allison that struck Houston in 2001, the World Trade Center bombing also in 2001, Hurricane Katrina in 2005, Hurricane Gustav in 2008 and the BP oil spill in Dennis has served as a subject matter expert to a number of federal agencies including the Department of Homeland Security; Department of Justice; Department of Defense; Department of Health and Human Services; and the Department of State providing education and evaluation in the areas of hospital preparedness, medical disaster response, patient evacuation and alternate care operations, and response to terrorism events. He is currently with emergency services at CHI St. Vincent in Little Rock. Beth Ingram retired in 2014 as Senior Vice President of the Arkansas Hospital Association. Her responsibilities included hospital and governance education, emergency preparedness, and serving as editor of Arkansas Hospitals and Arkansas Trustee. Since her retirement, she has joined the boards of Arkansas Hospice Inc. in North Little Rock and the Arkansas Crisis Response Team, and enjoys volunteering with LifeQuest and other local organizations. She is past president of The Twentieth Century Club of Little Rock and Executive Women International. She has a BA in English and history from the University of Arkansas at Little Rock. Terry Lawson, EMT, CHSP is the Safety/Emergency Preparedness Coordinator for Washington Regional Medical Center in Fayetteville, Arkansas. Terry worked for the Fayetteville Fire Department for 28 years, retiring in 2011 as the Battalion Chief Fire Marshal. He has an Associate of Applied Science Degree in Fire Protection and master level Certified Healthcare Safety Professional. In addition, Terry has been an instructor for the Arkansas Fire Training Academy and the Northwest Arkansas Community College Fire Science Program. He currently serves as the HPP Co-Leader for the Northwest District. Donald Minster serves as the Strategic National Stockpile Coordinator for the State of Arkansas. Prior to joining the Preparedness and Emergency Response Branch within Arkansas Department of Health, he functioned as a natural hazards planner with the Arkansas Department of Emergency Management. Donald holds a BS and MS in Emergency Management & Homeland Security and is recognized as an Arkansas Certified Emergency Manager.

5 Ty Moeder is a founding Partner and Principal of Mitigation Dynamics, Inc. (MDI), possessing 20 years of professional experience. He is a 15-year law enforcement veteran with an extensive background in real world critical incident problem solving. Ty has served within various units and roles throughout his career, including under cover gang/narcotics investigator, police Sergeant, SWAT team operator, sniper, SWAT/sniper team leader and incident commander. Since January 2009, he has fulfilled the role of owner-operator of MDI providing strategic consultation, physical protection and training to corporate, healthcare, governmental, academic and personal entities. Ty has authored various principally based curriculum related to risk mitigation, delivering various forms of consulting, lectures and instruction to thousands of law enforcement professionals on the local, state and federal level, as well as special operations groups in the United States Military. In addition, he has provided consulting, training and lectures related to MDI s various risk mitigation curriculum for thousands of healthcare and business professionals throughout the United States. Mike Murray is the Director of Training and Logistics for MDI and a 21-year law enforcement veteran who currently supervises special operations. Mike has supervised various units such as patrol, investigations and administration. In addition, he has served as an operator, sniper and hostage negotiator, as well as incident commander for his agency s SWAT team. Mike is a law enforcement instructor in various disciplines such as armed violent intruder response, and has authored various principally based curriculums. Rod Schaeffer is a Founding Partner and Principle of MDI and is a 23-year law enforcement veteran, currently operating as an operations commander. Rod has supervised multiple units such as patrol and special operations and as his agency s tactical response commander. He has authored and instructed multiple law enforcement and critical response programs and developed curriculum basis for law enforcement response to active shooters used throughout the country. Who Should Attend This course is designed for hospital disaster preparedness coordinators, regional leaders, hospital senior leaders, nurses, physicians, all hospital managers, all department directors, those with emergency management responsibilities, local office of emergency services personnel and personnel from long-term care facilities. Continuing Education Credit Many national, state and local licensing boards and professional organizations will grant continuing education credit for attendance at this seminar when participants submit the course outline (save this brochure!) and a Certificate of Attendance. The Certificate of Attendance will be provided to participants at the conclusion of the forum. It is recommended that participants contact their own board or organization to find out what is required. Continuing Nursing Education 6.7 hours of CNE will be provided to nurses attending the entire day of April 12, sign-in at the registration desk and complete the evaluation. 3.5 hours of CNE will be provided to nurses attending the entire day of April 13, sign-in at the registration desk and complete the evaluation. Arkansas Hospital Association is an approved provider of continuing nursing education by South Central Accreditation Program, an accredited approver by the American Nurses Credentialing Center s Commission on Accreditation. 6 Hotel Information This workshop will be conducted at the Crowne Plaza, 201 S. Shackleford Road, Little Rock. A room block has been reserved at the hotel for the nights of April 11 and April 12. To take advantage of the special rate of $109 King/2 Double Beds, call (855) and mention the Arkansas Hospital Association. The cut off date for reservations is Monday, March 28, Registration Fee Registration is $75 per person, per day. To attend BOTH days, registration is $150 total. It is recommended that participants contact hospital disaster preparedness coordinators and/or regional leaders to determine if HHS grant training funds are available to pay the registration fee. Use of the training funds for this purpose is permitted. (The AHA is fortunate to offer the reduced registration fee due to financial support from the HHS Hospital Preparedness Grant Funds.) Refund/Cancellation Policy If cancellations are received in writing five business days prior to the date of the workshop, a full refund will be returned. If cancellations are received less than five business days prior to the date of the workshop, a refund minus a $50 administrative fee will be refunded. Registrants who cancel the day of the program or fail to attend must pay the entire fee. Substitutions, however, are permitted. Registrations that are faxed are subject to the same cancellation policy. (Note: All cancellations must be received in writing by the registrar.) Dress Code Remember it is hard to find a comfortable temperature for everyone in the room; please dress comfortably and in layers in case the room is too cool for your comfort. Also, please note that there will be a tour of the mobile hospital on day two, April 13, which will be outside; make sure that you dress appropriately for the weather.
