2 Dear Candidate Chief Executive Officer, Teesside Hospice Care Foundation, Application Pack Thank you for requesting the information pack for the post of Chief Executive Officer at Teesside Hospice Care Foundation. As the Chairman, I welcome enquiries from all sectors of the voluntary, private and public sector. Thanks in no small measure to our retiring Chief Executive Officer Mrs Maureen Thompson, we are a successful and ambitious organisation. We are seeking an individual with a clear passion to drive the achievement of delivering the highest quality of Specialist Palliative Care. We are about to embark on a major service development, which will be the first big challenge for the successful candidate. Teesside Hospice is in a healthy financial position and is fortunate to have the immense support from our local community. Teesside Hospice Trading Company is the income generation arm of the charity, this is a successful commercial business. The Hospice enjoys partnership working with our colleagues in health, social care, voluntary and learning establishments in order to provide seamless care and support for our patients and families. We have a strong multi-professional team which is led by a Consultant in Palliative Medicine. We are an outward facing organisation continuously striving towards excellence in all that we do. 3 Introduction Teesside Hospice is a local Charity based in Middlesbrough. We are committed to delivering the best possible experience for patients and their families. Through the Hospice s Consultant led multi professional team we aim to provide the highest standard of specialist palliative care we can achieve. We are dedicated to continuous improvement within the Specialist Palliative Care we deliver. We rely on the feedback from patients and families who use our services to continually evaluate and improve our services to the people of Teesside and beyond. The Care Quality Commission made an unannounced inspection to the Hospice in March 2016 and we received an overall rating of GOOD. It is pleasing to report that the hospice team have met all of the 2017/18 clinical aspirations and there are further clinical aspirations for the coming year. The Board of Trustees continues to oversee the corporate governance of the organisation, with various sub committees having Trustee representation. Policy review and new documentation is developed with the inclusion of the appropriate management and staff. The Council of Management have supported the hospice by funding a Development Fund which has allowed the introduction of service enhancement projects to enable the hospice to offer different services to our patients and families. Through the Development Fund, we have had the flexibility to review and offer different services provided in the Day Hospice. We have also recruited into two new clinical positions, an Out Reach Nurse Practitioner role which is match funded by Macmillan Cancer Support and an Admiral Nurse post, again match funded by Dementia UK. Both of these posts will support patients and families in the local community. We receive 31% funding from the NHS but rely heavily on our Trading Company together with the very generous support of local businesses and supporters to make up the remaining 69% of the required funding. Legacy income is not a guaranteed source of income but is needed to ensure the hospice has vital reserves going forward. Throughout 2017/18 the Hospice has enjoyed strong financial stability. Our people are recognised as being integral to the organisations success and much work has taken place over recent years to enhance the working environment and employee offer. There has been a focus on increased Employee Engagement in order to underpin the organisations aim of being a great place to work. Employees who are engaged, informed, supported, valued and motivated are widely deemed as critical to a successful organisation. Our volunteers also contribute immensely to the success of our organisation and are valued greatly. We are an ambitious organisation and are about to finalise plans for a major development of our Clinical Services. The ideal candidate should be a strategic thinker, have evidenced business focus and above all passion for the position and leading the organisation. 3

4 Nature and Scope of the Role Teesside Hospice Care Foundation (THCF) Teesside Hospice Care Foundation was established in 1982 as a specialist palliative care centre to enhance the quality of life of those suffering from life limiting illnesses. It offers Consultant led specialist palliative care and support to patients and their carers. Our aim is to provide the relief of complex symptoms with regard to physical, social, psychological and spiritual aspects of patient and family care, thus enabling them to return home or to another care environment. The majority of care to patients, families and carers focuses upon pain and symptom control and end of life care. An annual patient survey is undertaken and managed by THCF Clinical Audit Group. The outcome of the survey is shared with the Clinical Governance Committee, Council of Management Trustees and summaries of the survey are displayed as posters in each department to inform patients, their families and other visitors to the organisation of the outcome of the survey. A carer support programme is established alongside the Day Hospice service. We have an established history of patient and carer involvement with their views being sought prior to specific changes or service developments and also improvements being made as a result of their ongoing feedback. In March 2016, Teesside Hospice received an unannounced inspection by the Care Quality Commission (CQC) following the submission of our Provider Information Return (PIR). Our immediate feedback was very positive and we received an overall rating of GOOD. Teesside Hospice monitors the quality of care that is provided across the organisation via its Clinical Governance Committee. The importance of providing quality care is underlined by the membership of the committee, which includes the organisation s most senior clinicians, the Director of Patient Services and representatives from the Board of Trustees. The Hospice s catchment area is predominately Middlesbrough, Redcar and Cleveland areas however, we are also contracted to provide a Tees wide specialist community lymphoedema service. Teesside Hospice Trading Limited was established in 1988 and exists to support the work of Teesside Hospice Care Foundation by creating, developing and responding to funding opportunities. The Trading Company seek to increase the profile of the Hospice in the local community, creating partnerships, educating and promoting the work of Teesside Hospice Care Foundation. 4

5 Our 2020 Vision To provide a purpose built Lymphoedema Outpatient Department To provide a Specialist Palliative Care Hub for Day Hospice activity To lead Specialist Palliative Care education in the locality by investing in the education workforce and providing a purpose built education and conference centre To develop our expertise and capacity in non-cancer conditions Teesside Hospice Trading It is Teesside Hospice Tradings aim to ensure the financial security of Teesside Hospice Care Foundation. Each year it costs 2.8 million to provide our care. Grants and NHS funding cover around a third of this cost, which means we need to raise 6,000 each and every day of the year to keep our services running, most of which is generated by the activities of our Trading Company. To do this, the Trading Company develops and maintains existing streams of income and is committed to formulate new ones. This is done through a variety of fundraising initiatives including: Lottery With over 11,000 weekly members, the Lotto is the fun way to raise funds for Teesside Hospice. By playing for as little as 1 per week players have the chance of winning a weekly jackpot prize of Charity Shops Teesside Hospice have 11 Charity shops across the local area, with a fleet of 3 vans that make daily collections of donated stock including furniture, bric-a-brac, books, antiques and clothing to name a few. Within Charity Shops there is Project 2020 which provides a clear strategic vision for progress over the next two years, along with a clear vision for the day-to-day commercial decision making and prioritisation of the areas of the business that improve the overall profit contribution. The project launched in December 2017 and is broken down into four priority areas that improve profitability e.g. increased gift aid conversion, shop standards, potential internet sales and localisation. The project is reviewed on a regular basis and we aim for completion by the end of Fundraising Teesside Hospice fundraising team organises a variety fundraising events throughout the year, including everything from the mass participation events such as a Colour Run to adrenaline-fueled activities, such as parachute jumps and our successful Ladies Day as well as Christmas Tree recycling. The team also co-ordinate the activities of local support groups and business through the partnership initiative and by schools, and other local organisation who act as charity champions, all of whom lend tremendous support and work to raise money in aid of Teesside Hospice with the support of the fundraising team. 5

6 Marketing Our Marketing team are based at the trading company but support all aspects of our organisation. The team develop and implement creative and innovative communications and marketing activity to ensure Teesside Hospice, and its services, various projects, campaigns and events are promoted effectively to all stakeholders. Without the efforts of the Trading Company and its supporters, Teesside Hospice simply would not be the place it is today. 6

7 JOB DESCRIPTION JOB TITLE: ACCOUNTABLE TO: HOURS OF WORK: LOCATION: Chief Executive Officer The Council of Management through the Hospice Chairman 37.5 hours per week Teesside Hospice, 1 Northgate Road, Linthorpe, Middlesbrough TS5 5NW JOB PROFILE: The Chief Executive Officer will assist the Council of Management in achieving the charitable objectives of the organisation and lead the Hospice in the successful achievement of all operational objectives on a day to day basis. The role will assist the Trading Company Board of Directors in providing clear operational leadership across all commercial departments. To assume ultimate responsibility for, and to oversee the management of, the full range of Hospice and Trading Company services and to provide leadership and motivation for all staff and volunteers. 1. Strategic Responsibilities In conjunction with the Council of Management to ensure that the Hospices mission, vision and values are kept up to date, are communicated to all staff, volunteers and Trustees and underpin the day to day running of all the Hospice services. With the Council of Management to maintain a management framework that ensures Teesside Hospice affairs are conducted properly within an approved strategic, financial and regulatory framework and in an efficient and businesslike manner to meet the requirements of good governance. To support the Council of Management on the development and implementation of a strategic plan to ensure Teesside Hospice meets its charitable objectives and obligations. To work in conjunction with the Trading Company Board of Directors to ensure effective management and governance of the Marketing, Fundraising, Lottery and Charity Shop Departments. In conjunction with the Trading Company Board of Directors working towards the highest commercial activity and income for the organisation through the Marketing, Fundraising, Lottery and Charity Shop Departments. To co-ordinate the development, review and implementation of appropriate policies and plans regarding all aspects of the Hospice that conform to the highest standard to ensure these are communicated and followed by all involved in the provision of services. To ensure Teesside Hospice is represented on relevant local, regional and national bodies to influence opinion for the benefit of the Hospice. 7

8 To represent the organisation and engage in active participation to support the Hospices North East Collaboration. 2. Operational Responsibilities To ensure Teesside Hospice remains fully compliant with all relevant legal regulatory requirements and that all necessary policies and procedures are in place to support this, with particular reference to: Clinical regulations and standards required by the Care Quality Commission and other Health and Social Care regulatory bodies Companies Act and Charities Act legislation and Charity Commission requirements Human Resources legislation To ensure that the Registered Manager of the Hospice is able to fulfill all obligations fully. In conjunction with the Treasurer, Chairman and the Senior Management Team to prepare and recommend to the Council of Management the annual budget. To be responsible to the Council of Management for the overall financial health of the organisation ensuring that expenditure is controlled in line with agreed budgets and in accordance with agreed frameworks of delegation. To ensure the Hospice plays an active part in the development of NHS and other service contracts and that the Hospice complies with their requirements. To ensure that the organisations property and equipment are maintained to a high standard and that a rolling programme of replacement and maintenance is in place. To secure and maintain effective working relationships and clear lines of communication with commissioners and all stakeholders in the wider health and social care community towards the achievement of the operational and strategic objectives. To maintain a process for monitoring and revision of policies, procedures and standards and ensure that all such policies are followed and conform to the highest standards. 3. Responsibilities To ensure Teesside Hospice has the right number of staff with the right skills, knowledge and resources to undertake their role together with the appropriate material and financial resources to deliver organisational objectives. To ensure the development and implementation of successful teamwork and interdepartmental collaborating. To develop and maintain working relationships and communication with staff and volunteers at all levels of the organisation to ensure that they are informed, engaged, motivated, developed and supported. 8

9 To develop the Hospice as a local and regional resource for clinical and other appropriate professional training and development in the field of specialist palliative care. In partnership with training providers and the management team and Human Resources to ensure that arrangement are in place for the education, training and development of all staff defined budgets. 4. Responsibilities for the quality of services provided To develop and maintain the provision of the highest quality of care, support and patient services achieving the highest levels of efficiency and effectiveness in the use of all resources. With advice of the Hospice senior clinical staff, advise and guide the Council of Management on the overall strategy, policy and governance of the Hospice to achieve provision of the highest standards of care. To ensure patients and families concerns are addressed in a timely and appropriate manner. 5. Support to the Trustees in the fulfilment of the Charity s obligations To work with the Council of Management to ensure the highest standards of Corporate Governance. To work closely with the Council of Management and the Senior Management Team to achieve, develop and monitor the strategic and operational objectives advising on operational, clinical and healthcare issues. To agree an annual cycle of meetings for the Council of Management and its subcommittees and to agree with the Chairman the inclusion of appropriate agenda items for the Council. To attend meetings of the Council of Management and its sub committees to keep the Board of Trustees informed about all aspects of the service providing appropriate written and verbal reports to enable them to carry out their governance responsibilities in a timely and appropriate manner. To ensure that all sub committees of the Council are appropriately supported and that relevant agenda items are properly presented. To ensure the preparation of the Annual Report and Financial Statement as appropriate and their submission to the Board of Trustees ensuring compliance with legal requirements. 9

10 6. Personal Responsibilities To participate in an annual appraisal with the Chairman. To keep up to date with national and local initiatives in the health and charity sector and how they relate to Hospice services. To comply with all organisational policies and practices. To ensure appropriate personal development and training in agreement with the Council of Management and to attend mandatory training provided by the Hospice. To attend external events and other duties that may fall outside of normal office hours in order to fulfill the duties expected of a Chief Executive. 13 Introducing the North East of England Tees Valley is located in North East England, between North Yorkshire and County Durham and has a population of over 300,000. The five Tees Valley Boroughs which make up this region are Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton on Tees with Teesside Hospice being within a 20 minute commute of these areas. Newcastle is one of the most well-known cities in the UK. With a population of over 800,000, it offers world-class culture, vibrant nightlife, award-winning dining, inspiring heritage, fantastic shopping and acclaimed architecture. Famously known for the local Geordie accent, the city is renowned for being one of the friendliest and welcoming cities in the UK. Newcastle is situated on the East Coast train line with direct links to a number of key UK locations including London (3hrs), York (90 minutes) and Edinburgh (2hrs). Durham City has a population of nearly 50,000 and is home to the iconic Durham Cathedral and Castle World Heritage Site. The Durham Dales and North Pennines are an Area of Outstanding Natural Beauty where you can relax and unwind or to go outdoors and be active. Durham is situated on the East Coast train line with direct links to a number of key UK cities including Newcastle (15 minutes), Edinburgh (2hrs) and London (3hrs). The North Yorkshire Moors is a National Park which covers one of the largest expanses of heather moorland in the UK. The county boasts a number of local villages and traditional market towns such as Northallerton, Great Ayton, Stokesley and Hutton Rudby all of which are within a 30 minute commute of Teesside Hospice. The city of York has a population of over 200,000 and sits at the southern point of the County of North Yorkshire approximately a 60 minute commute from Teesside Hospice. York offers a wealth of historic attractions and is one of the few cities in the UK that has managed to progress with the times but maintain its rich historical heritage. York is situated on the East Coast train line with direct links to London (2hrs), Newcastle (1hr) and Edinburgh (2hrs 30). Education With schools outperforming in a number of areas, the North East of England provides fantastic educational opportunities for all ages. There are 12 educational authorities in the North East with ten primary and secondary schools located within a 20 minute radius of Middlesbrough. Durham High School for Girls has also been named as one of the best in England due to its impressive results. Within state schools in the North East, 67.2% of pupils achieved grades of A* to C in 2015, compared to 65.7% in 2014, a 1.5 % change, and the highest rise in the country. The North East also boasts five universities - Durham, Newcastle, Northumbria, Sunderland and Teesside as well as 25 further education colleges covering every possible vocation from TV production to marine engineering. 13

14 Things to do in the area With attractions and activities galore, a move to the North East of England is definitely a step towards a fantastic work life balance, freedom to unwind and more time for family life. Arts and Culture Exhibitions of contemporary art can be found at the BALTIC on the banks of the Tyne in Newcastle/ Gateshead. Based in a converted flour mill by the Gateshead Millennium Bridge, this landmark building is the biggest gallery of its kind in the world. The Sunderland Empire and Newcastle Theatre both regularly show high profile west end productions. Dining out, the North East has a number of Michelin and rosette stared restaurants. Whatever your preference, from Family Dining, Casual Dining or Fine Dining there restaurants across the North East that are amongst the top 50 in the UK. Sport Football is a popular game in the North East, with Middlesbrough Football club Newcastle United and Sunderland Football Club all playing in the area. There are more than a dozen golf clubs within a 50 mile radius of Teesside Hospice, some of which are the best in the UK Cricket fans can visit the international facilities at Durham County Cricket Club s Riverside ground in Chester-Le-Street. The club has hosted several high profile England matches with many more to follow. Newcastle s rugby team, The Falcons, also has a long-standing loyal band of supporters at its Kingston Park ground and in 2015, Newcastle was chosen as one of the host cities for the Rugby World Cup. The North Yorkshire Moors and Pennines offer a number of walking routes, or, alternatively, you can walk the length of Hadrian s Wall in Northumberland stretching 70 miles across the English/ Scottish boarder and dating from 122 AD. The Lake District National Park, famous for its idyllic mountains and lakes is also only two hours away by car. Cyclists will be in heaven with Britain s most popular long-distance route, the Coast to Coast, on their doorstep. The 174 mile route takes in the North Pennines Area of Outstanding Natural Beauty, as well as stunning Border scenery. For keen runners, the Great North Run, held in Newcastle, is one of the most iconic half marathons in the world with over 55,000 runners attending annually. Benefits 14
