3 3 WELCOME LETTER FROM THE CHAIRMAN Dear Applicant, Thank you for your interest in the Chief Executive Officer opportunity at Heart of Kent Hospice. In June last year Interim Chief Executive, Vicki Morrey, was appointed after the unexpected departure of our Chief Executive following a serious accident. We are fortunate that Vicki agreed to stay with us until we recruit someone permanently to the post. Following this sudden and unexpected event, the staff and volunteers responded magnificently to ensure the Hospice continued to function normally with minimal impact on our service delivery. We are grateful to Vicki who is an excellent leader and has used her significant experience to see Heart of Kent Hospice through this unsettling period. We have stayed focused and continued to deliver the service expected of us a true testament to the quality of our staff and volunteers. We can all be entirely confident that in our most important challenge of staying true to our purpose has not only been met but surpassed. Providing exceptional care for people with a life limiting illness is at the very heart of what we do, and over the last 20 years we have built a strong reputation within the local community for the quality of our care. But we don t achieve this in isolation. It is through our many important relationships and partnerships that we have been, and continue to be, so successful at what we do. Professionally, the best interests of the patients are met through working well with all those involved in their care. This ensures that care is timely and reliable. Our Hospice partnerships are many and varied, reflecting the community we serve. We enjoy our business partnerships and are delighted by the support we receive from the NHS, and our local media and schools. The feedback we receive from those in our care reflects the confidence and faith our community has shown in us. We are seeking to appoint a confident, inspiring leader with sound management skills who is keen to take the hospice forward, building on the success of recent developments and initiatives. 4 4 BACKGROUND Heart of Kent Hospice is an independent local charity. We are here to provide skilled, high quality care for all those facing the challenge of a life limiting illness. We work in Maidstone, Aylesford, Tonbridge and Malling and the surrounding villages. Our care is tailored and individualised for each patient and their family and is provided in their own home or in the Hospice to improve their quality of care at the end of life. It costs Heart of Kent Hospice over 4m each year to deliver its services. Just over 23% of our income comes from the NHS which means we must raise over 3m each year to continue to deliver our patient and family services free of charge. This balance must be raised from grants, legacies, trusts, our community, local businesses and through our charity shops and lottery. OUR SERVICES 10 bedded Inpatient Unit Day Therapy care (Magnolia Place) Drop-in Centre Care at home Physiotherapy Occupational therapy Complementary therapies Social work services Bereavement support Education and training Welfare advice Art therapy Chaplaincy OUR HISTORY The Heart of Kent Hospice first opened its doors in 1991 as a result of the dedication of local people who set up the Wishing Well Appeal to raise 1.3m to build the Hospice. The HRH Diana Princess of Wales officially opened the Hospice in October From small beginnings with only four inpatient beds the Hospice has gone from strength to strength, through the commitment and hard work of its staff and volunteers, and the invaluable support of its local community. Since the Hospice opened it has cared for over 6,000 patients and their families and over 35m has been raised through the huge generosity of local people who have run, swam, walked, cycled, organised events, made a donation or climbed mountains, all in support of the Hospice. In 1992, the Hospice opened its first charity shop in Maidstone and in 1994 it set up the Heart of Kent Trading Ltd to take over the trading activities of the Hospice. It now has 14 shops across the local area that provide a valuable source of income for the Hospice. The Hospice has continued to significantly improve its facilities and offer a wider access to its services in the local community. In 2007 the Hospice received a grant from the Department of Health to extend the Inpatient Unit and Day Therapy Centre, which was officially opened by HRH the Duchess of Gloucester in 2009 following an 18 month programme of refurbishment. This was closely followed with further funding from the Department of Health in 2010 to create a new garden room, an attractive landscaped garden, more welcoming reception area and additional consultation and therapy rooms. These improved facilities were opened in 2011 by the Bishop of Rochester. Many of our staff and volunteers have worked for the Hospice since it opened in Over the years thousands of individuals have helped shape the Hospice but our core purpose has always remained the same, to provide compassionate care to people who are facing the challenges of a life limiting illness.

6 8 JOB DESCRIPTION The Chief Executive will provide dynamic, high level strategic and operational leadership and management within the strategic and governance framework established by the Board of Trustees. The emphasis will be on providing high standards of specialist palliative and end of life care to the people of Maidstone, Malling and the surrounding areas, and the efficient and effective use of resources. Influencing and being accountable for all of the services that the Hospice provides, the Chief Executive is the individual responsible for ensuring that the Hospice meets its statutory and service obligations, and builds and oversees effective relationships with key partner organisations and individuals. The Chief Executive will lead and direct the Hospice, its services and resources, management and staff, to achieve agreed objectives, with particular emphasis on service development, financial stability, ensuring all legal and contractual requirements are fulfilled, and will thereby ensure that the Hospice continues to develop its reputation as a leading provider of expert palliative and end of life care. The Chief Executive plays a key role in building a shared vision of the aims, values and culture of the Hospice. SUMMARY OF RESPONSIBILITIES LEADERSHIP AND MANAGEMENT To provide vision, direction and leadership in enabling the Hospice to achieve its strategic goals and objectives as agreed with the Board. To lead the Hospice in developing innovative, dynamic and cost effective solutions to present and future challenges in the provision of palliative and end of life care. To take ultimate responsibility for clinical governance and standards of clinical care, ensuring the development and implementation of appropriate strategies, plans, performance monitoring and management systems for all Hospice clinical services and support functions, and that compliance with all statutory and regulatory requirements and standards is maintained. Ensure that appropriate policies are developed and implemented for the recruitment and selection of staff and volunteers, their training and development, appraisal and reward, and that systems and processes are consistent with the Hospice s values and goals, and support future service delivery. Lead and manage the Hospice s Executive Team, and wider management team, ensuring individual roles are clearly defined, professional performance and development needs are addressed, and a sense of collective responsibility for key decisions is fostered. Provide motivation and inspiration to staff and volunteers, keeping them informed about key decisions. Work with the Executive Team and senior staff in preparing information for the Board of Trustees, and its Committees; ensure that all appropriate reports i.e. annual/quarterly reports to the CCGs, CQC, and other stakeholders are produced in a timely and effective manner. To review and improve the effectiveness and efficiency of Hospice services, to ensure they meet agreed plans and contracts/slas. Optimise all resources and produce innovative ideas, project analyses and business case proposals which accurately inform and guide the Hospice in the identification of new initiatives in palliative and end of life care provision which are in the best interests of Hospice s future.

7 9 STRATEGIC PLANNING AND DIRECTION In consultation with the Board of Trustees and Executive Team, and involving Hospice service users, staff and volunteers, formulate and maintain the rolling 3 year Strategic Plan for the Hospice, and ensure that business plans with operational targets, budgets, outcomes and proposed future developments are produced. Ensure the values, aims and objectives of the Hospice are upheld, and take into account the needs of the local community and the health and social care environment. Work closely with senior staff to ensure clarity about the Hospice s vision and mission at all levels, and that management effort is effectively directed within a clear framework of corporate strategies and key tasks agreed by senior staff. FINANCIAL LEADERSHIP To ensure the sound financial management of the Hospice and its subsidiary companies, and that robust financial management and corporate governance systems and processes are in place to enable Hospice objectives and financial objectives to be met. To be responsible to the Board of Trustees for the assessment and management of financial and organisational risk, ensure robust risk management systems are in place throughout the Hospice, and relevant insurance policies are in place to cover risks. Ensure income generation strategies and plans are developed and implemented to maximise income to fund services and maintain reserves in line with Hospice policy. EXTERNAL RELATIONSHIPS/PARTNERSHIPS To develop and maintain positive collaborative partnership arrangements with a variety of stakeholders, local organisations, national and other voluntary sector bodies, taking overall responsibility for public relations and maximising support from the community. Build a strong external image for the Hospice and create opportunities to enhance the profile of the Hospice and its services. To build on patient and public involvement to ensure high quality and accessible specialist palliative care services. To contribute to the development of policy affecting the Hospice s services through active involvement in national, regional and local forums and initiatives. Keep fully informed about all major issues and developments pertaining to the Hospice movement, represent the Hospice at seminars and conferences and on relevant national associations, ensuring that all appropriate information is made readily available to service users, Trustees and senior management. WORKING WITH THE CHAIR AND BOARD OF TRUSTEES To work with the Chair and the Board of Trustees to provide effective leadership to the Hospice; jointly identify the skills and experience required on the Board and ensure the Board is fit for purpose through structured programmes of Board development tailored to individual and corporate needs. Support the Chair and the Board of Trustees to fulfil their duties and responsibilities for the proper governance of the Hospice, ensuring that the Board receives appropriate information and timely advice on all relevant matters.

8 10 Recommend an appropriate annual cycle of meetings for the full Board and associated sub-committees, providing clear and concise information to Trustees through carefully structured agendas, briefing papers, policy proposals and progress reports, which focus on outcomes and impact of the Hospice. Establish a relationship with each Trustee so that they have an opportunity to understand fully the issues with which the Hospice is dealing, and can therefore maximise the effectiveness of their personal contribution. Assist the Trustees to establish a governance and management model for the Hospice which clearly distinguishes between the role of Trustees and the functions of the executive management team. Lead the organisation in clinical strategy and governance, ensuring that this is appropriately supported by specialist clinical education and research. Recommend to the Board the key performance indicators which may be used to monitor management s performance. Act as the responsible person to the Gambling Commission for the Hospice s lottery. GENERAL RESPONSIBILITIES Act as an Ambassador for the Hospice, attend fundraising activities and events as required, building appropriate relationships for the positive benefit of the Hospice. Promote and maintain productive external relationships with the media as appropriate. To act at all times honestly, and openly, and comply with relevant corporate governance requirements, employment legislation, and standards of business conduct. Ensure that there are appropriate and effective systems in place to achieve compliance with the requirements of clinical governance and the achievement of high quality and safe standards of care, including infection control. Under the Health & Safety at Work Act (1974), it is the responsibility of the Chief Executive to take responsibility for his/her own health and safety and that of others who may be affected by his/her acts at work. The postholder is expected to work flexibly, to be able to meet the challenges and opportunities of working with the Heart of Kent Hospice. To take on any other responsibilities or tasks that are within the employee's skills and abilities whenever reasonably instructed.

9 11 PERSON SPECIFICATION EDUCATION AND QUALIFICATIONS Degree and/or professional qualifications in a relevant discipline, or equivalent Evidence of continuing professional education and management/leadership development KNOWLEDGE AND EXPERIENCE Substantial leadership experience gained at senior level in a complex environment with evidence of leading the delivery of key targets, service improvements and management of change. A strong strategist, able to work with the Board to define a clear direction for the Hospice and then able to articulate that vision both inside and outside the organisation. Solid track record of effectively managing resources and budgets, with experience of delivering long term financial sustainability and stewardship of valuable resources. Demonstrable evidence of strategic development leading people/organisations through successful change; in particular in the development of the Executive Team. Able to demonstrate an understanding of the current health environment, the progress of the national & local health strategies and the likely impact and challenges for the Heart of Kent Hospice. Experience of forging and nurturing partnerships and collaborative relationships with a wide range of organisations, both inside and outside healthcare and charitable sectors. Able to demonstrate a strong understanding of the opportunities for the Hospice, particularly in the context of strategy and changes in the healthcare environment. Able to understand the Hospice culture and to use that knowledge to ensure the clinical and operational excellence of the Hospice, supporting high quality clinical services and delivering high quality clinical and corporate governance. PERSONAL SKILLS & ABILITIES The ability to engage a diverse group of staff and volunteers and potential development of clinicians in management through an empowering and engaging style. Strong written and oral communication skills with the ability to represent the Hospice at all levels both internally and externally. Resourceful, resilient with complex problem-solving, decision-making and analytical skills. Able to demonstrate a mentoring style at all levels in the organisation. Able to work with clarity, openness, and with a sense of determination to deliver agreed objectives. Politically astute, with high levels of emotional intelligence, the highest levels of personal integrity and honesty. Committed to the vision and values of the Heart of Kent Hospice.

10 12 TERMS OF APPOINTMENT SALARY: 75,000-80,000 PENSION: ANNUAL LEAVE: Opportunity to remain in NHS pension scheme if already contributing (or have been within last 12 months). As an alternative to the NHS pension scheme, our workplace pension scheme would be the National Employment Savings Trust (NEST). The current employer contribution is 1% of qualifying earnings, rising to 2% in 2017 and 3% in The minimum employee contribution is 1% of qualifying earnings, rising to 3% in 2017 and 5% in Annual leave entitlement on commencement would be 35 days inclusive of bank holidays. OFFICE LOCATION: The Heart of Kent Hospice, Preston Hall, Aylesford, Kent ME20 7PU HOURS: The work is based around an average of 37.5 hours per week, which will include unsocial and irregular hours. You will be required to manage your time effectively to maintain a work life balance.
