KEYNOTE - Mon., March 26, 2018 An Unsettling Settlement - The Harsh Lethality of Good Intentions Presenter: Scotty Bolleter Opening: 12:00 PM Keynote: 12:30-1:45 PM This presentation was developed to highlight the reality of medical misadventure in the emergent care arena. While serious complications in emergency medicine are in fact rare, understanding their implications to our practice is crucial. This lecture takes a step by step walk through media and personal relationships, professional camaraderie and patient care, as well as critical care interventions and the final responsibility that rests with each skill. While this talk begins with a cold white marble headstone, it holds the promise of illuminating our efforts and improving patient care. Defining personal leadership Evaluating personal leadership Characteristics of outstanding leaders Different leadership options 4:30 PM - Emerging Issues in EMS Speaker: Chris Kelly This lecture will cover new legal and regulatory issues in that effect EMS and Ambulance service suppliers, including: changes in Georgia Medicaid reimbursement for treatment without transport and emergent transport to destinations other than hospitals, a review of recent case law including several large settlements of false claims act violations in EMS agencies, an explanation of the impact of the Ambulance bonus package renewal, the reduction in repetitive transport rates and it s requirement for EMS cost reporting, and changes to the Medicare appeals system to address the 2+ year backlog at the ALJ level of appeal. 3:15 PM - Leadership: Owned vs Rented Speaker: Al Livingood Objectives: Students will be able to identify levels of personal investment in the emergency service. The discussion will include: NIOSH crash test safety program for ambulances SAE and AMD test standards for ambulances NIST Ambulance Design Guidebook General discussion of safety, risk and liability of ambulance safety Status of the current GSA KKK specification Development of the CAAS Ground Vehicle Standard and the NFPA bumper to bumper standards for ground ambulances Current development and timetable for Ambulance Remount Standards Potential effects for Georgia EMS providers 1:30 PM - FirstNet Update Speaker: Lee Ballentine In March 2017, AT&T was the only carrier selected by the First Responder Network Authority to build and manage the first broadband network dedicated to America s law enforcement, firefighters and emergency medical services (EMS) known as FirstNet. Come learn about this partnership and what AT&T will deliver. 3:00 PM - Leadership: It s An Inside Job Speaker: Jeff Davis The purpose of this presentation is to help those attending understand and benefit from the following: True leadership starts with leading yourself. Leading yourself begins with truly understanding yourself by understanding how and why you do what you do. How this awareness leads to greater self-control and then to greater leadership. How personalities pay a part in how we connect and influence others. Review DISC personality traits (handout). 4:15 PM - Form, Function, and Future: A look into the official website of the Georgia EMS Leadership Alumni Association Speaker: Tim Grice Objectives: Review the creation of the Georgia EMS Leadership Alumni Association Update the development and features of emsleaders.org Discuss why this can be beneficial to all of EMS in Georgia Wednesday, March 28, :15 AM - The Georgia EMS Workforce Study Speaker: David Newton While the number of licensed medics in Georgia has been rising over the years, there has been no data on what percentage of those medics contribute to the EMS workforce. Georgia s EMS Workforce Study, which began with Phase 1 in 2017, aims to solve this dilemma by determining the status of all licensed EMS personnel in Georgia. The data gathered in this study can serve as the foundation for additional projects specific to EMS, including initial education, recruitment, retention, provider burnout, and a multitude of others. While phase 2 of the study concludes in 2018, the Phase 1 data has already provided valuable insight into the makeup of Georgia s EMS workforce. The Phase 1 analysis, along with a preliminary look at the Phase 2 data will be presented and discussed. 9:45 AM - Panel Discussion This will be an opportunity to discuss some of the hot button topics affecting the EMS industry - Our EMS Workforce (Fatigue, Personnel shortages, Education) Reimbursement changes. 5 GA EMS

6 Session Descriptions Wednesday, March 28, 2018 (cont.) 11:15 AM - Medicaid Cost Recovery Opportunity: Are Georgia EMS Providers Leaving Money on the Table? Speakers: James Dachos and Shileah McDonald Georgia EMS providers currently deliver Emergency Medical Services (EMS) to Medicaid recipients and receive Fee-for-Service (FFS) and Managed Care (MC) reimbursement based on an established fee schedule. While it is generally accepted, reimbursement received for these services is not representative of the actual costs incurred for providing these services. Federal regulations 42 CFR and Section 1902(a) (30) of the Social Security Act allow states to establish alternative payment methodologies including Supplemental Payment Programs. Providers could be eligible to participate in a Certified Public Expenditures (CPE) reimbursement methodology that would enable their agencies to be reimbursed by the Georgia Department of Community Health (DCH) up to the cost of providing EMS services to Medicaid recipients. Under a CPE methodology, DCH would be able to leverage the non-federal funds already being expended by providers to draw down additional federal matching reimbursement for services provided to Medicaid recipients. This session will outline the benefit from this potential opportunity, examples from states that have already implemented EMS Supplemental Payment programs and their realized revenues, and PCG s experience navigating the state and federal landscape of EMS supplemental reimbursement. Speaker Biographies Lee Ballentine FirstNet Solution Consultant for AT&T Lee Ballentine has served the Public Sector for the last 15 years in Atlanta, serving as Director and Manager for several wireless companies. Lee brings experience working with State, County, City and Federal organizations. Based in Marietta he is the Manager over the FirstNet program for the State of Georgia. Lee worked closely with GEMA during 2017 to help bring FirstNet program to the State. Scotty Bolleter, BS, EMT-P Scotty Bolleter is a respected clinician, well known lecturer, author, inventor and published researcher - best known in emergency medicine for his clinical candor. He is responsible for the Office of Clinical Direction and Centre for Emergency Health Sciences in Spring Branch, Texas. Mr. Bolleter manages the clinical aspects of emergency services operations and the Centre s multidisciplinary education, training, and research work. He has been involved in emergency medicine for over thirty years with his name appearing on numerous patents in emergent, oncologic and orthopedic medicine. Prior to the Centre he was part of the design team as well as directed global education, coordinated research and assisted with the regulatory clearance of numerous medical devices and procedures including the universally adopted EZ-IO. His resume includes flight, faculty, supervisory and developmental rolls with his efforts taking him throughout the United States and around the world. His presentations, research, publication and accomplishments can be found in magazines, journals, textbooks and videos. Notable awards include the Texas 2011 EMS Educator and 2000 EMS Person of the Year; the 1999 EMS Associates Humanitarian Award, and 1992 Recognition from The Texas Commissioner of Health for his work in pediatrics. James Dachos James Dachos is an Associate Manager with Public Consulting Group, Inc. and currently serves as the Program Director for Ambulance Supplemental Payment Program clients across the states of Texas, Florida, Colorado, and Washington. Through these engagements, James supports ambulance services providers in the areas of revenue maximization and cost reporting. During the course of his 11 years with PCG, James has assisted a number of states in the design and implementation of cost-based reimbursement methodologies for Emergency Medical Services, including the very first program in Texas. In these engagements, he has developed the State Plan Amendment (SPA) document outlining the cost settlement methodology and all accompanying documents including the cost report and cost reporting guide. James has vast experience in researching the feasibility of implementing supplemental payment programs. He worked closely with Oklahoma Ambulance Association on their EMS revenue Maximization Assessment; as well as the Kansas Emergency Medical Services Association to design and develop supplemental payment program models. James possesses a deep understanding of the modeling requirements and scenario analysis necessary to prepare for implementation of EMS cost recovery initiatives. 6 GA EMS

7 Speaker Biographies Jeff Davis Jeff grew up in Savannah, TN and began his career in EMS there in He stepped into his first official leadership position in 1985 as the EMS Director for McNairy Co EMS in Selmer, TN. From that point he was the EMS Director at Medical Center EMS in Jackson, TN over 11 years and has been with Air Evac 15 years. He is the Regional Director of Base Operations and has the responsibilities of the Air Evac Bases in GA and TN. Jeff s passion is to add value to others and help them experience success in their lives. Jeff s passion is to add value to others and help them experience success in their lives. He believes successful leaders and organizations recognize the necessity for continual growth and development of their leaders and teams. He believes the WHY is; Leadership growth directly impacts company growth and sustainability. Therefore, providing the members of your leadership team with opportunities to develop their leadership skills will empower them to achieve both personal organizational goals. What are the most valuable assets of any organization? Successful leaders would answer, My people. G. Christopher Kelly Chief Legal Officer, EMS Consultants Chris is an attorney who focuses on the ambulance industry. He writes regularly for EMS World and sits on the magazine s editorial advisory board. He has co-authored two books on HIPAA for EMS and ambulance services and has been an adjunct professor for Virginia College, teaching Legal Aspects of Healthcare Administration and Health Law and Ethics. Chris has represented many ambulance services in Medicare audits and formal investigations, State licensing issues, contracting issues, overpayment appeals and numerous other EMS related issues, winning several cases that have had major impact on ambulance reimbursement in the U.S. Chris represents clients in many states across the country and is a frequent contributor to various EMS publications and a frequent lecturer at State and National EMS meetings and conferences. Colonel Chetan U. Kharod Colonel Chetan U. Kharod is the Program Director for the DoD s tri-service Military EMS & Disaster Medicine Fellowship, Joint Base San Antonio-Fort Sam Houston, Texas. Col Kharod was the senior medical officer for USAF Special Tactics when US Special Operations Command rolled out their Preservation of the Force and Family initiative. The innovative mind-body-spirit resiliency programs he and his team created continue to be the core of the Air Force Special Operations warrior care programs today. During Dr. Kharod s EMS fellowship, he served as an associate medical director for the San Antonio Fire Department (SAFD), where he founded the SAFD P.O.W.E.R. program (Performance Optimization With Enhanced Resiliency). 7 GA EMS Today, Col Kharod is a sought-after speaker and mentor teaching this organizational approach to individual resiliency, particularly in bringing the concepts across from the military to help many types of professionals serving those in need. Tim Grice, BS, NRP Shift Captain, Jackson County Emergency Services Tim Grice, BS, NRP, is a shift captain at Jackson County Emergency Services and has served at multiple agencies in Northeast Georgia during his 17 year EMS career. He believes that the EMS profession can define its own path if we are willing to leverage the talents of those around us. He is a devoted father and husband and contributes to community development through coaching in youth sports. Tim is a class 5 graduate of the Georgia EMS Leadership Program and an elected member of the executive committee for the Georgia EMS Leadership Alumni Association. He serves as the PI co-chair in the Region II RTAC, and he has most recently committed to serving on an advisory committee designed to enrich the GA EMS Leadership Program. Tim holds a bachelor s degree in biology from the University of North Georgia, is a chronic overthinker, and is committed to looking for your talents while searching for his! Al Lovingood, Fire Chief Murphy Fire Department, Murphy, NC Born and raised in Murphy, NC, Chief Lovingood graduated from Murphy High School. His career began as a volunteer firefighter at Murphy Volunteer Fire Department and as an EMT at Cherokee County EMS in Murphy, NC. He quickly realized his desire to become a career firefighter / paramedic. He completed an EMT-I bridge course at Lanier Technical School and was an honor graduate of DeKalb College s Paramedic Program. During his tenure at Hall County Fire Services, he served as a firefighter / paramedic, Captain, Battalion Chief, Shift Commander, and Operations Chief. He received several service awards including the inaugural Master of Public Safety Award. Chief Lovingood retired from Hall County Fire Services in February 2016 to return home as the Director of Emergency Services for Cherokee County, NC. Chief Lovingood transitioned from a volunteer to career fire chief with Murphy Fire, NC Fire Department where he has 33+ years of service including 21+ years as fire chief. He is a certified fire officer and maintains several instructor credentials. A few years ago, he began developing a motivational leadership course after attending many traditional leadership courses and recognizing the need for a different approach. He gives the credit of his motivation leadership ideas to those great leaders & co-workers who had an impact on his life and inspired his dedication to public safety.

8 Speaker Biographies Shileah McDonald, M.S.W., PMP Shileah is a Project Management Professional (PMP), with over 10 collective years project management experience serving a key role in multiple School-Based Service and Emergency Medical Service initiatives at Public Consulting Group. Her experience and expertise in the coordination and facilitation of stakeholder meetings, project teams, analytic studies, focus and support groups, surveillance projects, and client work groups, helps her to effectively liaise between PCG teams and clients, and allows for successful contributions to the execution of major client successes. Shileah brings a diverse background to her projects, which includes development and implementation of feasibility studies, communitybased grants program implementation, professional training capabilities, written policy and procedure content development, and quantitative and qualitative data analysis. Her most recent experience has been concentrated in the development of Medicaid financing models and project implementation for statewide Cost Recovery Programs for EMS providers. David Newton, DrPH(c), MPH, NRP David Newton has been a nationally registered paramedic for nearly 20 years, and has worked in both hospital and prehospital settings. He taught in EMS initial education programs for over 14 years, and in July of 2017 became the Cardiac Care Registrar for the Georgia Department of Public Health. David s specific interest is in using an evidence-based approach to advance Georgia s EMS system, from initial education all the way to field providers and their integration with trauma, stroke and cardiac care systems. He received his Master s Degree in Public Health from the University of Georgia in 2009, and he is currently in candidacy for the Doctor of Public Health degree, also at UGA. His dissertation focuses on examining the EMS workforce in Georgia, specifically on those medics who do not work for an EMS agency, their reasons for leaving the profession, and their likelihood of returning. In 2017, David was awarded Best Oral Presentation and Best Research at the NAEMSE Annual Symposium for his research into the benefits of cardiac patient encounters on paramedic student exam performance. Mark Van Arnam Administrator, CAAS Ground Vehicle Standard Mark Van Arnam has been in the ambulance industry for over 45 years. He is the founder and former CEO of AEV/American Emergency Vehicles. Mark is currently serving as the Administrator of the Ground Vehicle Standard developed by the Commission on Accreditation of Ambulance Services (CAAS - GVS). Mark has received numerous awards and recognitions for his long tenure of service to the industry, and serves on many EMS related boards and committees. Mark is a frequent presenter at EMS events and conferences nationwide. 8 GA EMS
