Rath Community Development Coordinator, Wendy Cousineau Southern Georgian Bay Chamber of Commerce, Denise Hayes North Simcoe Community Futures Development Corporation, Lois Irvine Absent: Councillor Erin Chapelle 1 CALL TO ORDER In the absence of the Chair, the meeting was called to order by C.A.O. at 8:30 a.m. 2 DECLARATION OF PECUNIARY INTEREST None noted. 3 ADOPTION OF MINUTES Economic Development Committee Minutes of October 5, i Economic Development Committee Minutes of October 5, Moved by Mayor Gerry Marshall and Seconded by Lois Irvine THAT the Minutes of the Economic Development Committee held on October 5, 2011 be adopted as circulated. CARRIED 4 BUSINESS ARISING FROM THE MINUTES An update was provided on the development of the 2012 Budget process Minutes of Economic Development Committee meeting held November 2, 2011 Page 4 of 12

5 noting Council decision to withdraw from the Chamber and changes to the accounting of interdepartmental costs. 5 NEW BUSINESS ACTIVITY Donna Belanger is the new owner of Union Burger. Shoppers Drug Mart now has a new owner. An update was provided on the development of the Wendat facility, a 24 room residence for persons in early stages of dementia. The Métis Cultural Centre in the process of conducting a feasibility study. A meeting has been scheduled with another group interested in submitted a proposal for the Champlain Centre growth opportunities. There are continued discussions with Rob Staffen at Village Square Mall regarding the potential use of 2nd floor space for a medical centre. An update was provided regarding Council s submission to the County to designate Employment Lands including the Industrial Park. The Strategic Plan review is underway. A number of public consultations have been conducted to obtain input. A community branding process will be facilitated on November 30th by Frank Meile, Town of Meaford. 6 STREETSCAPING - BEAUTIFICATION PROJECTS i Seasonal Decoration Plan for Decorating Working Group An outline for 2012 seasonal decorations was provided on desk. The Winter 2011/2012 concept includes expansion of the existing decorations such as the skis and the snowmen. White mini lights to be donated by La Cle d la Baie to refresh the wreaths. Installation for should be target between leaf collection and snowfall. Additional discussion was held to identify opportunities for decorations on private lands between Simcoe St. to Burke St. The Committee requested one prototype of seasonal decorations to be provided in advance in order to identify any concerns for installation. In Spring/Summer 2012 wheelbarrows and union jacks will be used to celebrate the anniversary of the War of It was noted that Penetanguishene will be celebrating this anniversary in 2013 including the potential of a Tall Ship Tour in August. For Fall 2012 cornstalks and flowers will be installed at eye level only. Additional locations for decorations were discussed including Minutes of Economic Development Committee meeting held November 2, 2011 Page 5 of 12

6 the gateway flower beds. ii iii iv Hanging Basket RFP Local business should be provided information on the colour theme to encourage opportunities to participation through private planters, displays, etc. The Committee discussed the types of flowers, current themes and objectives for future years. The colour theme selected will be the use of hot pink only for It was further noted that the RFP should identify the dirt composition and a suggested maintenance plan (including fertilizer). Retaining Wall Status It was noted that the stain donated by Home Hardware was not suitable due to the coating on the cement slabs. Additional options have been investigated and the project will be target for spring/summer As the painting will be delayed it was noted that the Virginia Creeper should now be positioned to grow downward. Penetanguishene Mural - Ships Garden The design of the garden was provided by Scott McQuaig. Additional discussion and coordination of required flowers and shrubs is required. To date donations for flowers such as corn flowers, day lilies have been identified. Donation of two conical plants (must not grow in width) would also be required. It was noted that utility services could be approached for the donation of ropes and posts. When all the materials are coordinated the planting of the site should be positioned as a community event to attract volunteers, community and media. 7 DIRECTIONAL SIGNAGE i Directional Signage Plan The Committee required a briefing on this project as it is scheduled to move forward in spring Minutes of Economic Development Committee meeting held November 2, 2011 Page 6 of 12

7 8 BUSINESS RETENTION AND EXPANSION i ii iii Workshops/Seminars - International Festival and Events Webinars and Employer Breakfast Action: For information. New Business Ideas and Opportunities No discussion at this time. Employers Breakfast The event will provides an opportunity for employers to learn more about the variety of programs available, guest speakers, success stories and interactive discussion with a panel of key organizations within the area. 9 TOURISM/SPECIAL EVENTS i Festival of Lights (Tree Lighting Ceremony) - December 3, 2011 A variety of family activities including music, crafts, face painting, story time and a visit from Santa will be hosted at the Penetanguishene Centennial Museum from 2:00pm 5:30pm. Santa will lead a candlelight stroll from the museum to the official tree at the Town Dock. Activities at this site will include music, caroling and the official tree lighting (6:00pm 7:00pm). ii Penetanguishene Winterama - February 17-19, 2012 The first Winterama meeting was held on September 27 which included a review of 2011 activities and community feedback on strengths, challenges and opportunities. A notice has been published in the Town Page for volunteers to assist as Activity Coordinators, Event Coordinators, Graphics Assistant, Website and Social Media Assistant, Sponsorship Assistant, On Site Volunteers, Community Sponsors and or Local Vendors. The next Winterama meeting has been scheduled for November 17th at the Penetanguishene Fire Hall. Action: For information iii Breakfast with Santa - December 17 & 18, 2011 Breakfast with Santa is held annually at the Penetanguishene Centennial Museum from 8:30 a.m. to 12:00 p.m. (noon). Admission is $5.00 per person which includes breakfast, crafts, pin the tail on the reindeer and even photos with Santa ($1.00 each) Action: For information. 8 10 PROMOTION/MARKETING/FUNDRAISING I Sponsorship Program for programs and events The Committee reviewed the draft sponsorship brochure provided. Additional information on confirmed events is required. The Committee discussed sponsorship levels, fundraising objectives, the addition of all beautification initiatives and contact information for volunteer opportunities. It was noted that Council may want to discuss the use of public spaces for advertising promotion and the visibility. The Town should also consider a sponsorship policy for municipal events and programs. Beautification initiatives should include hanging baskets/flowers, banners and municipal map. A quote (for budgeting purposes only) has been received for double sided 20 X 51.5 custom vinyl banners with various sponsor panels including installation at a rate of $80 plus HST. The CDC has reviewed available map distributed at the Tourist Information Centre and has contacted a number of organizations to benchmark programs and related costs. 11 QUESTIONS & INQUIRIES 12 NEXT MEETING Wednesday, February 1 at 8:30 a.m. in the Committee Room at Townhall. 13 ADJOURNMENT The meeting was adjourned by the C.A.O. at 10:04am.
