Recapitalized the revolving loan fund via a $200,000 grant from the Tompkins County Development Corporation. Assisted businesses in applying for CFA and URI funding including The Inn at Taughannock, Community Corners Medical Office Building, The Sciencenter, and Cargill. Met with 26 prospects and provided referrals for other services and incentives. Promoted State economic development programs by hosting State of the State presentation and Upstate Revitalization Initiative presentation. REVOLVING LOAN FUND PROGRAM Gimme Coffee - A $50,000 loan to increase wholesale business to the office and grocery segments and launch a new cold brew product line. The project will create 5 new jobs over the next three years. Ithaca Hummus a second loan of $150,000 for equipment and working capital to scale up production. The project will create 44 new jobs over five years. 2 T H I S P R O J E C T B R O U G H T T O Y O U I N PA R T B Y 2016 ACCOMPLISHMENTS Direct Services to Customers continued B U S I N E S S C R E A T I O N, R E T E N T I O N & E X PA N S I O N TOMPKINS COUNTY INDUSTRIAL DEVELOPMENT AGENCY 2015 Annual IDA Project Report - There were 25 active projects receiving property tax incentives that were approved between 2001 and Projects reported 2,458 jobs with an average wage of $30.82 and have paid over $11 million in new property taxes. Simeon s American Bistro A sales tax abatement valued at 27,079 for the renovation of Simeon s, recognizing the enormous loss to the owners to be out of business for two years as a result of the accident that damaged the building. Therm, Incorporated An incentive package valued at $204,588 for a 20,000 square foot manufacturing facility expansion. Hotel Ithaca Phase II An incentive package valued at $1.7 million for the demolition of existing outdated facilities and the construction of a five story, ninety guest room tower with first and second floor connections to the existing hotel with a new pre-function area, break out meeting space and fitness center. Cayuga Mine (Cargill) A sales tax abatement valued at $640,000 for Cargill to assist with the construction of a new 2,500 foot shaft to provide fresh ventilation air and access closer to where mining is taking place as well as reduce energy usage in the mine. 3 Direct Services to Customers continued TOMPKINS COUNTY DEVELOPMENT CORPORATION William George Agency - Approved access to tax exempt bond financing of $3.1 million for a new 15,000 square foot 24-bed residential treatment facility for at risk youth in the Town of Dryden. TCAD TOURISM CAPITAL GRANTS PROGRAM Reviewed seven applications and made six awards valued at $144,645. In addition the program continued to manage six previously awarded, multiyear contracts, reviewing their progress and approving $77,000 in interim payments to the projects. The Tourism Capital Grants program had six contracts scheduled for payments in October TCAD met with the four awardees to review their projects progress. The total contract value of these awards is $230,500 with $77,000 in interim payments reviewed in October. 4 Economic Development Leadership for the County GREEN ENERGY INCENTIVES PROJECT Taitem Engineering prepared a review of existing conditions, potential energy standards and a final recommendation for an IDA energy incentive program to promote energy saving and renewable energy measures for new buildings. The IDA and Tompkins County Planning Department jointly funded the study. BUSINESS PARK FEASIBILITY STUDY The IDA and Tompkins County Planning Department jointly funded a market analysis and site feasibility study for a new industrial park on airport owned land in the Town of Lansing. LOCAL LABOR UTILIZATION POLICY The IDA adopted a local labor utilization policy that is aimed at gathering data and raising awareness about the benefits of using local labor. The policy requires applicants to bid construction projects to local firms and submit monthly construction labor reports detailing where laborers reside ECONOMIC DEVELOPMENT STRATEGY TCAD continued to introduce the Strategy to the community, reaching out to local municipal governments and civic organizations. A summary version was designed for print and posted on TCAD website. ENERGY & ECONOMIC DEVELOPMENT TASK FORCE Completed the Task Force s work including: the final public meeting, public comment period and final recommendations. Subsequently transitioning energy initiatives from the EEDTF to a joint initiative of the County and TCAD to implement the EEDTF recommendations and create a framework for ongoing engagement in energy issues. Martha Armstrong presented the EEDTF s process and results at the American Planning Association, Upstate chapter s annual conference. TCAD is involved in several energy-related advisory boards including for NYSEG s Community Energy Coordination project and for oversight of the Energy Focus Areas study. 5 Marketing, Communications & Development Investor s Council met twice. The second meeting focused on the need for the business community to deliver its perspective to local elected officials, their staff and their appointed advisory boards on key issues impacting the economy. TCAD was asked to develop and help implement a communications strategy. Ran a successful mini Investor Campaign where we approached employers that did not make a commitment back in 2014 during the original 5-year campaign. Resulted in an additional $43,000 revenues in A Marketing Strategy Session was held with key stakeholders from the TCAD board and others. Developed an outline of macro messages, audiences, and tactics for promoting TCAD s brand in the community. The TCAD Marketing and Communications Committee refined the findings of the strategy session. Filled Assistant Director, Communications and Economic Development Services position. TCAD sponsored the 2016 Health Care Career Expo that brought together nearly 450 young people from throughout the Ithaca/Finger Lakes Region to explore various health care careers. TCAD sponsored IthacaSTEM s Business Idea Challenge Pitch Night. Students in Ithaca High School s preengineering class (as part of Project Lead the Way) are taught and mentored as they develop a product idea, perform market research, and design the product in preparation for building a prototype. They pitch their idea to judges to earn funds to build a prototype of their idea. Produced 10 Real People, Real Jobs radio spots for WHCU s morning show. These 7 to 10 minute interviews feature a variety of economic development topics. They run the first Wednesday of the month General Administrative Functions IDA Policy Updates The IDA approved a new recapture policy, uniform project review criteria, project agreement and various updates to the IDA application to comply with new State regulations promoting transparency. TCAD Board Evaluation Survey TCAD Foundation (Finger Lakes Regional Prosperity Network - FLRPnet) Adopted a new name to better reflect its mission, mode of operation, and geographic region. The TCAD Foundation is now doing business as the Finger Lakes Regional Prosperity Network, or FLRPnet. Expanded the board from four to six members, adding representatives from Schuyler and Cayuga counties. Completed the USDA funded Food Processing Business Incubation Program Feasibility Study. This entailed a week-long field visit from the consultant team that introduced them to over 60 regional stakeholders in 10 focus groups, tours including stops in five counties to meet food and beverage processors at their facilities and to see regional resources for the food manufacturing industry. Held a successful day-long forum: Regional Prosperity: Collaboration Across Boundaries. The forum brought together agricultural, business, economic development, non-profit, education and government leadership from 12 rural counties of NY.
