1 1. Call to Order: Town of Bon Accord was held on Tuesday, June 16, Mayor Boyd called the meeting to order at 7:47 pm. 2. Acceptance of Agenda: Mayor Boyd asked if there were any changes, additions or deletions to the agenda. Changes: Start time of meeting should be 7:30pm Additions: 8) New Business b) FCM debrief 10) Workshops/Meetings/Conferences b) St. Jean Baptiste Moved, by that, the agenda for the Regular Meeting of Council be accepted, as amended. Carried. RESOLUTION Approval of Minutes: a) The minutes of the of were brought forward. Mayor Boyd asked if there were any errors or omissions. Moved, by that, the minutes of the Regular Meeting of Council be accepted, as presented. Carried. RESOLUTION Public Question and Answer: Resident brought forward concerns regarding o weeds on the frontage (47 th Avenue); o watering of scrubs on the frontage o large vehicles driving on the curbs in front of the hotel and causing damage (47 th Avenue)
2 o black knot on trees within Town; suggested hiring an arborist roundtable discussion followed 7. Management Reports a) Town Manager - Attached Report #1 8. Unfinished Business None Moved, by that, the Manager report be accepted as presented. Carried. RESOLUTION New Business a) Alberta Government; Recreation Volunteer Recognition Award Council proposed that this opportunity be passed onto local organizations for their consideration Resident asked for an update on the use of Engine retarder breaks within Town limits; (note this item was previously brought to Council). Administration has not heard anything back from Alberta Transportation. b) Federation of Canadian Municipalities (FCM) debrief provided Council with an update on the FCM conference which was held in Edmonton on June 5 8, Workshops/Meetings/ Conferences a) Alberta Recreation & Parks Association October 22 24, 2015 Lake Louise, AB No member of Council able to attend b) St. Jean Baptiste Festival; Morinville June 20, 2015 No member of Council able to attend 11. 4 REPORT #1 TOWN MANAGER REPORT JUNE Finance 1.1 Grant Applications and Reconciliation The Town received confirmation that the reconciliation filings for the 2014 Municipal Sustainability Initiative grants have been received and approved by the province. Applications for the 2015 grants are being prepared for submission. 2. Administration 2.1 Organizational Changes Through the month of May positioning changes occurred with the departure of the Administration Coordinator. It was determined that the Administration Coordinator would become a 0.5 FTE position allowing the Administration and Utilities Clerk to transfer to that role since it was planned by Administration to hire another Clerk and make two 0.5 FTEs out of that role. With the transfer of the existing Administration and Utilities Clerk to take the Coordinator role this opened up the ability to hire a full-time Administrative and Utilities Clerk. The posting, followed by interviews and the acceptance of an offer has occurred and the role has been now filled. The transfer of the existing Clerk will be officially done on July 1 allowing for training overlap for the rest of the month of the new Administration and Utilities Clerk. Staffing and coverage of front office activities has been challenging during the process of position filling but with recruitment completed this should somewhat be restored once training has been completed of the new Administration and Utilities Clerk. 2.2 CAO Recruitment The search process for the new CAO is now coming into the interview stage with Council doing a first round of interviews of selected candidates. 2.3 Veterans Memorial Park In addition to the previously provided funding Council had approved up to $5000 for construction of the sidewalk extension for the Memorial Park. Fees for engineering standards had been reassigned in collaboration with the Park Committee to pay for materials for the new sidewalk extension. Administration has also provided extensive in-kind support for the project. 2.4 Regional Emergency Management Review by sub regional CAOs has finalized a potential consultant to complete phases 2 and 3 of the plan. Two follow up meetings are scheduled in June to finally select and get the phases underway. 2.5 Joint Use Agreement
5 The Community Services Manager and Acting CAO met with the local Trustee and both principals of Town schools. Much of the agreement has been verbally agreed to and the Division is now making edits to be done by the end of June. The only remaining point is the gym floor which is being verified with the division chair. The agreement should be ready for signing in September Economic Development 3.1 Equinox Sponsorship attraction is now underway for this year s event. Packages have been provided to last year s sponsors and presentations have been done this year to the Royal Astronomic Society of Canada and the Bon Accord and District Agricultural Society. 3.2 Signage The commercial sign is now powered and displaying messaging. The free advertising campaign has attracted Pottery by Heather and Prairie Gardens has taken on a paid placement. 3.3 Dark Sky Designation The application for Bon Accord to become an International Dark-Sky Community was submitted by the May 25 th timeline. We have been told the International Dark Sky Association that we should hear back on the success of the application by the first week of August. 4. Land 4.1 Commercial Lot across from Town Office A mail out survey has been created and Council Open House took place on 9 June 2015 to discuss the commercial development concept. Content for the survey and Council Open House will informs residents about the options for developing the lot, as well as provide detailed information regarding development, in order that a well informed decision can be made. 5. Safety and Environmental Compliance 5.1 Officer Report - May 2015 Safety orientation to 2 summer staff completed WHMIS course taught to 1 summer student completed Attend on site start up safety meeting with Devlin for 51 ST project Flag person Train the Trainer course completed. Take first aid refresher course completed Complete monthly safety inspections Update MSDS sheets completed Update the town spill procedure in the safety manual completed Assisted in the towns yearly fire extinguisher certification The 1 st by-annual re-certification for the arena kitchen fore suppression system is complete
6 I am now qualified to use and issue an emergency alert on the Alberta Emergency Alert system in our area. Completed the risk assessment part of the new system from AEMA on the towns emergency plan. Participated in the Senior s Appreciation Luncheon at the Jewel Box. Luncheon was well received by attendees. Attended the CSAB (Community Services Advisory Board) meeting. Everything proceeding as planned. Discussed need for volunteers and cross use of various groups during events. Unable to attend Town Open House due to illness. Participated in the CAO interview process. Three shortlist candidates interviewed. One candidate remaining to be interviewed on. This ends my report. To this end they are constructing a permanent monitoring station in Gibbons. This station will transmit real time information on the air quality to the west of the oil refining facility being constructed to the east. At this time Bon Accord is on the western edge of the monitored area and is equipped with a passive monitoring station that will provide data once a month and only the maximum concentrations. FAP has at its disposal a mobile unit for doing spot checks that are deemed necessary. Council Open House The open house was again not well attended by the Town.
