This workshop will cover topics such as; RATES, RATES and more RATES! Local Government Act wording There s no doubt the law can get a bit wordy. There is also no doubt that there are words peculiar to rates. The introduction to the workshop will address some of the relevant words and associated definitions used in the world of rating to set the foundation for the workshop. Rate Relief The do s and don ts of Rate Rebates Best practice advice and for those of you brave enough to ask questions there will be a Q & A session. Jodie Bedoya from ematrix Training The art of engaging your customer! Yes, it is possible to engage your customer while collecting overdue rates! Jodie will discuss how Tim Mullhausler and Juliano Freitas Auditors from Galpins Requirements and information that auditors are looking for from us as rates officers and why this information is required. Refresh yourself after the first day and come join us for a wine tour of a local winery followed by dinner. This is a casual and relaxed function giving members the opportunity to chat and network with other Rate Administrators from all corners of South Australia.

General Legal Update Q & Q session Submit those niggling questions and get answers from experienced rate administrators and our legal eagles. Rate Capping Infrastructure Levy In late 2015, the Local Government (Building Upgrade Agreements) Amendment Act passed the Parliament and is likely to be proclaimed in the first quarter of Victoria will also explain how this Act will allow councils to voluntarily enter into funding agreements with building owners and finance providers. Through these agreements, finance providers will advance monies to building owners for building upgrades and repayments will be recovered by and paid to the finance provider by councils. This is important because it affects Certificates of Liability issued under section 187 of the LG Act. Tips and traps for rate declaration Separate Rates Real Property (Electronic Conveyancing) Amendment Act 2016 This Session will discuss the recent introduction of Electronic Conveyancing in South Australia and the changes to Lands Titles Office practice and procedure, including verification of identification, verification of authority, client authorisations, removal of duplicate certificates of title, new forms and certifications and retention of evidence. The session will have a particular focus on the practical impact these changes will have on Councils, and what Councils need to know. PEXA (Property Exchange Australia) Matthew Gillet In the most condensed form, PEXA is like the stock exchange for property titles allowing for banks and lawyers to transfer property, settlement funds and pay third party beneficiaries online instead of the current paper and cheque process. For local councils, connection to a digital exchange means that rates payments and ownership details updates can be completed within minutes after settlement not weeks. GUEST SPEAKER Robyn Moore. Robyn is a highly entertaining, inspiring and thought provoking presenter, captivating audiences at national and international conferences. Robyn literally sells people back to themselves so they recognise old habits and behaviours and take responsibility for choices, which create the outcomes they want in their lives. Robyn s presentations are often described as life changing. Robyn has worked in Education, Advertising and the Communication/Entertainment Industry for over 40 years. Her voice has been heard in most homes in Australia and New Zealand, as well as internationally. She has provided voiceovers for ads including Mr Sheen, Snappy Tom and Kleenex, as well as the shows Blinky Bill, Flipper, Skippy, The Magic Pudding and How Green was my Cactus? She s also an Ambassador for the Australia Day Council, the Australian Childhood Foundation and is the National Patron of Make A Wish Australia. 3 RPSA Annual General Meeting will be held on 16th February 2017 at Novotel Barossa Valley Resort. Nominations are invited from members for positions on the Board of Management. Nomination Forms must be lodged with the Secretary by 1st February 2017 and may be scanned and lodged via to We encourage all members to consider standing for membership of the Board. Participation is both enjoyable and very rewarding and offers a valuable opportunity for any rate administrator to expand their knowledge and skills. No previous experience is necessary. Meetings are held approximately every two months at a central location. Nomination Forms for the Board of Management are available from the RPSA website. All members are urged to attend the AGM Non members are invited to attend but may not vote. After spending the day focussed on rating issues, relax, unwind and enjoy our three course dinner. This year s theme will be fancy dress! Come dressed as something starting with R P S or A. Eg. Robot, Rock Star, Robin Hood, Pirate, Police Officer, Popeye, Super Hero, Snow White, Skeleton, Astronaut, ABBA, ACDC, Alien etc We strongly encourage participation in this fun event and there will be prizes for the best dressed and most creative. FRIDAY 17th February 2017 Sessions commence at 9 am User Group meetings we will break up into our respective groups enabling some networking on software and processing issues. LOCAL GOVERNMENT ASSOCIATION David Hitchcock and Bethany Loates will provide an update on all things topical, particularly those affecting rate administrators. The LGA will also update us on several current projects they have on the go at the moment including the current state wide campaign regarding the withdrawal of pensioner concessions. Ken Hall Debt Matrix Leader, Rates Management at Brisbane City Council and President of LARMAQ who will provide us with an update of LARMAQ and particularly what s affecting rate administrators in QLD. Mark Lague Manager, Financial Services at The Barossa Council and Committee Member of FMG will provide us with an insight to what the FMG are currently working on and how FMG and RPSA can work together. The conference will officially close at 12 noon and we invite you to join us for a light lunch and share your views on the conference before heading home.
