1 MINUTES OF THE TRANSPORTATION POLICY BOARD January 12, 2017 [To watch a video of the meeting and hear the full discussion, please go to: CALL TO ORDER The meeting was called to order at 9:34 a.m. by Mayor Becky Erickson, Vice Chair. REPORT OF THE CHAIR Vice Chair Erickson welcomed two new members to the Transportation Policy Board: Trinity Parker, Sound Transit, representing the Transportation Operators Committee Dan McKisson, International Longshore and Warehouse Union, Local 19, representing Business/Labor She noted that a delegation of board members and staff from the Miami-Dade Metropolitan Planning Organization would be arriving soon to observe the Transportation Policy Board meeting. COMMUNICATIONS AND PUBLIC COMMENT Dorene Cornwell provided comments in reference to agenda item 7, Coordinated Grant Program of Projects. DIRECTOR S REPORT Charlie Howard, Director of Planning, reported on the meeting of the Farmhouse Gang (North Sound Connecting Communities) that he attended on December 16. CONSENT AGENDA a. Approval of Minutes of Transportation Policy Board Meeting held December 8, 2016 b. Routine Amendment to the Transportation Improvement Program (TIP) c. Certification of Comprehensive Plan Updates for Enumclaw and Mercer Island d. Conditional Certification of the Comprehensive Plan for Duvall
2 Vice Chair Erickson announced that the board had not achieved a quorum. She removed item 5a, the December 8 meeting minutes, from the Consent Agenda and stated that the remaining items would be forwarded to the Executive Board by consensus. By consensus, the Transportation Policy Board recommended that the Executive Board approve items b through d on the Consent Agenda. RECOMMEND TIP PROGRAMMING AND AUTHORIZING A CHANGE IN TRANSPORTATION 2040 PROJECT STATUS FOR WSDOT S PUGET SOUND GATEWAY PROGRAM The Puget Sound Gateway Program, comprised of SR 509 and SR 167 projects, aims to reduce traffic congestion and improve freight mobility. Jeff Storrar, PSRC Principal Planner, introduced WSDOT s request to amend the Regional TIP to include $229 million of funding approved through the Connecting Washington package for three projects associated with the Gateway Program. WSDOT has also requested a change in Transportation 2040 project status for one of the projects. Craig Stone, Puget Sound Gateway Program Administrator, described the benefits of completing the Gateway Program, presented highlights of the SR 167 and SR 509 completion projects, and provided funding details. By consensus, the Transportation Policy Board recommended that the Executive Board: Adopt an amendment to the Regional TIP to include and/or modify the following projects: o SR 509/I-5 & SR 516 Interchange to 28 th /24 th Ave S. (SR 509 Completion Stage 1) o SR 167/I-5 to SR 509 Stage 1 o SR 167/I-5 to SR 161 Stage 2 Authorize a change in status for the SR 167/I-5 to SR 509 Stage 1 project from Candidate to Conditionally Approved for ROW RECOMMEND APPROVAL OF COORDINATED GRANT PROGRAM OF PROJECTS Gil Cerise, PSRC Principal Planner, gave a brief overview of the Coordinated Grant Program and process and reviewed the Transportation Operators Committee recommendation for approval of PSRC s Coordinated Grant Program of Projects. The recommendation includes 14 special needs transportation projects to receive $4.2 million in PSRC-managed funds, a prioritized contingency list of projects should additional funds become available, and 20 regional priority ranked projects to be submitted to the WSDOT Consolidated Grant competition. In December the Transportation Policy Board released the program of projects for public review, and Mr. Cerise reviewed with the board the comments received to date. [At this point the Transportation Policy Board had reached a quorum.] ACTION: The motion was made by Councilmember Paul Roberts and seconded to recommend that the Executive Board approve PSRC s Coordinated Grant Program of Projects (Tables 1-5), and allow programming of the selected projects into the Regional Transportation Improvement Program once the final funding awards through the state program are determined. The motion passed.
3 APPROVAL OF MINUTES OF TRANSPORTATION POLICY BOARD MEETING HELD DECEMBER 8, 2016 Noting the presence of a quorum, Vice Chair Erickson requested action on Consent Agenda item 5a. ACTION: The motion was made by Councilmember Joe McDermott and seconded by Councilmember Terry Ryan to approve the Minutes of Transportation Policy Board Meeting held December 8, The motion passed. TRANSPORTATION 2040 UPDATE PROPOSED WORK PROGRAM The Transportation 2040 Update work program is based on five key themes: 1) Showcase investments, 2) Address near-term gaps in performance and funding deficiencies, 3) Get ahead on key issues, 4) Meet requirements, and 5) Administrative tasks. At the December 8 board meeting, staff presented each of these themes and their supporting tasks in the draft work program and requested feedback from the board. Robin Mayhew, Long-Range Transportation Planning Program Manager, reviewed feedback that board members provided last month and described how their input has been incorporated into the work program. Board members provided the following additional comments. Regional Integrated Transit Network and Plan: The reference to passage of Sound Transit 3 should be broadened to reflect new revenues for other transit and transit planning efforts throughout the entire four-county region. Performance Measures: In adopting new performance measures, it will be important to keep in mind that availability of data could be a challenge, particularly with regard to health and equity. Some measures may need to be normalized so that similar comparisons can be made among dissimilar jurisdictions. A communications tool that makes system performance measures easier to understand should be developed as a means to show the public what the region s efforts are achieving. If the performance metrics alter Prioritization, the board will need to discuss. ACTION: The motion was made by Councilmember Paul Roberts and seconded by Councilmember Joe McDermott to approve the proposed Transportation 2040 Work Program and direct staff to proceed with the development of the Draft Transportation 2040 Plan. The motion passed. OTHER BUSINESS Vice Chair Erickson welcomed the delegation from the Miami-Dade Metropolitan Planning Organization (MPO). Miami-Dade County Commissioner Jean Monestime, Chairman of the Miami-Dade MPO Governing Board, introduced members of the delegation and spoke on behalf of the group. ADJOURN The meeting adjourned at 10:55 a.m.
