1 PSRC Coordinated Grant Competition PSRC Special Needs Transportation Funding - FTA 5310 Grant Funds and Regional Ranking for WSDOT Consolidated Grant Program APPLICATION The competitive Coordinated Grant program funds eligible projects from Federal Transit Administration (FTA) Section 5310 (Enhanced Mobility of Seniors and Individuals with Disabilities) program in the Seattle-Tacoma- Everett Urbanized Area, and provides regional priority ranking for state and other FTA special needs transportation funds managed by WSDOT in its Consolidated Grant Program. Special needs projects provide transportation services to seniors, people with disabilities, low-income, and youth to help them get to medical appointments, educational opportunities, jobs, shopping and social interactions. This application is for PSRC s 5310 funds as well as to evaluate the regional priority ranking for the WSDOT Consolidated Grant program. See the following link for more information such as FAQ s. 2 The Snohomish County Transportation Coalition (SNOTRAC) provides Mobility Management services in Snohomish County. SNOTRAC increases the public's awareness of transportation services, builds transportation capacity within existing community resources, and increases transportation options in underserved areas. SNOTRAC strives to address the transportation needs of special needs individuals and people unable to access transportation services. SNOTRAC is a diverse partnership of transit agencies, tribal governments, non-proἀ渄t human service organizations, community based organizations, transportation businesses, senior centers, advocacy groups, and people with special transportation needs. SNOTRAC is staffed by two positions the Mobility Manager and the Program Coordinator: The SNOTRAC Mobility Manager (1.0 FTE) helps identify solutions to transportation barriers for persons with special needs by carrying out the goals and objectives within SNOTRAC's strategic plan. This position organizes outreach efforts, builds community partnerships with transportation and human services providers, identiἀ渄es funding for projects, and participates in local, regional, and state committees. The Travel Ambassador Training program is overseen by the Mobility Manager and trainings are provided by the Program Coordinator. This train-the-trainer program was developed by schools, transit agencies, and human service providers in order to effectively provide outreach and awareness regarding the transportation options with Snohomish County and regionally. The program recruits and trains information and referral specialists, case managers, teachers, advocates, and volunteers about the regional transportation network and how to access the individual transportation systems. (This grant request is in support of the Mobility Manager and Travel Ambassador program.) New A project/ program is considered new if it is a stand-alone project/program that has not been funded by the Coordinated Grant and wouldn t be characterized as building upon or expanding an existing program. Examples include new technologies, new service, a new program, new mobility management/travel training program, etc.

7 Please describe how your budget above was developed (i.e. based on existing experience or adopted budget and/or reasonably expected funding and expenditure and assumptions). * The SNOTRAC budget was developed in conjunction with long-term strategic planning, and improvements were implemented based on evaluations during the current funding period and previous bienniums. The SNOTRAC budget re 㰀謄 ects the collective decision of an impressive consortium of private and nonproἀ渄t transportation brokers and providers, local public transportation agencies, local governmental agencies, and transportation system consumers. The Steering Committee is lead by the SNOTRAC Mobility Manager and includes representation/ἀ渄nancial support from major Snohomish County agencies including Community Transit, Everett Transit, Tulalip Tribes, Stillaguamish Tribes, and Senior Services of Snohomish County. 8 Mobility Management Accomplishments: SNOTRAC Steering Committee worked on two large projects in updating PSRC's Coordinated Transit- Human Services Transportation Plan. A major accomplishment was the completion of a ἀ渄ve-year strategic plan - a process that included refreshing the mission, vision, and bylaws. SNOTRAC updated Snohomish County information for Attachment C - Inventory of Special Needs Transportation Services and Programs and updated Snohomish County information for Attachment F - SMART Corridors and Special Needs Transportation Planning. Staff took the lead for these initiatives by organizing, facilitating meetings, coordinating data collection from SNOTRAC members, and providing administrative/clerical support. Mobility Management measures were developed through the Agency Council for Coordinated Transportation/WSDOT. An inventory of special needs transportation services in Snohomish County is an ongoing process and will be further advanced with the hire of the new Mobility Manager. During 2016, the Travel Ambassador program is on pace to complete 55 presentations to 1,000 individuals, exceeding the goal of 20 presentations to 1,200 individuals. Staff was involved in numerous forms, association meetings, teleconferences, and outreach fairs. Including Job/Resource fairs that speciἀ渄cally reached out to veterans where they received information on transportation options. Staff participated in a Transportation Forum at the Transition Resource Fair. Staff also presented information on transportation options to Swedish Medical Center - Edmonds heath care staff and social workers. Snohomish County currently has over 142,000 residents over the age of 60, and this number is increasing dramatically year-over-year. This growth parallels the growing need for transportation awareness and assistance services. SNOTRAC has done well growing partnerships and participation in Snohomish County with a major focus during this and the next biennium being the creation of a project charter that concentrates on mobility through the entire Puget Sound Region. SNOTRAC now has seats at the PSRC, King County Mobility Coalition, Farmhouse Gang (Skagit County), and Pierce County Mobility Coalition. 7 / 8 WSDOT Consolidated Grant Regional Priority Ranking If you are applying for funding through the WSDOT Consolidated Grant program, please provide a justiổcation for why your program or project should receive a regional priority ranking from the central Puget Sound region (PSRC)? For expansion projects, please include only the needs and gaps that the existing project addresses. * While SNOTRAC Mobility Management does not provide direct services, it helps to coordinate services offered by the transportation providers in order to avoid duplication and meet identiἀ渄ed transportation needs locally and regionally (PSRC Plan, Page 35). In reference to special needs populations these needs include: Safe and convenient access to appropriate transportation options. Affordable transportation options Reliable transportation Reliable transportation outside of peak hours Culturally relevant information resources Accessible transportation infrastructure Seamless connections between transportation services In collaboration with its community partners SNOTRAC s Mobility Management is tasked with addressing a number of gaps similar to those identiἀ渄ed by PSRC (PSRC Plan, Page 36 38) In Snohomish County these gaps include: Connecting rural clients and riders to areas well served by ἀ渄xedroute transit; Service to destinations outside of major activity centers; East-west travel is cumbersome for transit-dependent populations; Gaps are caused by the rules, regulations, and requirements that govern transportation service providers; Transfer between different special needs transportation services is cumbersome; Lack of affordable, accessible, or life-equipped vehicles for people who are disabled but who are not eligible for ADA paratransit services; and Language and cultural barriers. The role of Mobility Management is to mobilize and coordinate community resources to identify gaps, track proposed actions, and report back to the community.

10 Describe how the project or program addresses those needs or gaps. For expansion projects, please only address how the existing projects addresses the needs or gaps. * A coordinated transportation system efἀ渄ciently provides comprehensive and user-friendly public and private transportation services. Transportation programs, including transit agencies, are social service agencies, school districts, private providers, and others, share resources, facilities, and information; and coordinate trip eligibility, reservations, scheduling, dispatching, and passenger trips. Without SNOTRAC, programs that serve the elderly, children, low-income, and people with disabilities would either operate independent transportation programs or have no transportation at all. The result would either be duplication in transportation services or people with unmet transportation needs. Having SNOTRAC serve as the Mobility Management Program in Snohomish County has directly impacted this potential gap by fostering communication and collaboration between the transportation agencies and those in need of transportation. Through the Travel Ambassador Training program, SNOTRAC creates awareness and provides information on the many transportation options (modes and systems) available to the public and special needs populations. SNOTRAC also advocates and educates stakeholders on the needs and gaps experienced by special needs populations including older adults and people with disabilities. SNOTRAC Mobility Management is the only program in the county tasked with this important responsibility. If your program does not receive grant funding, will the lack of funding create a new mobility need or gap for people with special transportation needs? * If so, please describe the impact to populations served in terms of creating new needs or gaps if your project or program is not funded. * Without this funding, Snohomish County will lose formalized Mobility Management during the next Biennium and likely beyond. Along with Snohomish County residents, this loss would impact collaborative efforts with King and Pierce counties. The SNOTRAC Strategic Plan is the crucial mobility management plan for Snohomish County, and was created through collaborative efforts of the major transportation agencies, government and tribal leadership, private corporations, and clients. The transportation sections of Vision 2040 are key to the long-term goals of SNOTRAC. 13 Describe how your project/ program makes efổcient use of funds. * SNOTRAC is the mobility management program for Snohomish County and an integral part of mobility management in the Puget Sound Region, and it is only staffed with one (1) Mobility Manager. The funding for this program is for the basic needs of this program - salaries for these two positions, overhead costs, and other costs associated with program delivery. This includes Travel Ambassador, regular meetings and collaborative activities with SNOTRAC partners and involved citizens, and community outreach. Committee members volunteer their time to participate, and many of the entities they represent also provide ἀ渄nancial support (see match funding for this request) and resources where appropriate. Describe how your organization has increased program/project Ổnancial sustainability over time for the project/ program seeking grant funds. * As the number of residents with special needs has grown exponentially in Snohomish County and surrounding counties, so have the services and capacity of SNOTRAC. As outlined in the previous question, SNOTRAC is effective with its Mobility Management activities and is capable of growing with the growing need for transportation services in the community. SNOTRAC has representatives from all major transportation providers in the county along with a diverse group of community members and local members with an interest in transportation for individuals with special needs - this program is the ideal environment for mobility management in this region. Does your staff / agency have experience implementing programs using state or federal funds? * If so, explain the role of the staff/ agency in managing these funds and if the grant was managed successfully (met project milestones, minimized returned funds, addressed all federal or state reporting requirements, etc.). * SNOTRAC has a long history of exemplary ἀ渄scal management of grant funds and meeting project milestones as the mobility management program for Snohomish County. SNOTRAC's ἀ渄scal sponsor, Senior Services of Snohomish County, boasts over 40 years of successful ἀ渄nancial stewardship for a number of programs from a number of funding sources. This includes individual donations, private and corporate grants, and government grants at the city, county, state, and federal level. With the recent completion of the ἀ渄ve year strategic plan and refreshed mission, vision, and bylaws, SNOTRAC has current and speciἀ渄c measurables for its success. SNOTRAC's success will be measured based on the following criteria: Did SNOTRAC improve and increase awareness and support of transportation options and services to the public and service providers? If your agency serves other people through other funding sources, be clear what percentage or number of people will be served by the PSRC/ WSDOT grant funds and how that differs from your other projects/ programs. * Assessing "number of people served" for a mobility management program requires assessing the needs of the entire county served. SNOTRAC operates in Snohomish County, where there are over 140,000 residents over the age of 60 and nearly 10,000 residents with severe mental and/or physical disabilities. And per census data and feedback from SNOTRAC partners, the number of residents over age 60 continues to grow rapidly and will increase exponentially over the next 10+ years. Please explain how you incorporate feedback from populations that you serve in planning and implementing your program. * SNOTRAC Board includes community members that are clients of the program that provide important feedback from the viewpoint of a client. Additionally, SNOTRAC brings decision makers from the major transportation providers in the county as part of a group approach to effectively address transportation for those with special needs in Snohomish County. Each agency receives feedback from their clients and service staff, which is relayed from their representative to the SNOTRAC group. All of this feedback is noted as part of SNOTRAC's evaluation process, and this information drives improvements and serves a critical role in the allocation of time and resources. Provide an explanation on how this project/ program provides favorable beneổt to the population served. If possible, please provide data to reinforce explanation. * As outlined in the Consolidated Plan and 5310 Special Needs Funds description, Mobility Management provides favorable beneἀ渄t to the population served. The goals of SNOTRAC Mobility Management are well aligned with meeting the needs of special needs populations including older adults, people with disabilities, and people that face linguistic and cultural barriers to accessing transportation. The Mobility Management program offers the following beneἀ渄ts to special needs populations: Provides transportation options education and awareness to community base organizations, government agencies, and health care service staff so that they can provide their patients and clients with information on the array of transportation options and resources available to them. Works to identify gaps in service within the community and to develop partnerships with human service agencies and transportation providers to improve mobility for seniors and people with disabilities. Works across county lines and regionally to remove geopolitical boundaries as a barrier to transportation services for older adults and people with disabilities. 13 / 14 Technical Criteria

16 Project Meets Speciἀ渄c Performance Measures and Achieves Desired Outcomes The performance measures identiἀ渄ed in the PSRC Coordinated Transit-Human Services Transportation Plan begin on page 49 of the plan document. Please reference these in your answers. Describe each performance measure used to evaluate your project/program (performance measures must be meaningful and directly relevant to the project). * SNOTRAC is well positioned to collect ridership numbers from its members and measure improvements made in closing gaps that have been identiἀ渄ed within its strategic plan. Snohomish County is changing rapidly and the changes are having an impact on the ability of the public transportation sector to meet the needs of special needs populations in particular older adults and people with disabilities. Within Snohomish County the increase in population density between from 2000 through 2015 is striking. While the majority of residents continue to live in the Seattle/Tacoma/Everett large Urbanized Area (UZA) along the I-5 corridor in Snohomish County; it is the growth of the Marysville small Urbanized Area this is most striking. The cities and neighboring communities within the Marysville UZA include Arlington, Tulalip, Marysville, Lake Stevens, and Snohomish. This expanded urban zone was once considered rural and ἀ渄xed-route bus service (and its corresponding ADA Paratransit Service) was relatively limited. However, the increased population in this UZA has not resulted in increased public transit services outside of peak transit hours. This emerging trend can also be observed when examining Snohomish County population density by Persons 65 and Older; Persons with Disabilities; and Low Income Individuals. The members of SNOTRAC and SNOTRAC s Mobility Management will be challenged in the years ahead to address this gap and meet the transportation needs of special needs individuals who are living outside traditional urban population centers.
