3 Snohomish County Tomorrow Infrastructure Coordinating Committee 2018 Call for Projects FHWA STP & CMAQ Countywide Funds ICC Project Selection Process Every two years the Puget Sound Regional Council conducts a competitive grant program to award FHWA Surface Transportation Program (STP) and Congestion Mitigation and Air Quality (CMAQ) funds. These funds are awarded at the Regional level by PSRC and at the countywide level by the Infrastructure Coordinating Committee (ICC). The ICC is a standing sub-committee of Snohomish County Tomorrow (SCT) comprised of public works representatives of the cities, the County and the Tulalip Tribe; representatives from the PUD, the Washington State Department of Transportation, Port of Everett, and local transit agencies. The ICC is responsible for coordinating a competitive process to recommend projects to receive the countywide portions of estimated STP and CMAQ funds available for programming. The countywide allocations include non-motorized-transportation funds, roadway preservation funds, and the minimum amount of STP Rural (STP/R) funds to be programmed to projects located outside the federal-aid urbanized and federal-aid urban areas. Funding recommendations from the ICC for the countywide allocations of the STP and CMAQ funds are forwarded through SCT to PSRC s Transportation Policy Board for review/discussion and approval for the draft Regional TIP. For the Countywide STP/CMAQ competitions the policy focus is on providing transportation improvements to a center or centers and the corridors that serve them. Centers are defined as regional growth and regional manufacturing/industrial centers, centers as designated through countywide processes, town centers, military bases/facilities and other local centers. Materials included in the Call for Projects include: PSRC Policy Framework PSRC Screening Form Call for Projects Schedule Application Evaluation Process Projects must meet the following criteria: Must be consistent with Transportation 2040 Must meet the support for centers and the corridors they serve policy focus Must be consistent with a jurisdiction s most recently amended or updated comprehensive plan certified by PSRC. 1

Scores will be based on the criteria and point distribution as identified in the scoring matrix The ICC Committee may revise the ranked order of the list after consideration of available funding sources, geographic equity, multiple funding to one agency and full phase funding. A separate list will be compiled to reflect different sources of funding The ICC Committee recommends a final list of projects for SCT review and approval. The SCT approved list of ranked projects is forwarded to the Puget Sound Regional Council s Transportation Policy Board for award of funds. The ICC will conduct a competitive grant process every 2 years for a 2 year funding cycle upon direction of the PSRC. It is the intention of the committee to reach consensus on a ranked list of projects, in the event that consensus is not met a majority vote will be taken. Each jurisdiction present is allowed one (1) vote. Screening forms for all applications must be submitted and projects approved by PSRC prior to submitting an application. Applications will be reviewed and a ranked list will be generated. All projects screened and approved by PRSC and submitted shall be included on the ranked list of projects An agency may accept partial funding for their project if they can complete a full phase of the project and they commit all additional funding needed for that phase at the time of acceptance/award. If funding is not available for all projects on the list, a contingency list of projects will be created and maintained in the event that additional funds become available. Projects on the contingency list will remain in ranked order. 2

5 Countywide Project Evaluation Process Instructions for STP/CMAQ Funding The purpose of this application process is to assist the ICC in selecting projects to receive Countywide STP and CMAQ funding under the Federal FHWA Program (through PSRC). This application should be used for all STP and CMAQ funding requests. Environmental Impact Statement (EIS) Environmental Assessment (EA) Documented Categorical Exclusion (DCE) Categorical Exclusion (CE) o Has the NEPA documentation been approved? Please provide the date of approval, or the anticipated date of completion. o At what stage of completion is your design? Have Preliminary Plans been submitted to WSDOT for approval? If not, when is this milestone scheduled to be complete? When are Preliminary Plans expected to be approved? o Are there any other PE/Design milestones not listed above? Please identify and provide estimates dates of completion. 3

6 What is the status of Right of Way? How many parcels do you need? What is the zoning in the project area (e.g., commercial, residential, etc.)? Discuss the extent to which your schedule reflects the possibility of condemnation and the actions needed to pursue this. Does your agency have experience in conducting right of way acquisitions of similar size and complexity? If not, when do you expect a consultant to be selected, under contract, and ready to start? Identify all relevant right of way milestones, including the current status and estimated completion date of each. For example: o True cost estimate of Right of Way o Right of Way Plans (stamped) o Relocation Plan (if applicable) o Right of Way Certification o Right of Way Acquisition o Certification Audit by WSDOT Right of Way Analyst o Relocation Certification, if applicable Things to keep in mind if funds are requested for Construction Funds What is the status of the milestones for the construction phase? Do you have an Engineer s Estimate? Please provide a copy if available. Identify the environmental permits needed for the project and when they are scheduled to be acquired. Is PS&E approved? Problem Significance Describe the nature and magnitude of the problem (safety, concurrency, congestion, incomplete sidewalk, bicycle or trail network, inadequate transit service or access to facilities, freight delays, economic development constraints etc.) that your project is seeking to address a. 15 points Project addresses a problem with county-wide effects AND impacts a significant number and variety of users and/or modes. b points Project addresses a predominantly local problem with limited countywide benefits AND affects a moderate number and variety of users and/or modes. c. 0-8 points Project addresses a local problem with no countywide benefits AND affects a limited number and variety of users and/or modes. Preservation o o Eligible roadways must be at least an urban collector (or above) or a minor collector (or above) to be eligible for STP funds; It is assumed that sponsors have an existing PMS rating systems in place, which evaluates roadway segments on a scale of 1 to 100. If sponsor does not have a PMS system in place, alternate methods may be available to evaluate roadways for grant purposes. C1. 13 Part 2 Questions for All Projects D1 Project Readiness/Financial Plan Funding Request: Sponsors may request funding for any single project phase, but requests for multiple phases are limited to preliminary engineering plus the subsequent phase necessary. i.e, a sponsor may request funding for both preliminary engineering and right of way phases, or preliminary engineering and construction phases, but not both right of way and construction phases. (i.e. PE + ROW, or PE + CN. ROW + CN are not eligible for funding.) Funding Requirements: A minimum of 13.5% of local matching funds is required for STP and CMAQ funds. The combination of the requested PSRC funds plus all other identified funding must be adequate to fully fund that phase. Requests that do not result in a phase being fully funded will be considered ineligible for PSRC funding. Sponsors will be asked to provide more detail on their financial plan in the next section. Obligation Requirements: Funding is awarded by year, and sponsors are asked to select their first and second preference for the year of funding requested. Per PSRC's project tracking policies, all project phases awarded PSRC funds must obligate by June 1st of the program year selected. For more information, see PSRC s project tracking policies: check link PSRC recognizes that the complexity of some projects can trigger a variety of prerequisites that must be satisfied before federal funding is typically eligible to be obligated. These questions are designed to identify those requirements and assist sponsors to: Identify which obligation prerequisites and milestones apply to their specific project. Identify which of these have already been satisfied at time of application. Provide an explanation and realistic completion date for all obligation prerequisites and milestones not yet completed. Describe how the amenities (or other components of the project) are expected to encourage new transit ridership and shift travel from single occupant vehicles to multimodal options. 15 Bicycle/Pedestrian Facilities: Describe the length of the proposed facility, including connections to other non-motorized facilities and to the larger non-motorized system. Describe the expected travel shed (i.e., land use and population surrounding the project). Does the facility connect to transit? What is the expected population served, and what source of data indicates the expected conversion of single occupant vehicle trips to this mode? Intelligent Transportation Systems: Describe the existing conditions in the area, including level of service, average daily traffic, average speed, etc. Describe how the project is expected to improve traffic flow through improved speeds, reducing idling, reducing accidents, etc. What is the percentage of heavy trucks using the facility? Does the project improve traffic flow for particular modes ( e.g. HOVs) or types of vehicles ( e.g. transit buses or freight trucks)? What are the transit routes along the corridor, and will this project improve transit reliability on the corridor? Alternative Fuels or Vehicle Technology: Describe the change in fuel or vehicle technology. How many vehicles are affected? What are the current conditions? Other: Describe how your project has the potential to reduce emissions through technology, improved management or other means, e.g. no idling signage & enforcement, auxiliary power units to operate heating, cooling & communications equipment, truck stop electrification, etc. Other Considerations (innovations, addressing practical design, etc.): Please describe any innovative components included in your project: these could include design elements, cost saving measures, or other innovations. Please describe the process that your agency has used to determine the benefits of projects.
