Raising awareness and providing resources through youth programs is critical for prevention. PROCLAMATION: Mayor Ryder and Council proclaimed April as the Month of the Military Child. Mayor Ryder and Council proclaimed April 10, 2018, as Equal Pay Day. Mayor Ryder and Council proclaimed April 2018 as Earth Month. CITY MANAGER S REPORT: Scott Spence, City Manager, presented Council with a request to authorize the City Manager to sign the Interlocal Agreement between the City of Lacey, City of Olympia, City of Tumwater, Thurston County and Thurston Regional Page 2 of 7

3 Planning Council for Phase 1 of Regional Climate Mitigation Planning. DEPUTY MAYOR PRATT MOVED TO AUTHORIZE THE CITY MANAGER TO EXECUTE THE INTERLOCAL AGREEMENT BETWEEN THE CITY OF LACEY, CITY OF OLYMPIA, CITY OF TUMWATER, THURSTON COUNTY AND THURSTON REGIONAL PLANNING COUNCIL FOR PHASE 1 OF REGIONAL CLIMATE MITIGATION PLANNING. COUNCILMEMBER COX SECONDED. MOTION CARRIED. Steve Kirkman, Public Affairs Manager, presented Council with a request to inform the Lacey City Council of the need to renegotiate the City s cable franchise with Comcast Cable Communications Management, LLC, and propose entering into an interlocal agreement with Thurston County and the cities of Olympia and Tumwater to share the cost of hiring a cable franchise consultant to assist with the negotiation process. COUNCILMEMBER GREENSTEIN MOVED TO AUTHORIZE THE CITY MANAGER TO ENTER INTO THE PROPOSED INTERLOCAL AGREEMENT TO SHARE COSTS FOR A CABLE FRANCHISE CONSULTANT. COUNCILMEMBER STEADMAN SECONDED. MOTION CARRIED. Scott Egger, Public Works Director, presented Council with a request to authorize the City Manager to sign the 2013 original Five-Year Interlocal Agreement for the Emergency Management Council of Thurston County. The Emergency Management Council of Thurston County (EMC) was created in 1993 by an Interlocal Agreement, which was renewed in 2013 to coordinate the local emergency management activities of Thurston County and its associated cities and tribes. The Council is comprised Page 3 of 7

4 of emergency managers and/or designee of the member jurisdictions. The purpose of the agreement is to coordinate amongst the member jurisdictions in developing effective and economical emergency management functions. This is the guiding principle of the group, which meets monthly sharing emergency management news, best practices and experience. This document does not contemplate mutual aid during a disaster; such mutual aid is covered under a number of other more specific mutual aid agreements. At its December 11, 2017 meeting, the General Government Committee reviewed the five-year extension of the Interlocal Agreement for Thurston County EMC and recommended approval by the full City Council. Lacey City Council authorized approval of a 5-year extension at December 21, 2017 meeting. However, the city does not have a signed copy of the 2013 agreement which is needed to implement the 2017 renewal. Staff is requesting that Council authorize the City Manager to sign the original 2013 Interlocal Agreement. COUNCILMEMBER STEADMAN MOVED TO AUTHORIZE THE CITY MANAGER TO SIGN THE 2013 ORIGINAL FIVE-YEAR INTERLOCAL AGREEMENT FOR THE EMERGENCY MANAGEMENT COUNCIL OF THURSTON COUNTY. COUNCILMEMBER GREENSTEIN SECONDED. MOTION CARRIED. Scott Spence, City Manager, announced a Toast to Veterans Celebration will be held on April 28 to raise funds for the Veteran s Services Center. STANDING GENERAL COMMITTEES: Community Relations & Public Affairs Committee Councilmember Cox reported the committee met on April 2, 2018, to receive an update on the Toast to Veterans event. 5 BOARDS & COMMISSIONS: CIP Councilmember Cox reported the Board discussed the application process and the shortage of Thurston County s CIP contributions in the amount of $6,000. Mayors Forum Mayor Ryder reported that TCOMM911 provided a presentation on the need to upgrade the current radio system in order to improve communications. Thurston County Shared Legislative Committee Mayor Ryder reported he presented to the group regarding the challenge of managing growth in the urban growth area. Coordination between city and county development guidelines is necessary. Transportation Policy Board Mayor Ryder reported that WSDOT provided a debriefing of the Amtrak train derailment in December JASCOM Deputy Mayor Pratt reported the Board received information on trending national shelter demographics, preparing for emergency management, and options for relocating animals that can t be managed to other locations. LOTT Deputy Mayor Pratt reported the Board discussed Strategic planning Approval of NPDES permit for restoration facility Approval of Water Quality and Habitat Improvement Project by the Squaxin Island Tribe Olympic Clean Air Agency Deputy Mayor Pratt reported the Board discussed Approval of bylaws Maintenance guidelines related to gasoline safety for small businesses. 6 During February and March, the majority of days reported good air quality. Economic Development Council Councilmember Young reported the Board discussed Opportunity zones that allows capital gain investments in distressed economic areas in the state, which include the Lacey Woodland District and downtown Olympia. The EDC Gala Business Awards event is April 20. EDC staff visited China to foster investments and trade. Thurston Energy Program EMS Councilmember Greenstein reported the Board discussed EMS Council Comprehensive Plan Developing a mission statement to deliver services effectively over 20 years. Developing a vision statement to identify goals for providing services as population increases. TCCAT Councilmember Hearn announced that TCCAT will hold their Race Against Trafficking 5k fundraiser on April 28, Lacey South Sound South Sound Chamber Deputy Mayor Pratt reported the Chamber received a presentation on the WSDOT Divergent Diamond Project. Community Investment Program Councilmember Cox reported the Board is preparing for the evaluation of applications to receive funding for basic need programs. Community Action Council A fundraising event will be held for construction of a new Monarch Children s & Justice Advocacy Center on April 17. Intercity Transit Councilmember Cox reported on Page 6 of 7

7 Intercity Transit Commuter Challenge on April 21 Accessible transportation options Bus Buddies Program to assist new riders Bus education training for high school students and senior citizens TRPC Councilmember Cox reported on Board action: Approved a resolution to support Thurston County Economic Alliance Program Conducted Executive Director evaluation WSDOT presentation on meeting future transportation needs Affordable Housing Committee Councilmember Cox reported the committee is reviewing funding sources to develop a regional approach to address affordable housing. Mayor Ryder adjourned to a worksession to discuss a survey that will assess city parks programs and facility use. Council recently approved hiring the Elway Group to conduct a scientific survey to gauge whether residents will support a parks bond as an investment in city parks. Since key demographics are needed to verify a scientific survey, 1,200 Lacey residents will be randomly selected to participate in an online survey.
